Robert Levers, Esquire, was appointed and commissioned to be a Justice of the Peace in and for the county of Northampton, upon a return made according to law for the district of the townships of Easton and Forks.


Daniel Hiester, Esquire, Councillor elect for the county of Mont- gomery attended in Council, and having taken the oaths required by the constitution to qualify him to act as Councillor for the said county of Montgomery, he took his seat at the Board.

An order was drawn upon the Treasurer in favor of John Nichol- son, Esquire, for the sum of two hundred pounds specie, being one quarter's salary as Comptroller General, ending the twelfth in- stant.


· An order was drawn upon the Treasurer in favor of the Honora- ble Thomas Fitzimmons, for the sum of seventy-two pounds twelve shillings and six pence, and the sum of fifty-four pounds five shil- lings specie, in full for his attendance in the Council of Censors untill the twenty-fifth day of September, 1784, inclusively, to be paid according to resolution of Assembly dated the twenty-second of November, 1783.

Ordered, That Peter Filbert, Esquire, be appointed and com- missioned to be Sheriff of the county of Berks, and that Peter Nagle be appointed and commissioned to be Coroner of the said county.


Peter Filbert, Esquire, attended in Council, and. offered Joseph Heister and Nicholas Lutz, Esquires, as surcties for the faithful discharge of the duties of his office of Sheriff for the county of Berks, according to law, which were approved.


The return of the general election in the county of Northamp. ton was read, together with a memorial from William Craig, of the said county, stating that Peter Ealer, who is highest on the return of Sheriffs, is ineligible to that office by reason of his having served in the office of under-Sheriff for the three last successive years, and praying a hearing before this Board ; whereupon, it was


Ordered, That Monday the fifth day of November next, be ap- pointed for a hearing of the parties relative to the objections made by the said William Craig, and that the Secretary give notice to Robert Traill, Peter Ealer, Jacob Bachman, and William Craig, to attend Council on the said day.

Ordered, That Joseph Bullock and Nathaniel Falconer, Esquires, be requested to inspect and appraise a package of woollen goods marked L G, agreeably to an act of the General Assembly intitled " An Act for an impost on goods, wares, and merchandize, imported into this State," passed the twenty-third day of December, 1780, and report to Council.

The return of the general election in the county of Lancaster was received and read, together with a remonstrance signed Mat- thew McClung, Judge at the first district, Hugh Peden, Judge at the third district, Joseph Jenkens, Judge at the fourth district, and Benjamin Moore, Judge at the fifth district, complaining of abuses and irregularities at said election, and praying a hearing before this Board ; whereupon, it was


Ordered, That Monday the eighth day of November next be ap- pointed for a hearing of the parties, touching the said disputed election.


Ordered, That Archibald Steele, Jacob Bailey, John Jordan, Daniel Franks, Matthew McClung, Hugh Peden, Joseph Jenkins, Benjamin Moore, George McGlaughlin, William Montgomery, John Jago, George Graff, Henry Dering, and Abraham Whitmer, be re- quired to attend Council on the said day, to give evidence respect- ing the said election.


Ordered, That Thomas Edwards, Esquire, be directed to produce to Council, on the said eighth of November, the list and certificates of the Judges and Inspectors of the first district delivered at the meeting of the Judges of all the districts.


Ordered, That the Judges of the first, second, third, fourth, fifth, and sixth districts, be directed to produce to Council on the said day, the list of the names of the voters taken in each district at the time of election, and the tallies then made.

Ordered, That the fine adjudged to be paid to the use of the State by the said Hartman Horn, be remitted.


The Comptroller General's report upon the account of the hon- orable John Boyd, Esquire, late a commissioner sent to Wioming, for expences of himself and Lieutenant Colonel John Armstrong, was read and approved.


The Comptroller General's report upon the account of Lieute- nant Colonel James Read, was read and approved, and an order was drawn upon the Treasurer in his favor for twenty-seven pounds eight shillings and nine pence specie, in full for his pay and expences as a commissioner on the Wioming business.


An order was drawn upon the Treasurer in favor of Mr. James Pearson, for two hundred pounds, for purchasing materials, and paying for those already procured, for repairing the State house, according to resolution of the General Assembly dated the twenty- second day of September, 1784.


A petition from divers inhabitants of Washington county, com- plaining of the conduct of the commissioners of the taxes in the said county, in laying the taxes in a partial manner, to the great injury of the petitioners, was read ; and thereupon,


Ordered, That a copy of the said complaint be transmitted to the said commissioners, and that they be directed to explain to Council their conduct with respect to the petitioners.

Of John Hubley, Esquire, Prothonotary of the county of Lan- caster, for the tax upon writs.


An order was drawn upon the Treasurer in favor of 'Thomas Hutchins, Esquire, for the sum of one hundred and seventy pounds specie, in part of his pay as one of the commissioners for running and ascertaining the boundary line between this State and that of Virginia, for which he is to be accountable.


The return of the general election held in the county of Cumber- land, was received and read, by which it appears that the following gentlemen were duly elected :

The Comptroller General's report upon the account of Captain Philip Schrawder, of the company of Rangers lately stationed in Northampton county, was read and approved.


An order was drawn on the Treasurer in favor of Jacob Shal- lus, for three pounds seven shillings and six pence specie, for three copies of the list of Indian deeds, used at the late trial at Trenton between this State and Connecticut.


An order was drawn on the Treasurer in favor of Captain Philip Schrawder, for eleven pounds twelve shillings and six pence specie, being the ballance due in specie upon his recruiting account, agree- ably to the Comptroller General's report of the fourteenth of Octo- ber, 1784, to be paid out of the money arising from the class tax.


The record of the conviction of Joseph Chalk, John McDunnell, and John Varnum, alias Benson, in the county of Chester, for bur- glary, was read ; and on consideration, it was


Ordered, That a warrant be issued to the Sheriff of the county of Chester, directing him to execute the sentence of the Court up- on the said Joseph Chalk, John McDunnell, and John Varnum, alias Benson, on Tuesday the second day of November next.

Upon application of Barbe De Marbois, Junior, in favor of Louis Colinet and Jean Goudryon, convicted of stabbing a certain Francis Wilson, and now confined in the jail of the said county, it was

A certificate from the Wardens of the Port of Philadelphia, of the twenty-sixth instant, respecting the removal of the Chevaux de frize, was received and read, and is as follows, to wit :


Port of Philadelphia, Warden's Office, October 26th, 1784.


We do certify that Messrs. Levi Hollinsworth, and Arthur Don- naldson, have not only removed the destroyed forty-nine Chevaux de frize, but from the reports, employed in sweeping the bed of the river in the neighborhood of Mud Island and Billingsport, we have reason to believe that they also removed all the frames that were obstructions, and that the navigation in both the eastern and western channel is rendered perfectly safe.

An order was drawn upon the Treasurer in favor of Messieurs Arthur Donnaldson and Levi Hollinsworth, for two thousand nine hundred pounds specie, ballance, and in full of their account for removing the Chevaux de frize from the channel of the river Dela- ware, to be paid according to resolution of Assembly dated the twenty-fourth day of September, 1783, out of the duties which have arisen by the late impost laws ..


The Comptroller General's report upon the account of Captain Nicholas Bettingers, for repairing arms for his company, in the year 1776, was read and approved.


The petition of John Benson, now under sentence of death in the jail of Chester county, was read and rejected.
