RECORD OF TOWN MEETINGS ANNUAL TOWN MEETING HELD MARCH 9, 1931
CALLED AT 7.30 P. M.
Article 1. To act upon reports of Town Officers as published in the Annual Town Report. On motion by Archie L. Hayward, it was voted that the reports of the Town Officers be accepted as printed.
Art. 2. To choose all officers not required to be chosen by ballot.
On motion by George W. Peavey, it was voted to appoint James D. McNamara, Daniel J. McCarthy and Joseph F. Smith as field drivers, Joseph F. Smith as pound keeper, George M. Roundy, William E. Roundy and Albert G. Tedford as wood measurers.
Art. 3. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money on and after January 1, 1932, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1932.
On motion by Carl H. Russell, it was voted that this Town author- ize the Treasurer, with the approval of the Selectmen, to borrow money on and after January 1, 1932, and to issue a note or notes therefor, pay- able within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1932.
Art. 4. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of the General Government of the Town, viz .: Town Officers' salaries and expenses, care of municipal buildings, elections, and registrations, or what action it will take thereon.
On motion by A. L. Hayward, it was voted to raise and appropriate the sum of $8,500.00, to cover the expense of General Government of the Town, viz: Town Officers' salaries and expenses, care of Municipal Buildings, Elections and Registrations.
Art. 5. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of the Police Department, or what action it will take thereon.
On motion by G. W. Peavey, it was voted that the Town raise and appropriate the sum of $5,214.00 for the maintenance of the Police De- partment for the ensuing year.
Art. 6. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of the Fire Department, or what action it will take thereon.
On motion by Nelson B. Todd, it was voted that the Town raise and appropriate the sum of $4,500.00 to cover the expense of the Fire Department for the ensuing year.

Art. 7. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of Hydrant Rental in the Lynn- field Water District for the year 1931, or what action it will take thereon.
On motion by A. L. Hayward, it was voted that the Town raise and appropriate the sum of $1,200.00 to cover the expense of Hydrant Ren- tal, in the Lynnfield Water District for the year 1931.
Art. 8. To see if the Town will vote to raise and appropriate a sum of money to cover other Protection of Persons and Property, including Sealer of Weights and Measures, and Inspector of Buildings, or what action it will take thereon.
On motion by G. W. Peavey, it was voted that the Town raise and appropriate the sum of $325.00 to cover Other Protection of Persons and Property, divided as follows, $125.00 for Sealer of Weights and Measures and $200.00 for the Inspector of Buildings.
Art. 9. To see if the Town will vote to raise and appropriate a sum of money for the suppression of the Satin Moth, or what action it will take thereon.
On motion by N. B. Todd, it was voted that the Town raise and ap- propriate the sum of $25.00 for the suppression of Satin Moths, the en- suing year.
Art. 10. To see if the Town will vote to raise and appropriate a sum of money to cover State Moth Assessment, or what action it will take thereon.
On motion by C. H. Russell, it was voted that the Town raise and appropriate the sum of $1,354.57 to cover State Moth Assessment.
Art. 11. To see if the Town will vote to raise and appropriate a sum of money for Private Moth Work, or what action it will take there- on.
On motion by John Ward, it was voted that the Town raise and appropriate the sum of $400.00 for Private Moth Work.
Art. 12. To see if the Town will vote to raise and appropriate a sum of money to be used by the Tree Warden in trimming and caring for trees along the Highways, or what action it will take thereon.
On motion by George M. Roundy, it was voted that the Town raise and appropriate the sum of $700.00 to be used by the Tree Warden, in trimming and caring for trees along the Highways.
Art. 13. To see if the Town will vote to raise and appropriate a sum of money to be used for Health and Sanitation, including Board of Health, Inspection of Animals and Inspector of Milk, or what action it will take thereon.

On motion by John Ward, it was voted that the Town raise and appropriate the sum of $175.00, to be used by the Board of Health, In- spector of Animals and Inspector of Milk.
Art. 14. To see if the Town will vote to raise and appropriate a sum of money for the General Expense of the Highway Department, or what action it will take thereon.
Motion by M. H. Carter, that the Town vote to raise and appropri- ate the sum of $12,000.00 for the General Expense of the Highway De- partment, was amended by F. W. Freeman, that $2,000.00 of the amount be used for equipment to be expended under the direction of the Select- men, and the motion as amended was carried.
Art. 15. To see if the Town will vote to raise and appropriate a sum of money to carry on the program of Sidewalk Construction, or what action it will take thereon.
On motion by G. H. Bancroft, it was voted that the Town raise and appropriate the sum of $2,000.00 for sidewalk construction. $1,000.00 of this amount to be expended in the Center, and $1,000.00 in South Lynn- field.
Art. 16. To see if the Town will vote to raise and appropriate a sum of money, and to determine by whom it shall be used, to cut brushes along the Highways, or what action it will take thereon.
Motion by A. L. Hayward, that the Town vote to raise and appro- priate the sum of $500.00, to cut the bushes along the Highways, to be used by the Tree Warden, was amended by Mr. Peavey, that the work be done under the direction of the Superintendent of Streets and an amendment to the amendment was offered by N. B. Todd, that the amount raised and appropriated be $250.00 and the money be expended under the direction of the Superintendent of Streets, and the motion as amended by Mr. Todd was carried.
Art. 17. To see if the Town will vote to raise and appropriate a sum of money to be used with money contributed by the State and County, in continuing the Reconstruction of Main Street, as recom- mended by the Public Works Dept., or what action it will take thereon.
Motion was made by G. W. Peavey, that the Town raise and appro- priate $12,000.00 to be used with money contributed by the State and County, in continuing the Reconstruction of Main Street as recom- mended by the Public Works Department. Said sum to be raised in the following manner: $2,275.85 to be taken from the Main Street Con- struction Fund, $1,724.15 to be raised in the tax levy of 1931, and the balance by four notes for $2,000.00 each, maturing one each year after 1931, and the motion received a unanimous vote.

Art. 18. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of Street Lighting, or what action it will take thereon.
Voted: On motion by A. L. Hayward, that the Town raise and ap- propriate the sum of $3,650.00 to cover the expense of Street Lighting the ensuing year.
Art. 19. To see if the Town will vote to raise and appropriate a sum of money to care for the expense of the Welfare Department, in- cluding Old Age Assistance, or what action it will take thereon.
Voted: On motion by G. M. Roundy, that the Town raise and ap- propriate the sum of $1,800.00 to care for the expense of the Welfare Department, including Old Age Assistance.
Art. 20. To see if the Town will vote to raise and appropriate a sum of money for the general expense of the School Department, or what action it will take thereon.
Voted: On motion by L. B. Tuck, that the Town raise and appro- priate the sum of $41,305.00 for the general expense of the School De- partment, for the ensuing year.
Art. 21. To see if the Town will vote to raise and appropriate a sum of money for the general expense of the Public Libraries of the Town, or what action it will take thereon.
Voted: On motion by W .. I. Olmsted, that the Town raise and ap- propriate the sum of $700.00 for the general expense of the Public Libra- ries of the town for the ensuing year.
Art. 22. To see what disposal the Town will make of the money refunded by the County from the Dog Tax for the year 1930.
Voted: On motion by H. E. Maynard, that the Town vote to appro- priate the sum of money refunded by the County from the Dog Tax for the year 1930, to the use of the Public Libraries of the town.
Art. 23. To see if the Town will vote to raise and appropriate a sum of money for the general expense of the Town Parks, or what action it will take thereon.
Motion by H. B. Nesbitt, that the Town vote to raise and appropri- ate the sum of $1,000.00 for the general expense of the Town Parks, was amended by C. H. Russell, that the amount raised and appropriated for said purpose be $500.00 and the amendment was defeated. The origi- nal motion was acted upon and carried.
Art. 24. To see if the Town will vote to raise and appropriate a sum of money for the observance of Memorial Day, and determine by whom it shall be expended, or what action it will take thereon.

Motion by C. H. Russell, that the Town vote to raise and appropri- ate the sum of $200.00 for the observance of Memorial Day, to be ex- pended under the direction of a committee to be appointed by Post 131, American Legion, was carried.
Art. 25. To see if the Town will vote to raise and appropriate a sum of money to cover the Town's share of the expenses incurred during the year 1930 in maintaining the Essex County Sanitarium, under the provisions of Chapter 111 of the General Laws, or what action it will take thereon.
Voted: On motion by John Ward, that the Town raise and appro- priate the sum of $795.69 to cover the town's share of the expense, in- curred during the year 1930, in maintaining the Essex County Sanita- rium, under the provisions of Chapter 111 of the General Laws.
Art. 26. To see if the Town will vote to raise and appropriate a sum of money to cover the Town's share of the expense of additional con- struction of Essex County Sanitarium, or what action it will take thereon.
Voted: On motion by A. L. Hayward, that the Town raise and ap- · propriate the sum of $476.73 to cover the town's share of the expense of additional construction of Essex County Sanitarium.
Art. 27. To see if the Town will vote to raise and appropriate a sum of money to be used by the Board of Assessors to continue the Town Survey, or what action it will take thereon.
Voted: On motion by G. H. Bancroft, that the Town raise and appropriate $500.00 to be used by the Board of Assessors, to continue the Town Survey.
Art. 28. To see if the Town will vote to raise and appropriate a sum of money for the use of the Planning Board, or what action it will take thereon.
Voted: On motion by Nelson B. Todd, that the Town raise and ap- propriate the sum of $50.00 for the use of the Planning Board.
Art. 29. To see if the Town will vote to raise and appropriate a sum of money to be known as the Reserve Fund, or what action it will take thereon.
Voted: On motion by C. H. Russell, that the Town appropriate the sum of $1500.00 from the Overlay Reserve Fund to be known as the Reserve Fund.
Art. 30. To see if the Town will vote to raise and appropriate a sum of money to be used by the Cemetery Committee for the care of the Town Cemeteries, or what action it will take thereon.
Voted: On motion by Seth H. Russell, that the Town raise and appropriate the sum of $800.00 to be used by the Cemetery Committee for the care of the Town Cemeteries.

TOWN OF LYNNFIELD
Art. 31. To see if the Town will vote to raise and appropriate a sum of money to cover payments of Interest on Debts and Loans be- coming due the current year, or what action it will take thereon.
Voted: On motion by Carl H. Russell, that the Town raise and appropriate the sum of $2,700.00, to cover payment of Interest on Debts and Loans, becoming due the current year.
Art. 32. To see if the Town will vote to raise and appropriate a sum of money to cover Payment of Notes maturing the current year, or what action it will take thereon.
Voted: On motion by George H. Bancroft, that the Town raise and appropriate the sum of $7,000.00, to cover the payment of notes maturing the current year.
Art. 33. To see if the Town will vote to raise and appropriate a sum of money to have an additional light installed on Main Street, at the corner of Pine Hill Road, or what action it will take thereon.
Voted: On motion by Vincent Nutile, that the Town raise and appropriate the sum of $13.50, to install an additional light on Main Street, at the corner of Pine Hill Road.
Art. 34. To see if the Town will vote to raise and appropriate a sum of money to install an electric light on pole No. TR-13 1-J, at the junction of Main and South Common Streets, or what action it will take thereon.
Voted: On motion by George W. Peavey, that the Town raise and appropriate the sum of $13.50, to install an electric light on pole No. TR-13 1-J at the junction of Main and South Common Streets.
Art. 35. To see if the Town will accept as a Public way Prospect Avenue, as laid out by the Board of Selectmen and shown on "Plan of Lakefield Park, Lynnfield Centre, Mass.," James A. Bancroft, Surveyor dated January 23, 1890, and recorded with Essex South District Deeds, Plan Book 6, Plan 27.
Motion by C. M. Pratt, that the Town vote to accept Prospect Ave- . nue as a Public Way, was amended, that the Town vote to lay the Article on the table, as the street had not been laid out legally by the Board of Selectmen, and it was so voted.
Art. 36. To see if the Town will vote to raise and appropriate a sum of money to repair the Town Scales located in Lynnfield Center, or what action it will take thereon.
Motion by John Ward, that the Town vote to raise and appropriate the sum of $200.00 to repair the Town Scales in Lynnfield Centre, was amended by Nelson B. Todd, that action on the Article be indefinitely postponed and the amendment was carried.

Art. 37. To see if the Town will vote to re-zone as a business dis- trict a parcel of land now in a residential district, beginning at the boundary line of land of John Hewes and Minot Carter on the northerly side of Main Street and extending generally westerly along Main Street, two hundred feet in depth, to Beaver Avenue .- By Minot H. Carter, and others.
Voted: On motion by Dexter F. Parker, that action on the Article be indefinitely postponed.
