To either of the Constables of the Town of Lynnfield, Greeting:
In the name of the Commonwealth you are hereby directed to notify and warn the inhabitants of said Town who are qualified to vote in Elections to meet in Precinct 1 at the Town Hall and in Precinct 2 at Chemical Hall
Tuesday, the Fifth Day of November, 1940
at 6.30 o'clock A. M., for the following purposes:
To bring in their votes to the Election Officers for the Election of Candidates for the following offices:
Presidential Electors; Governor, for this Commonwealth; Lieuten- ant-Governor, for this Commonwealth; Secretary of the Common- wealth, for this Commonwealth; Treasurer, for this Commonwealth; Auditor of the Commonwealth, for this Commonwealth; Attorney General, for this Commonwealth; Senator in Congress, for this Com- monwealth; Representative in Congress, for Seventh Congressional Dis- trict; Councillor, for Fifth Councillor District; Senator, for Third Essex Senatorial District; Two Representatives in General Court, for Tenth Essex Representative District; Clerk of Courts, for Essex County; Register of Deeds, Essex Southern District; Two County Commissioners, for Essex County.

TOWN OF LYNNFIELD
To vote on the following questions:
To obtain a full expression of opinion, voters should vote on all three of the following questions :---
(a). If a voter desires to permit the sale in this city (or town) of any and all alcoholic beverages to be drunk on and off the premises where sold, he will vote "Yes" on all three questions.
(b). If he desires to permit the sale herein of wines and malt beverages only to be drunk on and off the premises where sold, he will vote "No" on question one, "Yes" on question two, and "No" on ques- tion three.
(c). If he desires to permit the sale herein of all alcoholic beverages but only in packages, so called, not to be drunk on the premises where sold, he will vote "No" on questions one and two, and "Yes" on question three.
(d). If he desires to permit the sale herein of wines and malt bev- erages to be drunk on and off the premises where sold and in addition other alcoholic beverages but only in packages, so called, not to be drunk on the premises where sold, he will vote "No" on question one and "Yes" on questions two and three.
(e). If he desires to prohibit the sale herein of any and all alcoholic beverages whether to be drunk on or off the premises where sold, he will vote "No" on all three questions.
1. Shall licenses be granted in this town for the sale therein of all alcoholic beverages (whiskey, rum, gin, malt beverages, wines and all other alcoholic beverages) ?
2. Shall licenses be granted in this town for the sale therein of wines and malt beverages (wines and beer, ale and all other malt bev- erages) ?
3. Shall licenses be granted in this town for the sale therein of all alcoholic beverages in packages, so called, not to be drunk on the prem- ises) ?
"Shall the Senator from this district be instructed to vote for the es- tablishment of a lottery to be conducted by the Commonwealth, which shall be known as the Old Age Assistance Sweepstakes, the net proceeds of which shall provide additional revenue for the Old Age Assistance Fund?"
"Shall the Senator from this district be instructed to vote for legis- lation providing for ten dollars weekly payments to each recipient of Old Age Assistance?"
The polls will be open from 6.30 A. M. to 8 P. M.
And you are directed to serve this Warrant by posting attested copies thereof seven days at least before the time of said meeting as directed by vote of the town.

TOWN OF LYNNFIELD
REPORT OF SELECTMEN
To the Citizens of the Town of Lynnfield:
Your Board of Selectmen submit the following report for the year 1940:
At the meeting of the Board held March 4, the new Board consisting of Everett S. Webster, George W. Peavey, and Clarence A. Studley, elected Everett S. Webster, chairman. Town Counsel George Trayers, administered the oath of office to all three Selectmen. Mrs. Wilkins resigned as Town Clerk and Harry Higgins was appointed to serve until he could qualify, he being elected at Town election.
In March, Chief of Police Albert G. Tedford died and Everett S. Webster was appointed Chief of Police in April.
The Board again this year protested the erection of bill boards in the Town.
The regular police force was increased from two men to three. Edgar Brown being appointed a regular patrolman.
Under the supervision of the Committee for preserving the Old Meeting House this building received very urgent repairs and was painted.
The back room on the first floor of the Town Hall was made into Police Headquarters.
The Lynnfield Center Water Commission was granted permission to open up the highways for the laying of water mains.
Applications were received for permission to keep racing greyhounds but these were rejected.
In October the Board perambulated the Town lines with officials of all adjoining cities and towns and found all markers in their places.
Mr. Charles Pearson resigned his position of Building Inspector in December and William W. Moxham was appointed to fill the un- expired term.
