RECORD OF TOWN MEETINGS ANNUAL TOWN MEETING HELD MARCH 14, 1932 CALLED AT 7.30 P.M.
Article 1. To see if the Town will vote to suspend the rule, in regard to not allowing debate on a motion to indefinitely postpone.
On motion by Henry F. Smith, it was voted to indefinitely postpone action on the article.
Art. 2. To choose all town officers not required to be chosen by ballot, viz: Three Field Drivers, one Pound Keeper, and three Wood Measurers.
On motion by Henry F. Smith, it was voted to appoint James D. McNamara, Daniel J. McCarthy and Joseph F. Smith as field drivers, Joseph F. Smith as pound keeper, George M. Roundy, William E. Roundy and Albert G. Tedford as wood measurers.
Art. 3. To act upon reports of town officers and special committees as published.
Voted: On motion by Nelson B. Todd, that the reports of town officers and special committees be accepted as published, for inform- ation.
Art. 4. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money on and after January 1, 1933, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote, to be paid from the revenue of the financial year beginning January 1, 1933.

Hayward's motion, that the Town vote to raise and ap- propriate the sum of $8250.00 to cover the expense of General Govern- ment of the Town, viz: Town Officers' salaries and expenses, care of Municipal Buildings, and Elections and Registrations, was amended by John H. Tedford, that the amount raised and appropriated be $7000.00. Amendment was lost and the original motion was carried.
The vote on the amendment being doubted, N. B. Todd, C. H. Rus- sell and W. W. Moxham were appointed Tellers, and 52 voted in the affirmative and 83 in the negative.

Art. 6. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of the Police Department, or what action it will take thereon.
On motion by A. L. Hayward, it was voted that the Town raise and appropriate the sum of $5150.00 to cover the expense of the Police Department, the amendment offered by J. H. Tedford that the sum of $2000.00 be raised and appropriated for said purpose, being lost, 39 voting in the affirmative and 89 in the negative.
Art. 7. To see if the Town will vote to raise and appropriate a. sum of money to cover the expense of the Fire Department, or what action it will take thereon.
It was voted unanimously, on motion by W. W. Moxham, that the Town raise and appropriate the sum of $4000.00 to cover the expense of the Fire Department for the ensuing year.
Art. 8. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of Hydrant Rental, in the Lynnfield. Water District for the year 1932, or what action it will take thereon.
On motion by John Ward, it was voted that the Town raise and appropriate the sum of $1200.00 to cover the expense of Hydrant Rental, in the Lynnfield Water District for the year 1932.
Art. 9. To see if the Town will vote to raise and appropriate a. sum of money to cover the expense of Other Protection of Persons and Property, including Sealer of Weights and Measures, and Inspector of Buildings, or what action it will take thereon.
Voted: On motion by A. L. Hayward, that the Town vote to raise and appropriate the sum of $310.00 to cover the expense of Other Pro- tection of Persons and Property, including Sealer of Weights and Meas- ures, and Inspector of Buildings; $110.00 for Sealer of Weights and Measures, and $200.00 for Inspector of Buildings.
Art. 10. To see if the Town will vote to raise and appropriate a sum of money to cover the State Moth Assessment, or what action it. will take thereon.
Voted: On motion by John Ward, that the Town raise and appro- priate the sum of $1,360.09 to cover the State Moth Assessment.
Art. 11. To see if the Town will vote to raise and appropriate a sum of money to be used by the Moth Superintendent, for the suppres- sion of the Elm Tree Beetle, or what action it will take thereon.
Voted: On motion by George M. Roundy, that the Town raise and appropriate the sum of $200.00, to be used by the Moth Superintendent .. for the suppression of the Elm Tree Beetle.

Art. 12. To see if the Town will vote to raise and appropriate a sum of money to be used by the Tree Warden to purchase and plant shade trees along the highways, or what action it will take thereon.
Voted: On motion by John Ward, to indefinitely postpone action on the article.
Art. 13. To see if the Town will vote to raise and appropriate a sum of money for Private Moth Work, or what action it will take thereon.
Voted: On motion by G. M. Roundy, that the Town raise and ap- propriate the sum of $350.00 for Private Moth Work.
Art. 14. To see if the Town will vote to raise and appropriate a sum of money to be used by the Tree Warden, for the trimming and caring for trees along the highways, or what action it will take thereon.
Voted: On motion by John Ward, that the Town raise and appro- priate the sum of $500.00, to be used by the Tree Warden, caring for and trimming the trees along the highways.
Art. 15. To see if the town will vote to raise and appropriate a sum of money to be used for Health and Sanitation, including Board of Health, Inspection of Animals and Inspection of Milk, or what action it will take thereon.
Voted: On motion by A. L. Hayward, that the Town raise and ap- propriate the sum of $150.00, to be used for Health and Sanitation, in- cluding Board of Health, Inspection of Animals and Inspection of Milk.
Art. 16. To see if the Town will vote to raise and appropriate a. sum of money for the General Expense of the Highway Department, or what action it will take thereon.
Motion by Minot H. Carter, that the Town vote to raise and appro- priate the sum of $10,000.00 for the General Expense of the Highway Department, was amended by John Ward, that $1000.00 be used for `equipment, and the motion as amended was carried.
Art. 17. To see if the Town will vote to raise and appropriate a. sum of money to carry on the program of Sidewalk Construction, or what action it will take thereon.
On motion by N. B. Todd, it was voted that the Town appropriate. the balance of the Main Street Construction Fund for sidewalk con- struction for the ensuing year, no money to be used for curbing.
Art. 18. To see if the Town will vote to raise and appropriate a sum of money to cut brush along the highways, and to determine by whom it shall be used, or what action it will take thereon.

Voted: On motion by H. F. Smith, that the Town raise and appro- priate the sum of $250.00, to be expended by the Highway Department, cutting bushes along the highways.
Art. 19. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of Street Lighting, or what action it will take thereon.
Voted: On motion by W. W. Moxham, that the Town raise and ap- propriate the sum of $3,650.00 to cover the expense of Street Lighting, for the ensuing year.
Art. 20. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of the Welfare Department, includ- ing Old Age Assistance, or what action it will take thereon.
Voted: On motion by A. L. Hayward, that the Town raise and ap- propriate the sum of $4,500.00, to cover the expense of the Welfare De- partment, including Old Age Assistance, for the ensuing year.
Art. 21. To see if the Town will vote to raise and appropriate a sum of money for the General Expense of the School Department, or what action it will take thereon.
Voted: On motion by Harold P. Peabody, that the Town raise and appropriate the sum of $42,350.00 for the General Expense of the School Department, for the ensuing year.
Art. 22. To see if the Town will vote to raise and appropriate a sum of money for the General Expense of the Public Libraries, of the Town, or what action it will take thereon.
Voted: On motion by Willard I. Olmsted, that the Town raise and appropriate the sum of $500.00, for the General Expense of the Public Libraries for the ensuing year.
Art. 23. To see what disposal the Town will make of the money refunded by the County from the Dog Licenses for the year 1931.
Voted: On motion by J. Ward, that the Town appropriate the money refunded by the County from the Dog Licenses, for the use of the Public Libraries, for the ensuing year.
Art. 24. To see if the Town will vote to raise and appropriate a sum of money for the General Expense of the Town Parks, or what action it will take thereon.
Voted: On motion by Edward M. Fletcher, and amended by Charles M. Pratt, that the Town raise and appropriate the sum of $600.00 for the General Expense of the Town Parks, no money to be used for granite curbing around any of the Parks.
Art. 25. To see if the Town will vote to raise and appropriate a sum of money for the Observance of Memorial Day, and determine by whom it shall be expended, or what action it will take thereon.

Voted: On motion by Carl H. Russell, that the Town raise and ap- propriate the sum of $200.00 for the observance of Memorial Day, to be expended under the direction of a committee to be appointed by Post 131, American Legion.
Motion by John Ward, that Articles 26 and 27 be taken up jointly, was carried.
Art. 26. To see if the Town will vote to raise and appropriate a sum of money to cover the Town's share of the expense incurred during the year 1931 in Maintaining the Essex County Sanitarium, under the provisions of Chapter 111 of the General Laws, or what action it will take thereon.
Art. 27. To see if the Town will vote to raise and appropriate a sum of money to cover the Town's share of expense of additional Con- struction of Essex County Sanitarium, or what action it will take thereon.
It was voted on motion by J. Ward, that the Town raise and ap- propriate the sum of $850.49 to cover the Town's share of the expense incurred during the year 1931 in maintaining the Essex County Sani- tarium, under the provisions of Chapter 111 of the General Laws, also to cover the Town's share of expense of additional Construction of Essex County Sanitarium. Maintenance, $835.13. Additional Construction, $15.36.
Art. 28. To see if the Town will vote to raise and appropriate a sum of money to be known as the Reserve Fund, or what action it will take thereon.
Voted: On motion by C. H. Russell, that the Town appropriate the sum of $1,500.00 from the Overlay Reserve Fund, to be known as the Reserve Fund.
Art. 29. To see if the Town will vote to raise and appropriate a sum of money to be used by the Cemetery Committee for the care of the Town Cemeteries, or what action it will take thereon.
Voted: On motion by Seth H. Russell, that the Town raise and appropriate the sum of $600.00, to be used by the Cemetery Committee, for the care of the Town Cemeteries.
Art. 30. To see if the Town will vote to raise and appropriate a sum of money to cover Payments of Interest on Debts and Loans be- coming due the current year, or what action it will take thereon.
Voted: On motion by C. H. Russell and amended by F. W. Freeman, that the Town raise and appropriate the sum of $3,000.00 to cover Pay- ments of Interest on Debts and Loans, becoming due the current year.
Art. 31. To see if the Town will vote to raise and appropriate a sum of money to cover Payment of Notes maturing the current year, or what action it will take thereon.

Voted: On motion by C. H. Russell, that the Town raise and ap- propriate the sum of $9,000.00, to cover Payment of Notes maturing the current year.
Art. 32. To see if the Town will vote to raise and appropriate a sum of money to indemnify one Police Officer for expenses and dam- ages sustained on March 29, 1931, as authorized by Chapter 41 of the General Laws and acts as amended thereof, said amount to be used to reimburse the Compensation Fund for expenses paid during 1931, or what action it will take thereon.
On motion by A. L. Hayward, it was voted unanimously to raise and appropriate the sum of $887.21, to indemnify one Police Officer for expenses and damages sustained on March 29, 1931, as authorized by Chapter 41 of the General Laws and acts as amended thereof, said amount to be used to reimburse the Compensation Fund for expenses paid during 1931.
Art. 33. To see what the Town will vote to do with the unexpended money appropriated for Main Street Construction, under Article 17 of the Annual Town Meeting of March, 1931.
On motion by C. H. Russell, it was voted to indefinitely postpone action on Article 33, as the Main Street Construction Fund balance was appropriated under Article 17.
Art. 34. To see if the Town will vote to accept as an addition to Section Four (4) of the Building Regulations the following:
"All buildings hereafter erected, which are to be used in whole or in part for residential purposes, shall have floor timbers under all floors, not less than 2 in. x 8 in. and the timbers supporting ceilings but not floors, not less than 2 x 6 inches, and the roof rafters, where the pitch is less than one-fourth the width, not less than 2 x 8 inches, but in no case shall the roof rafters be less than 2 x 6 inches."
Art. 35. To see if the Town will vote to accept as an amendment to Section Ten (10) of the Building Regulations, Section 7d of the Zoning By-Law, so as to read as follows:
"A Board of Appeal shall be appointed by the Board of Selectmen, and shall consist of five (5) persons, three of whom shall be members of the Board of Selectmen, one a member of the Town Planning Board, and one shall be appointed from the citizens of the Town. This Board of Appeal shall be appointed annually at the first meeting of the Board of Selectmen following the Annual Town Meeting."
Art. 36. To see if the Town will vote to amend Section Twelve (12) of the Building Regulations, so as to read as follows:
"No wall structure, building or part thereof, shall hereafter be built, enlarged, altered or repaired, until a plan of the proposed work, together with a statement of the material to be used, shall have been submitted to the Building Inspector, who shall, if in accordance with the provisions herein contained, issue a permit for the proposed work.

"No fee shall be charged for the permit, when the value of the alterations or repairs will not total more than fifty (50) dollars, or to construct an outbuilding not more than 6 x 10 feet in size.
"A fee of one (1) dollar shall be charged for a permit for all construction, alteration or repair, when the total value of such work is more than fifty (50) dollars and not more than one (1) thousand dollars.
"A fee of two (2) dollars shall be charged for a permit to con- struct, alter or repair any building which is to be used in whole or in part as a dwelling, and for all construction, alterations and repairs, when the total value of such work will be more than one (1) thousand dollars."
Art. 37. To see if the Town will vote to accept as an addition to Section Seven (7) of the Building Regulations the following:
"No building of any size or for any purpose, shall hereafter be erected if the exterior side walls of such building are to be finished with tar paper, asphalt shingles, asphalt paper or any nondescript material or substance."
Art. 38. To see if the Town will vote to adopt as an addition to the Zoning By-Law the following:
"Any person or persons who sub-divide or cause to be sub-divided a parcel of land into two or more lots, shall be responsible for adequate markings to be clearly visible, made of material that will be permanent in nature, clearly marking and defining the boundaries of such lots. Such markings to be visible from one to another, around the entire boundary of each lot."
A motion by William W. Moxham, that a committee of five be ap- pointed by the Moderator, to consider the proposed changes in the Building Regulations, was amended by Daniel M. Killoran, that action on Articles 34, 35, 36, 37 and 38, be indefinitely postponed, and the amendment was carried.
Art. 39. To see if the Town will vote to raise and appropriate a sum of money for the observance of the Fourth of July, said amount to be divided equally between the two precincts of the Town, and to be spent under the direction of the Board of Selectmen or by a Committee appointed by them, or what action it will take thereon.
Voted: On motion by H. F. Smith, to indefinitely postpone action /

To see if the Town will vote to accept as a Public Way Ward Terrace as laid out by the Board of Selectmen and shown on a "Plan of Wardhurst Park, South Lynnfield," filed with the Town Clerk and Shay and Leary, Civil Engineers, and recorded with Essex South District Deeds, Plan Book 43, Plan 32A.

Public Way, Ward Terrace as laid out by the Board of Selectmen, and shown on a "Plan of Wardhurst Park, South Lynnfield," filed with the Town Clerk, and Shay and Leary, Civil Engineers, and recorded with Essex South District Deeds, Plan Book 43, Plan 32A.
Art. 41. To see if the Town will vote to instruct the Board of Selectmen, to have an Annual Audit of the Town Accounts, in accord with Chapter 44, Section 40, of the General Laws, expense of same to be taken from General Government appropriation, or what action it will take thereon.

To see if the Town will vote to raise and appropriate the sum of $7,550.00 for new fire apparatus, one forest fire truck and equip- ment, and one 500-gallon pump; $2,000.00 to be provided for in the 1932 tax levy, $2000.00 in the 1933 levy; $2,000.00 in the 1934 levy, and the balance in the 1935 levy, or what action it will take thereon.
Voted: On motion by H. F. Smith, that Article 44 be referred to the next Annual Town Meeting.

Art. 45. To see if the Town will vote to raise and appropriate the sum of three thousand five hundred and thirteen dollars ($3,513.00) for the purchase of a Barton Centrifugal Fire Pump, 300 gallons per min- ute; mounted on an International chassis, for the use of the Fire De- partment, same to be placed at the Lynnfield Centre Station, or what action it will take thereon.
Motion by R. O. Fraser, that the Town vote to refer Article 45 to the next Annual Town Meeting, was amended by F. W. Freeman, that action on the Article be indefinitely postponed, and the amendment was unanimously voted.
Art. 46. To see if the Town will vote to raise and appropriate the sum of four thousand five hundred dollars ($4,500.00), for the purchase of, or for the purpose of taking by right of eminent domain, about four and one-half acres of land, for public use, located on Railroad Avenue, in the Town of Lynnfield, Mass., adjoining land now or formerly owned by Archie Hurlburt on the west, on the east by land owned by Carl Carter and others, and on the north by land now owned by the Town of Lynnfield, known as Suntaug Park, and that the Board of Selectmen be instructed to carry out the intent of this article, or what action it will take thereon.
Finance Committee recommends reference to next Town Meeting, and suggests that the Selectmen themselves or by a committee, confer with representatives of the Davis Estate.
Motion by Mrs. Neal D. Herrick, that the Article as printed be adopted, was amended by Henry F. Smith, that action on the Article be indefinitely postponed, and the amendment was carried.
Art. 47. To see if the Town of Lynnfield will vote to re-zone the property of Benjamin B. Shute on the easterly side of Main Street, from a residential district to a business district .- Ernest W. Savage and others.
