SPECIAL TOWN MEETING HELD OCTOBER 4, 1933.


The meeting was called to order by the Moderator at 8.03 P. M.


The Warrant and return of the Constable were read and the meet- ing proceeded to act upon the Articles.


On motion by C. H. Russell it was voted to take up Article 4.


Article 4. To see if the Town will vote to rescind the action taken under Article 24 of the Annual Town Meeting held on March 13, 1933, and vote to transfer from the Overlay Reserve the sum of $3,000.00, for the Reserve Fund.


Voted: On motion by C. H. Russell, that the Town rescind the action taken under Article 24 of the Annual Meeting held March 13, 1933, and vote to transfer from the Overlay Reserve the sum of $3,000.00, for the Reserve Fund.


Article 1. To see if the Town will approve the building of a com- bined Senior and Junior High School, with or without Federal Aid.


Motion was made by P. J. Walsh, that we do erect a Junior and Senior High School with the assistance of Federal Aid, which was amended by W. W. Moxham that the check list be used in receiving the vote. The amendment was voted upon and carried and the Clerk made arrangements for the casting of the vote.


The Moderator appointed Edward A. Russell and Wesley W. Mun- roe, members of the Board of Registrars as checkers, and William Rus- sell, Albert P. Mansfield and Harold W. Treamer as tellers.


The tabulation of the vote showed that 195 votes were cast, 93 being in the affirmative, 101 in the negative, 1 blank, and the motion was lost.


Article 2. To see if the Town will vote to instruct the Selectmen to ask for tenders for land for a proposed Senior and Junior High School.


Voted: On motion by N. B. Todd, that the Town instruct the Se- lectmen to ask for tenders for land, for a proposed Senior and Junior High School.


Article 3. To see if the Town will appropriate a sum of money for expense of plans or surveys in connection with preparing plans and specifications, for building of High School.

Voted: . On motion by P. J. Walsh, that the Town appropriate the sum of $500.00 to be expended under the direction of the School-Housing Committee, for the expense of plans or surveys in connection with preparing plans and specifications, for building of High School.

SPECIAL TOWN MEETING HELD DECEMBER 19, 1933.


The meeting was called to order at 8.10 P. M.


The Warrant for the meeting and the Constable's Return were read by the Moderator.


On motion by N. B. Todd it was voted to take up Article 5.


Article 5. To see if the Town will vote to raise and appropriate a sum of money to be used in co-operation with Civil Works Projects.


Motion was made by H. P. Peabody, was seconded by W. W. Mox- ham; that the sum of $1,000 be raised and appropriated, said sum to be used in co-operation with the Civil Works Projects, and the motion was amended by Mr. Moxham, that the sum be appropriated from the Overlay Reserve, and that $150.00 be set aside and paid to G. W. Peavey for his services in connection with the Civil Works Projects, said amount to cover the entire period of service, and the motion as amended was carried.


On motion by N. B. Todd it was voted to take up Article 4 for action.


Article 4. To see if the Town will vote to ratify the action of the Board of Selectmen, in purchasing the land adjoining the town hall be- longing to the John H. Hewes Estate, as authorized by vote of the town, acting under Article 36 at the Annual Meeting held March 13, 1933, and raise and appropriate $1,000 to pay the balance due on same; and authorize the Treasurer to issue a note for said purpose, payable within one yer, without interest.


Voted: On motion by N. B. Todd, that the Town ratify the action of the Board of Selectmen, in purchasing from the Estate of John H. Hewes for Town Hall purposes, a parcel of land adjoining the Town Hall on the South and West, and paying the sum of $1,000, being one-half the purchase price, said sum having been included in the appropria- tion and levy of 1933, and that the Treasurer is authorized to issue a note of the Town for $1,000, without interest, the balance of the pur- chase price, said note to be payable October 1, 1934. The vote regis- tered was unanimous.


Voted: On motion of D. M. Killoran that Article 2 be taken up for action.

TOWN OF LYNNFIELD


Article 2. To see if the Town will vote to raise and appropriate a sum of money for the construction and original equipment and fur- nishing of a junior-senior high school and to authorize the Board of Selectmen to petition the Federal Government for a grant of money under the National Industrial Recovery Act and accept such grant, and to provide, by borrowing or otherwise, any sum of money that is re- quired to be raised by the Town for completing said project, or take any action relative thereto.


The Schoolhousing Committee recommends.


The Finance Committee recommends sum of $125,000.


Motion was made by H. P. Peabody, that there be raised and appro- priated, the sum of $125,000, for the purpose of constructing, originally equipping and furnishing a junior-senior high school. All money re- ceived from the Federal Government under the National Industrial Recovery Act on account of such project shall be applied to meet the appropriation herein made, and to meet the balance of said appropria- tion the Treasurer, with the approval of the Selectmen, shall be author- ized to borrow said sum and to issue bonds or notes of the town there- for, said bond or notes to be payable in accordance with the National Industrial Recovery Act, and insofar as not inconsistant with said Act. in accordance with Chapter 366 of the Acts of 1933 and Chapter 44 of the General Laws. The whole loan shall be paid in not more than 20 years or at such period as may be determined by the Emergency Finance Board referred to in said Chapter 366 of the Acts of 1933.


After a thorough discussion of the question, it was voted on the motion of D. M. Killoran, that the check list be used. C. H. Russell, J. D. McNamara and H. W. Treamer were appointed as tellers and C. A. Hall and W. W. Munroe as checkers.


The total vote cast was 387; 146 voting in the affirmative and 241 in the negative, and the motion was lost.


Article 1. To see if the Town will vote to authorize the Board of Selectmen to purchase for school purposes one of the tracts of land ten- dered to the Board of Selectmen and to appropriate a sum of money therefor. Tenders received by the selectmen:

PERAMBULATION OF BOUNDARY LINES BETWEEN READING AND LYNNFIELD


November 19, 1933


We, the Selectmen of Reading and Lynnfield, pursuant to the no- tice duly given, met on the nineteenth day of November, 1933, and pro- ceeded to perambulate the line between said Reading and Lynnfield as follows: viz, from a stone monument on the land now or formerly of Israel Parsons where the lines of Reading, Lynnfield and North Read- ing meet, the line runs southerly in a straight line through Tophet Swamp so-called, to a stone monument on the land now or formerly of Jonathan Bryant, thence westerly in a straight line to a stone monu- ment by the swamp land of Bay State Military Rifle Association; thence southwesterly in a straight line to a stone monument by the swamp on land of B. S. M. R. A .; thence southerly in a straight line to a stone monument by the swamp on land of B. S. M. R. A .; thence southeasterly in a straight line to a stone monument on land of B. S. M. R. I submit herewith my report of an audit of the books and accounts of the town of Lynnfield for the period from May 4, 1932 to March 17, 1933, made in accordance with the provisions of Chapter 44, General Laws.This is in the form of a report made to me by Mr. Edward H. Fenton, Chief Accountant of this Division.

As directed by you I have made an audit of the books and accounts of the town of Lynnfield for the period from May 4, 1932, the date of the previous audit to March 17, 1933, and submit the following report thereon:


The books and accounts of the collector and treasurer, as treas- urer, were examined and checked. The recorded receipts were com- pared with the records of the several departments collecting money for the town and with other sources from which money was paid into the town treasury, while the payments were proved by comparing all treas- ury checks issued during the period of the audit with the selectmen's warrants authorizing the treasurer to disburse town funds.


A corrected cash balance was established by adjusting the clerical errors and was then proved by a reconciliation with the bank state- ments furnished by the bank as of March 17, 1933.


The reconciliation of the treasurer's cash showed a net cash dis- crepancy of $710.98, which was paid over by the treasurer on April 3. 1933.

REPORT OF TOWN CLERK


In checking the treasury checks to the warrants, it was noted that the treasurer lent the sum of $10,000 from town funds to a contractor. Although this money appears to have been repaid to the town by the former town treasurer, it is needless to say that this transaction was very irregular.


The books and accounts of the collector and treasurer, as collector, were examined and checked in detail. The outstanding taxes at the time of the previous examination were audited, while all subsequent commitments of taxes were reconciled with the warrants committing the taxes for collection.


The recorded collections were checked in detail to the commitment books, the abatements granted by the assessors were listed and checked to the collector's books, the cash book was footed, the payments to the treasurer were verified by a comparison with the treasurer's records of receipts, the outstanding accounts were listed and the necessary adjust- ing entries were made and reconciled with the accountant's ledger ac- counts. A copy of the detailed, outstanding accounts covering the va- rious levies was given to the assessors for re-commitment to the new tax collector.


A verification of the outstanding accounts was made by mailing notices to a number of persons whose names appeared on the books as owing money to the town. Among the replies received were a num- ber claiming that the taxes in question had been paid, and upon investi- gation it was found that taxes and interest amounting to $438.31 had not been credited upon the books of the collector. This sum was paid into the town treasury by the former tax collector on April 3, 1933, and, in addition thereto, the amount of $700.35 was paid, on April 22, 1933, to the new tax collector by the former collector on account of further proofs submitted by tax-payers to the effect that their taxes had been paid but had not been credited on the former collector's books.


The town accountant's books and accounts were examined and checked. The recorded receipts were compared with the records in the several departments collecting money for the town and with the treas- urer's cash book, while the recorded disbursements were checked with the treasury warrants and with the record of payments in the treas- urer's office.


The ledger accounts were analyzed, the necessary correcting and adjusting entries were made, a trial balance was taken off, and a bal- ance sheet, which is appended to this report was prepared showing the financial condition of the town on March 17, 1933.


The securities representing the investment of the trust funds in the custody of the town treasurer were personally examined and listed. the income and withdrawals being checked.

In addition to the departments and accounts mentioned above, the accounts of all other departments collecting money for the town were examined and checked.

REPORT OF SELECTMEN


To the Citizens of the Town of Lynnfield:


Your Board of Selectmen respectfully submit their report for the year 1933.


At the meeting held March 6th, the Board consisting of George W. Peavey, Archie L. Hayward, and Clarence A. Studley, organized and George W. Peavey was elected as Chairman, and Fred I. Wilkins was appointed Clerk of the Board.


Committee appointments were made as follows:


Supervisor of the Town Hall, George W. Peavey.


Supervisor of Chemical Hall No. 2, Clarence A. Studley.


Health Officer, Archie L. Hayward, who resigned on March 13, and Dr. Franklin W. Freeman was appointed to serve without compensation.


The record of other appointments can be found in the Report of the Town Clerk.


On account of the changes made in some of the Town Officials at the Election of March 6, the Director of Accounts and your Selectmen felt it was necessary to have a State Audit of the Town Accounts, which the Town voted to do, and a summary will be found in the report of the Town Clerk, as required by the laws of the State.
