The petition of Frederick Buzzard, convicted in the county of Chester of a misdemeanor, in aiding British prisoners to escape, was again considered, and an order taken that the fine due to the State be remitted.

A resolution of Congress, of November 1st, 1783, was also read and transmitted to the General Assembly.
Arthur St. Clair, Esquire, and Mr. John Mease, attending in Council, produced an extract from the minutes of the House, by which it appears that he, Mr. St. Clair, was, on the nineteenth in- stant, appointed Vendue Master for this city ; and that he, Mr. Mease, was, on the same day, appointed Vendue Master for the district of Southwark, praying to know what obligation they are respectively to come under for the faithful discharge of the above- mentioned appointments. Upon which it was
Ordered, That Messieurs John Patton and David Lennox be accepted as the sureties of Mr. St. Clair, under bond of twenty thousand pounds, and that Messieurs John Barclay, James Mease, and Matthew Mease be accepted as the sureties of Mr. John Mease, under bonds of the same sum. Bonds were executed accordingly.
An order was drawn on the Treasurer for the sum of £45 4 11 forty five pounds four shillings and eleven pence specie, in favor of Captain Thomas Stokeley, being the ballance due for retained rations, agreeably to the Comptroller's report.

Alexander Boyd, Esquire, offered to Council William Richards and Robert Smith, of Philadelphia, as sureties for the faithful per- formance of the duties of his office of Auctioneer for the North- ern Liberties, which the Council approved, and a bond was accord- ingly executed.
Agreeably to the order of yesterday, Council proceeded to the appointment of a third Judge of the Supreme Court, and the bal- lots being taken, it appeared that there were six votes for George . Bryan and six votes for Jacob Rush, Esquires, so the question was lost.
Upon the question, "shall Jacob Rush be a Judge of the Su- preme Court ?" there were eight yeas and four nays.

In an affair of so much importance, we should be glad to know whether it is the sense of your Honorable House that the Commis- sioners of this State should hold a treaty for the purpose before mentioned, if any circumstance should prevent Congress from holding a convention with the Indians residing in the northern and middle departments, as such a separate treaty must be attended with a very great expence to this Commonwealth, and the measure involves considerations of much moment.
