COMMONWEALTH OF MASSACHUSETTS


ESSEX, SS.


To either of the Constables of the Town of Lynnfield, in said County of Essex,


GREETINGS:


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Lynnfield, qualified to vote in elections and.in town affairs, to meet in their respective polling places, on Monday, March 1, 1937, at 5.45 A. M., then and there to bring in their votes on one ballot for the choice of all necessary town officers for the ensuing year chosen in this manner, viz: Three Selectmen for 1 year, Town Clerk for 1 year, Town Treasurer for 1 year, Tax Collector for 1 year, one Assessor for 3 years, one for School Committee for 3 years, one Trustee of Public Libraries for 3 years, one Cemetery Commissioner for 3 years, one Park Commissioner for 3 years, two Constables for 1 year, one Tree Warden for 1 year, five Planning Board Members for 1 year, Moderator for 1 year.


The polls in each precinct will be open at 5.45 A. M., and will be closed at 4 P. M., on said March first.


The Polling place for voters living in Precinct 1 will be in the Town Hall; for voters living in Precinct 2, will be in Chemical Hall No. 2, corner of Broadway and Salem Street, all in said Lynnfield.


And you are further required to notify and warn the inhabitants of the Town of Lynnfield, qualified to vote in elections and in town affairs, to meet in the Town Hall on Monday, the eighth day of March A.D., 1937, at 7.30 P. M., to consider and act upon the following articles:


Article 1. To choose all town officers not required to be chosen by ballot, viz: Three Field Drivers, one Pound Keeper and three Wood Measurers.


Art. 2. To act upon reports of town officers and special commit- tees as published.


Art. 3. To see if the Town will vote to authorize the Town Treas- urer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1938, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period. of less than one year in accordance with Section 17, Chapter 44, General Laws.


Art. 4. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of General Government of the Town, viz: Town Officers' salaries and expenses, care of Municipal Buildings, and Elections and Registrations.

Art. 31. To see if the Town will vote to authorize the Selectmen to purchase, for cemetery purposes, a tract of land approximately 4 acres in area, belonging to Frank H. Thorndike and situated on the south- westerly side of Essex Street, being the land upon which the Town now holds an option of purchase to be exercised on or before April 1, 1937, and raise and appropriate the sum of $1,600 necessary to complete the purchase in the exercise of the option.

Art. 32. To see if the Town will vote to authorize the School Committee to secure the services of an architect to draw plans and specifications, and to secure estimates on the construction of a two-room addition to the Centre School, to be presented for approval by the Town at a special town meeting, to be held not later than April 15, 1937, and to raise and appropriate the sum of $100 to cover the expense of same.

To see if the Town will vote to accept as a public way, Perry Avenue, as laid out by the Board of Selectmen and shown on Plan of Lots situated on Perry Avenue, Lynnfield, Mass., Davis and Abbott, C. E., dated August, 1933, and recorded with Essex South District Deeds, filed with the Town Clerk.


Art. 34. To see if the Town will vote to accept as a public way a section of Underhill Road, running southerly from Forest Hill Avenue, for a distance of approximately 550 feet, from Forest Hill Avenue, as laid out by the Board of Selectmen, and shown on Plan filed with the Town Clerk, Edw. S. Averill, C. E., dated June 1, 1936.


Art. 35. To see if the Town will vote to accept as a public way, Lakeview Drive, running in a semi-circle from the northerly side of Newburyport Turnpike back to said Turnpike, as laid out by the Board of Selectmen, and shown on Plan filed with the Town Clerk, Philip J. Leary, C. E., dated April, 1936.


Art. 36. To see if the Town will vote to raise and appropriate the sum of $400 to purchase and plant new shade trees along the highway.

RECORD OF TOWN MEETINGS


SPECIAL TOWN MEETING, HELD JANUARY 29, 1937 CALLED AT 7.15 O'CLOCK, P. M.


The meeting was opened by the Moderator at 7.20 P.M., who read the Warrant and Constable's Return.


Article 1. To see if the Town will vote to re-zone and establish as a business district the following described parcel of land, now within a residential district, on the westerly side of Newburyport Turnpike, viz .: Beginning at a point on the westerly line of the Newburyport Turnpike

at the southeasterly corner of the lot herein described and at land now or formerly of Heylman and thence running northwesterly bounded southwesterly by said land of Heylman as the wall now stands about 480 feet; thence running southwesterly bounded southeasterly by said land of Heylman as the wall stands about 821.5 feet to land of City of Lynn; thence running northwesterly, bounded southwesterly by land of the City of Lynn 379.5 feet, to land of owners unknown; thence running easterly bounded northerly by land of owners unknown, 660 feet; thence running northwesterly bounded southwesterly by land of owners un- known, 660 feet more or less to land now or late of Martin J. Cain .; thence running northeasterly and easterly on several courses, as the wall stands, bounded northerly by land of said Cain about 412.5 feet; thence running southeasterly and easterly by the Northeasterly and northerly line of a way and by a stone wall about 569.3 feet to the Newburyport Turnpike; thence running southwesterly, nearly southerly by the westerly line of said Turnpike about 1023 feet, to the point of beginning, or what action it will take thereon.


The Article was taken up for consideration and the report and recommendations of the Planning Board were submitted to the meeting unanimously recommending that the district be re-zoned as a business district.


Motion was made by G. W. Peavey and seconded by N. B. Todd, that the district described in Article 1 be re-zoned as a business district.


W. W. Moxham, M. H. Carter and C. H. Russell were appointed as tellers.


The vote was taken on the motion and 73 voted in the affirmative and none in the negative. The total vote was 73.
