Passes were granted to Peter Musselman and Benjamin Heer, of the county of Lancaster, to go to Europe and to return again.


Agreeably to the order of this Board of the third instant, Henry Schitz, Christian Steer, and Baltzer Heydric, Inspectors, and Joseph McClean and Andrew Redheffer, assistant Judges of an election for Justices, held for Springfield and Whitemarsh townships, in Phila- delphia county, attended, and were examined touching the said election, and the said Henry Schitz was directed to return the com- mission received from this Board, which he promised to do.

An order was drawn on the Treasurer in favor of the American Philosophical Society, held at Philadelphia, for promoting useful knowledge, for the sum of one hundred and fifty pounds, for the purpose of encouraging agriculture and commerce, by enabling that learned body to obtain such discoveries as have been made in Eu- rope and other countries, according to resolution of the General Assembly of the sixteenth of February, 1784.


In favor of Frederick Doerch, for seven pounds ten shillings specie, for carrying dispatches from Council to the, counties of Lan- caster, Cumberland, and York, from the beginning of the year 1782 'till the present time.


A letter from his Excellency the President of Congress, of the sixth of March, 1784, inclosing a copy of the petition to Congress from the settlers at Wyoming under Connecticut, and resolution of Congress appointing the place of meeting of the Indian Commis- sioners, was read and transmitted to the General Assembly.

Ordered, That warrants be drawn on the Treasurer in favor of William Bradford, Jun'r, Jonathan Dickinson Serjeant, and John Coxe, Esquires, for the sum of fifty pounds each, being allowed them for ther services as attorneys for the Commonwealth in the cause between Baron Hurst and company & the State.


Sharp Delany, Esquire, appointed by the General Assembly to be Collector of the Port of Philadelphia, attending in Council, the oath of office was administered to him in due form, and he offered Anthony Wayne and Thomas Robinson, Esquires, as sureties for the faithful performance of the office aforesaid, which the Council approved, and a bond was executed accordingly.


An order was drawn on the Treasurer in favor of the Honorable Edward Hand, Esquire, for seventy-nine pounds seventeen shillings, in full for his attendance in Congress 'till the ninth day of Feb- ruary last, and his mileage.


On consideration,


Ordered, That the State Treasurer be requested to furnish Council with a list of names of purchasers of city lots who have not compleated their payments, specifying the principal sums, the sums paid, and the deficiencies.


The letter from his Excellency Thomas Mifflin, Esquire, Presi- dent of Congress, of the six instant, inclosing the resolution of Congress of the fifth, was transmitted to the General Assembly.

Mr. McClay, Mr. Carothers, and Mr. Woods, a committee from the General Assembly, attending in Council, a conference was had on the subject of withdrawing the garrison from Wyoming.

Frederick Augustus Muhlenberg, Esquire, was commissioned a Justice of the Peace, in & for the county of Philadelphia, upon a return made agreeably to law, for the district composed of the townships of Skippack, Perkioman, New Providence, and Lime- rick.


An order was drawn on the Treasurer in favor of Josiah Wood, for forty pounds specie, out of the monies arising from the one per cent. impost, he to be accountable, agreeably to resolution of the General Assembly of the eighteenth day of March, 1784, in part of his account for shovels.


Ordered, That the Secretary of the Land Office be directed to deliver to Samuel J. Atlee, William Maclay, and Francis Johnston, Esquires, Commissioners for holding a treaty with the Indians, or either of them, such Indian deeds and other papers of his office, as the said Commissioners may think necessary, the better to enable them to proceed in said business, and that he take a receipt for the same.


A letter from the merchants of Philadelphia, of this day, was received and read.


The following orders were drawn on the Treasurer, vizt :


In favor of Thomas Bradford, for eighty-one pounds fourteen shillings specie, in full of his account for public printing.


In favor of James Mercer, for thirty-three pounds eighteen shil- lings and five pence, and forty-eight pounds eight shillings and eight pence, State money, in full of two certificates for horses fur- nished for public use, to be paid according to resolution of the eighth day of April, 1782.


Alexander McClean, John Gaddis, and James Findley, Esqr's, were commissioned Justices of the Peace for the county of Fayette, upon a return made agreeably to law, for the town of Union, and a dedimus potestatem was issued to Alexander McClean and Ephraim Douglass, Esquires, of the said county.

The Comptroller General's report upon the account of John Ha- zlewood, Esquire, Commissioner of Purchases in the city of Phila- delphia, was read, approved, and an order directed to issue in favor of the said John Hazlewood, for the sum of eight hundred and twenty-three pounds fifteen shillings and three farthings, State money, upon his paying into the Treasury one hundred and thirty- two pounds specie, being the ballance found to be due to the State.

An order was drawn on the Treasurer in favor of James Gamble, late Lieutenant of the Artillery regiment, for one hundred pounds, in part of the pay due to him, for which he is to account, agreeably to resolution of Assembly of this day.

A deed was examined and signed by the President to John Bar- clay for a tract of land containing one hundred and fifty one acres and eighty perches, situate in Penn township, in the county of Northampton : Seized according to law, as the forfeited estate of Wm. Thomas, an attainted traitor, and sold for fifty-seven pounds. Deed dated the twenty-second instant.


A letter was written to the Delegates of Pennsylvania in Con- gress, on the subject of running the boundary line between this State and Virginia.


The account of Francis Spencer, amounting to seventeen pounds ten shillings, for thirty-five days writing-entering letters from Council, certificates from the Receiver General's office, transcribing letters and other papers, was presented and read ; and


Ordered, That the same be paid out of the fees received by the Secretary.

A PROCLAMATION.


By the President and the Supreme Executive Council of the Com- monwealth of Pennsylvania :


WHEREAS, By an inquest held before Samuel Dean, Esquire, one of the Justices of the Peace in and for the county of Phila- delphia, it appears that Richard Marple, yeoman, late of Moore- land township, in the said county, was, while in the prosecution of his lawful business, between the hours of two in the afternoon of the fifteenth and two in the afternoon of the sixteenth of this present month, killed and murdered at his dwelling house, by some un- known person or persons :


And whereas, It is of the utmost importance to the lives of the good people of this State, and a due execution of the laws, that the perpetrators of a crime so horrid should be brought to condign and exemplary punishment ; we have, therefore, thought proper to issue this proclamation, hereby engaging that the public reward of fifty pounds in specie, shall be paid to any person or persons who shall apprehend and secure the perpetrator or perpetrators of the said murder, to be paid on conviction for the same : and we do hereby charge and require all Judges, Justices, Sheriffs, and Con- stables, to make diligent search and inquiry after, and to use their utmost endeavours to apprehend and secure the perpetrator or per- petrators of the said murder, their aiders, abettors, and comforters, and every of them, so that they may be dealt with according to law.


Given under the hand of his Excellency the President and the seal of the State, at Philadelphia, this twenty-fourth day of March, in the year of our Lord one thousand seven hundred and eighty-four.

Ordered, That the Treasurer publish, in two of the newspapers of this city, a list of the said persons, calling upon each of them to pay to them the sums respectively due by them, on or before the tenth day of April next; and that he inform them that after the said day the money already paid will be forfeited, and a new sale directed for such lots as shall not then be fully paid for, agreeably to the terms of sale under which the persons aforesaid became pur- chasers.


The Commissioners for running the boundary line between this State and that of Virginia attended, and the Council agreed that each of the Commissioners aforesaid be allowed the sum of forty- five shillings per day for every day they shall actually be employed in said business, and that they be furnished with the necessary pro- visions at the places of operation.


A petition from Henry Schitz was read and dismissed.
