Art. 42. To see if the Town will vote to raise and appropriate the sum of $175.00 to extend fire alarm system 1200 feet southwest on the Newburyport Turnpike, and install a box at the end .- By Harry F. Griffin, and others.
Motion by Harry F. Griffin, that the Town vote to raise and appro- priate the sum of $175.00, to extend the fire alarm system 1,200 feet southwest on the Newburyport Turnpike, and install a box at the end, was amended by Carl H. Russell, that the matter be left for the de- cision of the Chief of the Fire Department, and the money be taken from the regular Department appropriation, and the amendment was defeated.

Art. 43. To see if the Town will vote to instruct the moderator to appoint a committee to investigate the school housing of the Town; to consider the advisability of altering the present school buildings or erecting new ones in order to care for increase in the number of pupils, and the possible necessity of providing within the Town, accommoda- tions for high school pupils, and to report to the Town their recommen- dations not later than the next annual town meeting; such committee to consist of five persons, of whom one shall be a member of the Board of Selectmen, one shall be a member of the School Committee, one shall be a member of the Town Planning Board, and the other two shall be chosen from the other citizens of the Town .- By Planning Board.
Voted: On motion by N. B. SPECIAL TOWN MEETING, HELD AUGUST 31, 1931
The meeting was called to order at 8.03 p. m. by the Moderator and the Warrant and the Return of the Constable were read.
Article 1. To see if the Town will vote to use the unexpended por- tion of the money appropriated for the Main Street Work, for the Re- construction of South Common Street, said money to be used with equal amounts, allotted by the Public Works Department and County Com- missioners as recommended by the Public Works Department, or what it will do about it.
Motion was made by Archie L. Hayward, and seconded by William W. Moxham, that the Town vote to use the unexpended portion of the money appropriated for the Main Street Work, for the Reconstruction of South Common Street, said money to be used with equal amounts allotted by the Public Works Department and County Commissioners as recommended by the Public Works Department, and the motion was carried by a unanimous vote.
Art. 2. To see if the Town will vote to raise and appropriate the sum of $400.00, to be used by the Selectmen in settlement of claims for damages, for the taking of land at the property of Pamela D. Hasty and Ralph E. Cox, on Main Street, in connection with the widening and relocating of said street, or what it will do about it.
Motion was made by Archie L. Hayward and seconded by William W. Moxham, that the Town vote to raise and appropriate the sum of $400.00, to be used by the Selectmen in settlement of claims for damages, for the taking of land at the property of Pamela D. Luff, from a Residential to a Business Dis- trict, or what it will do about it; Louis K. Luff and others.
Motion was made by Henry A. Haskell, that action on Article 3 be indefinitely postponed and the motion was carried.
All articles on the Warrant having been acted upon, the meeting was dissolved at 8.45 p. m.

TRAFFIC REGULATION PERMIT
Rule and Order as to Stop Signs ·
Every driver of a vehicle, street car or other conveyance, approach- ing an intersecting way at which there exists, facing him, an official sign, authorized by this board, said sign having apart from this regula- tion, the written approval of the Department of Public Works of the Commonwealth of Massachusetts, and bearing the word (Stop) shall before entering and proceeding through the intersection, bring such vehicle, street car or other conveyance to a complete stop at such line as may be clearly marked, or, if there is no line so marked, at a place between the said sign and the line of the street intersection. In the case of a line of two or more vehicles approaching such (stop) sign, the drivers of the second and third vehicles in any group shall not be re- quired to stop more than once at said designated line or place or in the immediate vicinity. This rule shall not apply when otherwise directed by a police officer or by any other lawful traffic regulating sign, signal or device.
In accordance with the foregoing, the Board of Selectmen hereby authorize the erection and maintenance of an official stop sign or signs so as to face north bound drivers on Summer Street at Main Street, Lynnfield, Massachusetts.
Any person found guilty of violating any of the provisions of this rule shall be guilty of a misdemeanor and may be punished by a fine not exceeding twenty dollars for each offense.

Ralph E. Cox and others, inhabitants of the town of Lynnfield in said County, by their petition to said Commissioners, represent that that portion of the way known as Main Street in said town which lies between the Wakefield town line and a point about one-half (1/2) mile north of Lynnfield Center at the end of the alteration as made by the County Commissioners in 1929, is unsuited to the present requirements of traffic, and in parts narrow and the lines thereof uncertain, so that common convenience and necessity require that the said way within the limits above named be altered or relocated and that specific repairs be made thereon, and pray that after due notice and a hearing, the Commission- ers may alter or relocate the said way, and discontinue any portions thereof which by reason of their action may no longer be required, and that they may order specific repairs to be made on the said way, all as in their judgment may be necessary.
This petition was entered at the April term, A. D. 1930, when notice was ordered given to all persons and corporations interested therein of the time and place when and where the Commissioners would meet for the purpose of viewing the premises and making such order in relation to the prayer of said petition as by law they may be authorized to do, as by their order of notice on file and of record will more fully appear.
And subsequently by various adjudications and decrees the Com- missioners have adjudged that specific repairs be made for the full length of the highway as prayed for in said petition, and have altered the lines on portions of the highway, and have ordered a bituminous macadam

roadway to be built in all portions of said road except that portion in the immediate vicinity of the bridge over the Saugus River, and the petition in so far as it relates to that portion of the highway, including the bridge over the Saugus River, has been left open for further action, all of which more fully appears of record. And now the said Commis- sioners make return of their further proceedings in the matter as fol- lows, viz .:
We did proceed and order specific repairs to be made on that por- tion of the road at and near the boundary line between the town of Lynnfield in Essex County and the town of Wakefield in Middlesex County in manner following, viz .:
The inhabitants of Lynnfield, in which town said way is laid, shall on or before the first day of January, A. D. 1932, rebuild that portion of the bridge over the Saugus River which lies within said town of Lynnfield, said bridge to have a clear span of twelve (12) feet and clearance over stream bed of four (4) feet, to consist of a reinforced concrete slab on concrete or rubble abutments, with suitable wing walls, the slab to be of sufficient width to carry a roadway thirty (30) feet in width and one sidewalk five (5) feet in width and provided with suitable wheel guards and balustrades on both sides of the bridge, the design of the bridge to be in accordance with the requirements of the Department of Public Works of Massachusetts, and they shall extend the bituminous macadam roadway on said Main Street from the end of the portion already com- pleted to and over said bridge, a total distance of about forty-six (46) feet to the boundary line between said town of Lynnfield and the town of Wakefield, provided that said inhabitants may be able to make and may make suitable arrangements whereby the portions of said bridge within the town of Wakefield will be rebuilt at the same time by the proper parties, all of said work within the County of Essex to be done to the reasonable directions and requirements and to the accep- tance of the said County Commissioners of Essex County.
And we have determined and awarded the damages sustained by persons in their property by reason of said specific repairs as follows, viz .: Nothing.
And the Commissioners acting under authority of Section 16 of Chapter 82 of the General Laws will reimburse the town of Lynnfield in a part of the cost of the work herein authorized to be done in that town.
In Testimony Whereof, we have hereunto set our hands this 25th day of September in the year of our Lord one thousand nine hundred and thirty-one.

And at the present term the County Commissioners did adjudge that common convenience and necessity require that specific repairs be made on said South Common Street, as prayed for in said petition, and thence the said petition has been continued to this time. And now the said

Commissioners make return of their proceedings in the matter as fol- lows:
At the time of the view upon the petition for altering, etc., said highway, no person interested having objected, we, the County Com- missioners for said County did proceed to order specific repairs to be made on said South Common Street, from Main Street to Summer Street, as prayed for in said petition, as follows, viz .:
The inhabitants of Lynnfield, in which town said way is laid, shall on or before the first day of January, A. D. 1932, build for the full length of said South Common Street, a bituminous macadam roadway at least twenty-four (24) feet in width and at least six (6) inches in thickness, said road to be properly crowned and graded and provided with proper shoulders, and they shall make all necessary provisions for sub-soil and surface water and erect guard rails wherever necessary, and complete the said road so that the same may at all times be safe and convenient for travel, all to the reasonable directions and require- ments and to the acceptance of the said County Commissioners.
