On motion by C. H. Russell, it was voted, that the Town Treasur- er, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1934, and to issue a note or notes therefor, payable within one year, and to renew such note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws; any debt or debts incurred under this vote to be paid from the revenue of the financial year be- ginning January 1, 1934.


On motion by N. B. Todd, it was voted to take up Article 32 for action.


Article 32. To see what action the Town will take with reference to fixing the rate of salaries and wages for Town Officers and em- ployees.


After a discussion of the subject matter at some length, the follow- ing motion was offered by Mr. Todd.


That the annual salaries of elective town officers be fixed at the following amount:


Board of Selectmen, for entire Board $500


Town Treasurer $250


Town Clerk $200


Collector of Taxes $400


that the Assessors be paid at the rate of 45c per hour and that the Tree Warden be paid at the rate of $3.50 per day, and each have the

same rate of allowance for use of automobile as may be fixed by the Board of Selectmen for the use of automobiles by departments under their jurisdiction, and that the salaries or other compensation of ap- pointed officers and for employees of the Town, be such amount as may be fixed by the proper department head but not to exceed the following: Clerk of Board of Selectmen, such amount as the Select- men may see fit to pay from their salary.

Motion by W. W. Moxham to adjourn, was defeated.


Motion by J. H. Tedford, that the motion of Mr. Todd be amended, that the salaries of the Board of Health and Board of Public Welfare be covered by the $500 to be paid to the Board of Selectmen, was defeated.


Amendment by J. H. Tedford that the rate of 45 cents per hour be paid the Assessors, but the limit that shall be paid them be $750 per year for the entire Board, was defeated.

REPORT OF TOWN CLERK


An amendment was offered by Robert E. Ramsdell, that the salary of the Board of Selectmen be $550 for all; the Town Collector, $400. Town Treasurer, $400. Town Clerk, $200, was carried; 140 voting in the affirmative and 90 in the negative. An amendment by Mr. Peavey that any cut in wages paid to the highway laborers be indefinitely post- poned, was carried. The original motion as amended was then carried, 141 voting in the affirmative and 90 in the negative.


Article 4. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of General Government of the town, viz: Town Officers' salaries and expenses, care of Municipal Buildings, and Elections and Registrations, or what action it will take thereon.


On motion by G. W. Peavey it was voted that the Town raise and appropriate the sum of $7250 to cover the expense of General Gov- ernment of the Town, viz: Town Officers' salaries and expenses, care of Municipal Buildings, and Elections and Registrations.


Article 5. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of the Police Department, or what action it will take thereon.


Voted, on motion by John Ward, that the Town raise and appro- priate the sum of $4,300 to cover the expense of the Police Department.


Voted : On motion by N. B. Todd to postpone action on Article 6 until the end of the warrant.


Article 7. To see if the Town will vote to authorize the Board of Selectmen, to enter into a contract with Lynnfield Water District for hydrant rental for fire protection, upon such terms and conditions as said Board shall deem advisable, and raise and appropriate the sum of $1,200 to cover the expense for the year 1933.


On motion by G. M. Article 11. To see if the Town will vote to raise and appropriate a sum of money to be used by the Tree Warden, in the trimming and caring for trees along the highways, or what action it will take thereon.


Voted : On motion by Milton H. Doremus, that the Town raise and appropriate the sum of $400 to be used by the Tree Warden in trimming and caring for trees along the highways.


Art. 12. To see if the town will vote to raise and appropriate a sum of money to be used for Health and Sanitation, including Board of Health, Inspection of Animals and Inspection of Milk, or what action it will take thereon.


Voted: On motion by J. Ward, that the Town raise and appro- priate the sum of $100 to be used for Health and Sanitation, including Board of Health, Inspection of Animals and Inspection of Milk.


Art. 13. To see if the Town will vote to raise and appropriate a sum of money for the General Expense of the Highway Department, or what action it will take thereon.


Motion made by Minot H. Carter that the Town vote to raise and appropriate the sum of $10,000 for the General Expense of the Highway Department, was amended by N. B. Todd, that the sum of $8,800 be raised and appropriated for said purpose, and the amendment was carried.


Art. 14. To see if the Town will vote to raise and appropriate a sum of money to carry on the program of Sidewalk Construction, or what action it will take thereon.


Motion made by M. H. Doremus, that the Town vote to raise and appropriate the sum of $2,000 to carry on the program of Sidewalk Construction, same to be expended by the Superintendent of Streets, all gravel to be used, was amended by Daniel M. Killoran, that the con- struction be the same as last year, and the amendment was carried, 120 voting in the affirmative and 101 in the negative.

Article 15. To see if the Town will vote to raise and appropriate a sum of money, to cut brush along the highways, to be expended under the direction of the Board of Selectmen, or what action it will take thereon.


Motion made by Milton H. Doremus that the Town vote to raise and appropriate the sum of $150, to be expended under the direction of the Board of Selectmen, in cutting brush along the highways, was amended by B. W. Stearns, that $300 be raised and appropriated for said purpose and the amendment was carried.


Art. 16. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of Street Lighting, or what action it will take thereon.


Voted: On motion by J. Ward, that the Town raise and appro- priate the sum of $3,600 to cover the expense of Street Lighting.


Art. 17. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of the Welfare Department, includ- ing Old Age Assistance, or what action it will take thereon.


Voted: On motion by J. Ward, that the Town raise and appro- priate the sum of $6,104 to cover the expenses of the Welfare Depart- ment, including Old Age Assistance.


Art. 18. To see if the Town will vote to raise and appropriate a sum of money for the General Expense of the School Department, or what action it will take thereon.


Voted: On motion by Harold P. Peabody, that the Town raise and appropriate the sum of $41,400 for the General Expense of the School Department.


Article 19. To see if the Town will vote to raise and appropriate a sum of money for the General Expense of the Public Libraries of the Town, or what action it will take thereon.


Voted: On motion by Malcolm C. Eaton, that the Town raise and appropriate the sum of $450 for the General Expense of the Public Libraries.


Article 20. To see what disposal the Town will make of the money refunded by the County from the Dog Licenses for the year 1932.


Voted: On motion by G. W. Peavey, that the money refunded by the County from the Dog Licenses, be appropriated for the use of the Public Libraries.


Article 21. To see if the Town will vote to raise and appropriate a sum of money for the General Expense of the Town Parks, or what action it will take thereon.

Motion by Henry A. Haskell, that the Town vote to raise and appro- priate the sum of $500 for the General Expense of the Town Parks, was amended by Geo. A. Cornet that $750 be raised and appropriated for said purpose, and the motion as amended was voted.


Article 22. To see if the Town will vote to raise and appropriate a sum of money for the Observance of Memorial Day, and determine by whom it shall be expended, or what action it will take thereon.


Voted : On motion by Carl H. Russell, that the Town raise and appropriate the sum of $175 for the Observance of Memorial Day, said sum to be expended under the direction of a committee to be appointed by Lynnfield Post No. 131, American Legion.


Article 23. To see if the Town will vote to raise and appropriate a sum of money to cover the Town's share of the expense incurred during the year 1932 in Maintaining the Essex County Sanatorium, under the Provisions of Chapter 111 of the General Laws, or what action it will take thereon.


Voted: On motion by M. H. Doremus, that the Town raise and appropriate the sum of $866.55 to cover the Town's share of the expense incurred during the year 1932, in Maintaining the Essex County Sana- torium, under the provisions of Chapter 111 of the General Laws.


Article 24. To see if the Town will vote to transfer from the Excess and Deficiency Fund the sum of $3000 for the Reserve Fund.


Voted: On motion by N. B. Todd, that the Town transfer from the Excess and Deficiency Fund the sum of $3000 for the Reserve Fund.


Article 25. To see if the Town will vote to raise and appropriate a sum of money to be used by the Cemetery Commissioners for the cart of the Town Cemeteries, or what action it will take thereon.


Voted: On motion by Seth H. Russell, that the Town raise and appropriate the sum of $550, to be used by the Cemetery Commissioners for the care of the Town Cemeteries.


Article 26. To see if the Town will vote to raise and appropriate a sum of money to cover Payments of Interest on Debts and Loans be- coming due the current year or what action it will take thereon.


Voted: On motion by C. H. Russell, that the Town raise and appro- priate the sum of $3,500 to cover Payments of Interest on Debts and Loans becoming due the current year.


Article 27. To see if the Town will vote to raise and appropriate a sum of money to cover Payment of Notes maturing the current year, or what action it will take thereon.

Article 28. To see if the Town will vote to raise and appropriate a sum of $190.20 to indemnify the police officers for expenses and dam- ages sustained in accidents in 1931 and 1932, as authorized by Chapter 41 of the General Laws and Acts as amended thereof, said amount to be used to reimburse the Compenstion Fund for expenses paid during 1932 and 1933, or what action it will take thereon.

Article 29. To see if the Town will vote to instruct the Board of Selectmen, to have an Annual Audit of the Town Accounts, in accord with Chapter 44, Section 40, of the General Laws, or what action it will take thereon.


Voted: On motion by N. B. Todd, to have an Annual Audit of the Town Accounts, in accord with Chapter 44, Section 40 of the General Laws, as soon as it may be arranged.


Article 30. To see if the Town will vote to instruct the Moderator, to appoint a Committee of five, to act as a School-housing Committee, said Committee to report at the next annual meeting, or earlier if it thinks advisable.


Harold P. Peabody made a motion that the same Committee be appointed that served last year, with the addition of Mr. Peabody and Mr. Herrick of the School Committee. Mr. Todd declined to serve. Mr. W. N. Ober offered an amendment that the Moderator appoint a committee of five, that they make their report at the next Annual Meeting, and the amendment was carried.


The Committee appointed was as follows: Harold P. Peabody, Louis B. Tuck, John Ward, Peter J. Walsh and Cornelius J. Doyle.

TOWN OF LYNNFIELD


Article 31. To see if the Town will vote to raise and appropriate the sum of $8,000.00 for new fire apparatus, as follows: One new forest fire truck and equipment; and one 500 gallon pump; $2,000.00 to be provided for in the 1933 levy, $2,000.00 in the 1934 levy, $2,000.00 in the 1935 levy, and the balance in the 1936 levy, or what action it will take thereon. This article is in accordance with Article 44 of the 1932 Warrant, and was adopted as the program for fire apparatus except that the department is asking for an additional $500.00.


Motion was made by W. W. Moxham, that the subject matter of Article 31 be adopted as follows:


To see if the Town will vote to raise and appropriate the sum of $8,000.00 for new fire apparatus, as follows: One new forest fire truck and equipment; and one 500 gallon pump; $2,000.00 to be provided for in the 1933 levy, $2,000.00 in the 1934 levy, $2,0000.00 in the 1935 levy, and the balance in the 1936 levy.


That the following committee shall be appointed by the Moderator for the purchase of this apparatus, provided the article is accepted: Chief William W. Moxham, the Board of Engineers consisting of George W. Peavey, Archie L. Hayward, Clarence A. Studley; Capt. Carl I. Cheever, Co. 1, Capt. Joseph A. Donovan, Co. 2; Lieut. Harold F. Kahler, Co. 2.


The motion was amended by J. Ward, that the Article be referred to the next Annual Town Meeting but the amendment was defeated, 77 to 127.


The original motion was then acted upon and as a two thirds vote was necessary, the motion was lost, 152 voting in the affirmative and 90 in the negative.


Article 33. To see if the Town will vote to raise and appropriate the sum of $13.50 for the maintenance of an additional Street Light on Parsons Avenue.


Voted: On motion by N. B. Todd, that the Town instruct the Board of Selectmen to install an additional Street Light on Parsons Avenue, the expense of same to be taken from the regular Street Lighting appro- priation voted under Article 16; an amendment offered by A. L. Hay- ward that the Town vote to raise and appropriate the sum of $11.25 to care for the expense, being defeated.


Article 34. To see if the Town will vote to raise and appropriate a sum of money to be used for painting the exterior of the Center School Building.


Article 35. To see if the Town will vote to raise and appropriate a sum of money to be used for improving toilet facilities in the Centre School, and making the basement watertight.

REPORT OF TOWN CLERK


Voted: On motion by N. B. Todd, that Articles 34 and 35 be considered jointly; that the Town vote to raise and appropriate the sum of $525 to be used for painting the exterior of the Centre School Build- ing, and improving toilet facilities, and making the basement watertight in said building.


Article 36. To see if the Town will vote to instruct the Board of Selectmen, to purchase the property of the John H. Hewes Estate ad- joining the Town Hall, and raise and appropriate a sum not exceeding $2,000.00 for same, also to give the Selectmen power to sell a portion or portions of said property, if advisable.


Voted: On motion by J. Ward that the Town instruct the Board of Selectmen, to endeavor to purchase the entire parcel of land belong- ing to the John H. Hewes Estate, adjoining the Town Hall, the pur- chase price not to exceed the sum of $2,000, of which $1,000 shall be paid upon the passing of papers and $1,000 shall be paid by a note of the Town for one year, without interest, and that the Board of Select- men are authorized to sell any portion or portions of said parcel beyond the rear line of the Town Hall lot extending southeasterly, for such amount or amounts as in their opinion may be desirable, but no sale or sales shall be made, or agreements for sale be entered into without first receiving in each case the approval of the Finance Committee; 124 voting in the affirmative and 41 in the negative.


Article 37. To see if the Town will vote to accept as a public way, Clark Road, as laid out by the Board of Selectmen, and shown on Plan "Layout of Clark Road in Lynnfield, Mass.," dated Dec. 10, 1932, Edw. S. Averell, Civil Engineer, filed with the Town Clerk.


Article 38. To see if the Town will vote to accept as a public way, Beaver Avenue, as laid out by the Board of Selectmen, and shown on Acceptance Plan and Profile of Beaver Avenue, Lynnfield, Mass., Philip J. Leary, Civil Engineer, dated Dec., 1932, filed with the Town Clerk.


Article 39. To see if the Town will vote to accept as a public way, Lynnbrook Road, owned by Lynnfield Realty Co., Inc., as laid out by the Board of Selectmen, and shown on "Profile-Road in Lynnfield, Mass.," Philip J. Leary, Civil Engineer, said plan filed with the Town Clerk.


Voted: On motion by N. B. Todd, that Articles 37, 38, 39, be taken up collectively; that the three streets, Clark Road, Beaver Avenue and Lynnbrook Road, be accepted as laid out by the Board of Selectmen.


Article 6. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of the Fire Department, or what action it will take thereon.


Voted: On motion by W. W. Moxham, that Article 6 be taken up for action.

SPECIAL TOWN MEETING HELD MARCH 20, 1933.


The meeting was called to order at 7.45 P. M. by the Moderator, and the Warrant and Return of the Constable were read, after which the Articles were taken up for action.


Article 1. To see if the Town will vote to authorize the 'Town Treasurer, with the approval of the Selectmen, to renew any or all revenue notes issued in anticipation of the revenue of the years 1932 and 1933, in accordance with the provisions of Section 17, Chapter 44, General Laws, any debt so incurred to be paid from the revenue of the year 1932, for loans issued in anticipation of 1932 revenue, and from the revenue of 1933, for loans issued in anticipation of 1933 revenue.

at 12 M. o'clock, for the following purposes:


To bring in your votes to the Election Officers for the Election of Delegates to a Constitutional Convention called to Ratify or Reject the Amendments to the Constitution of the United States, proposed by Joint Resolution of Congress.
