Voted: On motion by Neal D. Herrick, that the Town raise and appropriate the sum of $41,500.00 for the General expense of the School Department.


Art. 19. To see if the town will vote to raise and appropriate a sum of money for the General Expense of the Public Libraries of the Town, or what action it will take thereon.

Voted: On motion by C. H. Russell, that the Town raise and ap- propriate the sum of $175.00, for the Observance of Memorial Day, to be expended under the direction of a committee to be appointed by the American Legion Post No. 131 Incorporated.


Art. 23. To see if the Town will vote to raise and appropriate a sum of money to cover the Town's share of the expense incurred dur- ing the year 1934 in Maintaining the Essex County Sanatorium, under the provisions of Chapter 111 of the General Laws, or what action it will take thereon.


Voted: On motion by G. W. Peavey, that the Town raise and ap- propriate the sum of $809.66, to cover the Town's share of the expense incurred during the year 1934 in maintaining the Essex County San- atorium, under the provisions of Chapter 111 of the General Laws.


Art. 24. To see if the Town will vote to raise and appropriate the sum of $3,000 for the Reserve Fund.


Voted: On motion by C. H. Russell, that the town appropriate from the Overlay Reserve the sum of $3,000.00 for the Reserve Fund.


Art. 25. To see if the Town will vote to raise and appropriate a sum of money to be used by the Cemetery Commissioners for the care of the Town Cemeteries, or what action it will take thereon.


Voted: On motion by A. W. Bryant, that the Town raise and ap- propriate the sum of $650.00, to be used by the Cemetery Commissioners for the care of the Town Cemeteries.


Art. 26. To see if the Town will vote to raise and appropriate a sum of money to cover Payments of Interest on Debts and Loans be- coming due the current year, or what action it will take thereon.


Voted: On motion by C. H. Russell, that the Town raise and appro- priate the sum of $1,500.00, to cover Payments of Interest on Debts and Loans becoming due the current year.


Art. 27. To see if the Town will vote to raise and appropriate a sum of money to cover Payment of Notes maturing the current year, or what action it will take thereon.


Voted: On motion by J. Ward, that the Town raise and appropriate the sum of $6,000.00, to cover Payment of Notes maturing the current year.


Art. 28. To see if the Town will vote to raise and appropriate a. sum of money to be used for Government or Relief Projects.


Voted: On motion by G. W. Peavey, that the Town raise and appro- priate the sum of $1,000.00 to be used for expenses in connection with Government and Relief Projects, the motion being carried by a two- thirds vote.

Art. 29. To see if the Town will vote to raise and appropriate the sum of $3,000.00; said sum to be used with sums allotted by the County of Essex and the Commonwealth of Massachusetts in resurfacing shoulders of Salem Street, in accordance with the provisions of Chap- ter 90, of the General Laws.


Voted: On motion by G. W. Peavey, that the Town raise and ap- propriate the sum of $3,000.00, to be used in co-operation with the Com- monwealth of Massachusetts and the County of Essex in resurfacing shoulders on Salem Street, in accordance with the provisions of Chap- ter 90 of the General Laws, the Commonwealth to pay one-half of cost of said project and the County of Essex and the Town of Lynn- field each one-fourth. The motion was carried by a two-thirds vote.


Art. 30. To see if the Town will vote to raise and appropriate a sum of money to cover the Town's portion of the expense of building the new bridge at the Lynnfield-Wakefield line on Salem Street, in accordance with the provisions of Chapter 90, of the General Laws.


Voted: On motion by G. W. Peavey, that the Town raise and ap- propriate the sum of $500.00 to cover the Town's portion of the expense of constructing the new bridge at the Lynnfield-Wakefield line on Salem Street, in accordance with the provisions of Chapter 90 of the General Laws; the Commonwealth of Massachusetts to pay one half of the cost of said bridge, the County of Middlesex, the County of Essex, the Town of Lynnfield and the Town of Wakefield each to pay one-quarter of the balance. The motion was carried by a two-thirds vote.


Art. 31. To see if the Town will vote to re-zone and establish as a business district the following parcel of land, now within a residen- tial district, on the northerly side of Salem Street, viz .- Beginning at the Saugus River, on Salem Street, thence running easterly on Salem Street 1,000 feet, more or less to land of the City of Lynn, thence run- ning northerly by land of the City of Lynn 200 feet, thence running westerly on a line parallel with Salem Street 1,000 feet more or less to the Saugus River, thence running southerly by the Saugus River to the point of beginning; or what action it will take thereon.


Motion was made by Thomas M. Huse, that the Town vote to adopt the article as written and after a lengthy discussion of the proposition, a motion was made by H. F. Smith to indenfiitely postpone action on the article which was carried, 170 voting in the affirmative and 78 in the negative.


Art. 32. To see if the Town will vote to raise and appropriate the sum of $700, and authorize and direct the Selectmen to use such sum to purchase from Charles O. Blood, a parcel of land containing approxi- mately 14,892 square feet, located at the northerly corner of Summer and Arlington Streets, said land to be used for fire, police or other municipal purposes.

Voted: On motion by M. H. Doremus, that the Town raise and ap- propriate the sum of $700.00 to purchase the land from Charles O. Blood, and authorize and direct the Selectmen to make the purchase, said land located at the northerly corner of Summer and Arlington Streets.


Art. 33. To see if the Town will vote to raise and appropriate a sum of money for the maintenance of four street lights on Beaver Avenue.


Voted: On motion by H. F. Smith, that the Town raise and ap- propriate the sum of $27.00 for the maintenance of two street lights on Beaver Avenue.


Art. 34. To see if the Town will vote to raise and appropriate a sum of money for the maintenance of two street lights on Lynbrook Road.


Voted: On motion by W. W. Moxham, that the Town raise and appropriate the sum of $30.00 for the maintenance of two street lights on Lynbrook Road.


Art. 35. To see if the Town will vote to raise and appropriate a sum of money for the maintenance of three street lights on Lynnfield Street, from Goodwin's corner to the Lynn line.


It was reported that the City of Lynn agreed to maintain lights on Lynnfield Street at the point indicated and on motion by G. W. Peavey it was voted to indefinitely postpone action on the article.


Art. 36. To see if the Town will vote to accept as a public way, Perry Avenue, as laid out by the Board of Selectmen and shown on Plan of lots situated on Perry Avenue, Lynnfield, Mass., Davis and Abbott, C. E. dated August 1933, and recorded with Essex South District Deeds, filed with the Town Clerk.


Voted: To indefinitely postpone action on motion by Henry A. Haskell.


Art. 37. To see if the Town will vote to accpet Fairview Avenue, running southerly from Salem Street, as a public way as laid out by the Board of Selectmen, and shown on Plan filed with the Town Clerk.


Voted: On motion by H. F. Smith to indefinitely postpone action.


Art. 38. To see if the Town will vote to raise and appropriate the sum of $150.00, to be used by the Tree Warden, for the planting of shade trees along the highways or what action it will take thereon.


Voted: On motion by H. F. Smith to indefinitely postpone action.


Art. 39. To see if the Town will vote to instruct the School Com- mittee, that in the future when a vacancy occurs or when new teachers are to be appointed, preference shall be given to Lynnfield residents if they possess the necessary qualifications to teach in our schools, sec- ond preference to be Massachusetts teachers.

Art. 40. To see if the Town will vote to raise and appropriate money for constructing and equipping a school building, authorize the selectmen to petition the federal government for a grant of money for said purpose, or to take any action relative thereto.


Art. 41. To see if the Town will vote to raise and appropriate . money for constructing and equipping alterations and additions to the Centre School, and authorize the selectmen to petition the federal gov- ernment for a grant of money for said purpose, or to take any action relative thereto.


Art. 42. To see if the Town will vote to raise and appropriate money for constructing and equipping a fire and police station, au- thorize the selectmen to petition the federal government for a grant of money for said purpose, or to take any action relative thereto.


Artices 40, 41 and 42 were considered collectively and a motion to appoint a committee of seven was made by G. A. Cornet but a motion to indefinitely postpone action made by T. M. Huse, was carried.


Art. 43. To see if the Town will vote to change the term of office of the Board of Selectmen, Board of Public Welfare, and Board of Health, to a term of three years, and at the election of Town officers at the annual meeting in 1936, elect one member each of the Board of Selectmen, Board of Public Welfare and Board of Health for a term of one year, one for a term of two years and one for a term of three years and at each annual meeting after 1936, elect one member of the boards, for a term of three years; or what action it will take thereon. Voted: On motion by W. H. Haskell, to indefinitely postpone action.


Art. 44. To see if the Town will vote to have the garbage collected in Precinct 1, and Precinct 2, in the Town of Lynnfield, and raise and appropriate the sum of $950.00 for same, and that this money be ex- pended under the direction of the Board of Health. .


Motion was made by J. C. Fletcher to adopt the article as printed, but a motion by M. H. Doremus to indfinitely postpone action, was car- ried.


Art. 45. To see if the Town will vote to remove the bank and widen the road at the junction of Main and Lowell Streets as laid out by the survey and Plans of the Essex County Engineers, and appropri- ate the sum of $500.00 for same, this work to be done under the direc- tion of the Highway Department.


By advice of the Town Counsel this article was taken care of under Article 13.


All articles on the warrant having been acted upon the meeting was dissolved at 10.15 p.m.

SPECIAL TOWN MEETING HELD OCTOBER 14th, 1935 at 7.15


The meeting was opened by the Moderator who read the Warrant and the return of the Constable.


Artcle 1. To see if the Town will vote to re-zone and establish as a business district the following parcel of land, now within a resi- dential district on the northerly side of Salem Street, viz .- Beginning at the Saugus River, on Salem Street, thence running easterly on Salem Street, 1,000 feet more or less to land of the City of Lynn, thence running northerly by land of the City of Lynn 200 feet, thence running westerly on a line parallel with Salem Street 1,000 feet more or less to the Saugus River, thence running southerly by the Saugus River to the point of beginning; or what action it will take thereon.


Motion was made by G. W. Peavey, that the Town vote to re- zone and establish as a business district the following parcel of land, now within a residential district, on the northerly side of Salem Street, viz .- Beginning at the Saugus River, on Salem Street, thence running easterly on Salem Street, 1,000 feet more or less to land of the City of Lynn, thence running northerly by land of the City of Lynn 200 feet, thence running westerly on a line parallel with Salem Street 1,000 feet more or less to the Saugus River, thence running southerly by the Saugus River to the point of beginning;


The motion was amended by Nelson B. Todd, that the article be laid on the table until the next March meeting.


The moderator appointed G. W. Peavey, L. B. Tuck and C. W. Tuttle as tellers and the amendment was voted upon and was defeated, 84 voting in the affirmative and 145 in the negative. After further dis- cussion the original motion was voted upon, 170 voting in the affirm- ative and 55 in the negative, the total vote being 225, and the motion was carried.


The business of the meeting having been disposed of the meeting was dissolved.

SPECIAL TOWN MEETING CALLED FOR OCTOBER 14th, AT 7.30 P. M. TO CONSIDER AND ACT UPON THE FOLLOWING ARTICLES


Article 1. To see if the Town will vote to raise and appropriate a sum of money to be used in conjunction with Government or Relief Projects, said amount to be assessed in the 1936 tax levy, or what action it will take thereon.


Motion was made by G. W. Peavey and seconded by C. A. Studley, that the Town vote to raise and appropriate the sum of $2,000 for use

in conjunction with Government and Relief Projects, and the motion was carried, 189 voting in the affirmative and 18 in the negative.


Article 2. To see if the Town will vote to raise and appropriate a sum of money to be used for expenses of Old Age Assistance and Pub- lic Welfare.


Motion was made by C. A. Studley that the Town vote to raise and appropriate the sum of $2,000 to be used for the expense of Old Age Assistance and Public Welfare, and it was so voted.


Article 3. To see if the Town will vote to raise and appropriate a sum of money for the purpose of constructing a Junior and Senior High School and authorize and direct the Selectmen to accept on be- half of the Town, for use in carrying out such project, a Federal grant of money pursuant to the Emergency Relief Appropriation Act of 1935, and authorize Clarence Doore, W. W. Grace, H. P. Peabody, John Ward, Russell Hamlin, Ernest Lane, Ralph W. Wilkinson, to construct said project and contract with respect thereto, and authorize the treasurer, with the approval of the selectmen, to borrow such sums as may be necessary to meet any appropriation made, or take any action relative thereto.


Motion was made by Harold P. Peabody, that, for the purpose of con- structing a Junior-Senior High School and to enable the Town to secure the benefits of the Emergency Relief Appropriation Act of 1935, there be raised and appropriated the sum of $130,700.00 (total estimated cost) and the treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $80,535.00 and to issue bonds or notes of the Town therefor, under authority of and in accordance with the provisions of Chapter 404 of the Acts of 1935, said bonds or notes to be payable in not more than 20 years at such term and maximum rate of interest as may be fixed by the Emergency Finance Board.


All monies received by way of grant from the Federal Government on account of this project shall be applied first to meet the cost of con- struction thereof (including preliminary expenses) and any balance thereof shall be applied to payment of the loan herein authorized.


The Selectmen are hereby authorized and directed to accept on behalf of the Town, for use in carrying out such project, a Federal grant of money pursuant to the Emergency Relief Appropriation Act of 1935, and Clarence Doore, W: W. Grace, H. P. Peabody, John Ward, Russell Hamlin, Ernest Lane, Ralph Wilkinson are authorized to proceed with the construction of said project and to enter into all necessary and proper contracts and agreements in respect thereto, all subject to applicable federal regulation and the selectmen and the Committee

are authorized to do all other acts and things necessary or convenient for obtaining grant for making said loan and for constructing said project.


After a thorough discussion of the matter, on motion by D. M. Killoran for the previous question, and that the check list be used it was so voted.


The Moderator appointed R. C. Daly, and W. W. Munroe as check- ers, and C. H. Russell, W. W. Moxham and C. E. Shumway as tellers.


Three hundred and thirty-one votes were cast, 112 in the affirm- ative, and 216 in the negative, 3 blanks, and the motion was lost.


It was voted to take up Articles 4, 5, 6, 7 and 8 collectively.


Article 4. To see if the Town will authorize the Board of Select- men to acquire by purchase or take by right of eminent domain for a schoolhouse, a certain lot of land situated in Lynnfield, bounded and described substantially as follows: Perry lot, about 10 acres and bound- ed by land of C. O. Blood, Frank Perry, Walter Perry, Susan Taylor, C. O. Blood Playground; price, $4,000; and see what sum of money the Town will vote to raise and appropriate or raise by loan or transfer from any available funds in the treasury or take any action relative thereto.


Article 5. To see if the Town will authorize the Board of Selectmen to acquire by purchase or take by right of eminent domain for a school- house, a certain lot of land situated in Lynnfield, bounded and described substantially as follows: Thomas lot, 10-12 acres bounded by Summer Street, about 1200 ft .; Thomas Homstead, G. S. Harvey, price, $7,000; and see what sum of money the Town will vote to raise and appropri- ate or raise by loan or transfer from any available funds in the treas- ury or take any action relative thereto.


Article 6. To see if the Town will authorize the Board of Select- men to acquire by purchase or take by right of eminent domain for a schoolhouse, a certain lot of land situated in Lynnfield, bounded and described substantially as follows: Barnjum lot, about 33 acres; westerly, B. & M. R. R .; Southerly, Summer Street about 400 ft .; Northerly Pillings Pond, and Easterly, land of Hastings, Hayward, Ward; price, $6,000; and see what sum of money the Town will vote to raise and appropriate or raise by loan or transfer from any available funds in the treasury or take any action relative thereof.


Article 7. To see if the Town will authorize the Board of Select- men to acquire by purchase or take by right of eminent domain for a schoolhouse, a certain lot of land situated in Lynnfield, bounded and described substantially as follows: McCarthy lot, Main Street, about 12 acres; bounded by land of C. O. Blood, Herrick, Northrup, Mallory, Wilkinson; price, $2,500; and see what sum of money the Town will vote to raise and appropriate, or raise by loan or transfer from any available funds in the treasury or take any action relative thereof.

To see if the Town will authorize the Board of Select- men to acquire by purchase or take by right of eminent domain for a schoolhouse, a certain lot of land situated in Lynnfield, bounded and de- scribed substantially as follows: Woods lot, Huckleberry Hill, about 191/2 acres or 10 acres; bounded by Summer Street land of Jas. Rich and Geo. Rich; price, 191/2 acres, $5,500; 10 acres, $3,000; and see what sum of money the Town will vote to raise and appropriate or raise by loan or transfer from any available funds in the treasury or take any action relative thereof.


Motion was made by C. H. Russell, that the Town instruct the Board of Selectmen to purchase the Perry lot for the purpose of con- structing a High School building, said lot consisting of 10 acres more or less, bounded by land of C. O. Blood, Frank Perry, Walter Perry, Susan Taylor and C. O. Blood Playground, at a price not exceeding $4,000; $2,000 to be paid upon the passing of the papers, and a note of the Town be given for the balance, payable in one year from date of same without interest, that the sum of $2,000 to cover the first payment be raised and appropriated at this meeting to be assessed in the tax levy of 1936.


Voted on motion by T. M. Huse, to indefinitely postpone action on the articles being considered.


The meeting was dissolved at 10.30 P.M.

Wilkins, Town Clerk of the Town of Lynnfield, Mass- achusetts hereby certify that a special Town Meeting was duly called and held at 7.15 o'clock in the evening on Monday, October 14, 1935; that attached hereto marked "A" is an attested copy of Article 1 of the warrant for said meeting; that attached hereto marked "B" is a certifi- cate of the Secretary of the Planning Board of said Town with refer- ence to public hearing concerning Article 1 the nature thereof and time and place of holding the same; that attached hereto marked "C" are two copies of duly attested vote passed at said special meeting acting under said Article 1 and setting forth that 225 votes were cast, of which 170 voted in the affirmative and 55 in the negative; that before said vote was taken the Planning Board made a final report to said meeting as required by section 27 of chapter. 40 of the General Laws, and that their recommendation was that said Article 1 should be laid upon the table until the Annual Town Meeting in March 1936; and that attached hereto marked "D" are two attested copies of
