Recommendations of the Finance Committee TOWN OF LYNNFIELD


COMMONWEALTH OF MASSACHUSETTS


ESSEX, SS.


To either of the Constables of the Town of Lynnfield, in said County of Essex,


GREETING:


In the name of the Commonwealth of Massachusetts, you are here- by directed to notify. and warn the inhabitants of the Town of Lynn- field, qualified to vote in elections and in town affairs, to meet in their respective polling places, on Monday, March 6, 1933 at 5.45 A. M., then and there to bring in their votes on one ballot for the choice of all necessary town officers for the ensuing year chosen in this manner, viz: Three Selectmen for 1 year, Town Clerk for 1 year, Town Treasurer for 1 year, Tax Collector for 1 year, one Assessor for 3 years, one School Committee for 3 years, one Trustee of Public Libraries for 3 years, one Cemetery Commissioner for 3 years, one Park Commissioner for 3 years, two Constables for 1 year, one Tree Warden for 1 year, five Planning Board Members for 1 year, Moderator for 1 year.


The polls in each precinct will be open at 5.45 A. M., and will be closed at 4 P. M., on said March sixth.


The polling place for voters living in Precinct 1 will be in the Town Hall; for the voters living in Precinct 2, will be in Chemical Hall No. 2, corner of Broadway and Salem street, all in said Lynnfield.


And you are further required to notify and warn the inhabitants of the Town of Lynnfield, qualified to vote in elections and in town affairs, to meet in the Town Hall on Monday, the thirteenth day of March A. D. 1933, at 7.30 P. M., to consider and act upon the following articles:


Article 1. To choose all town officers not required to be chosen by ballot, viz: Three Field Drivers, one Pound Keeper and three Wood Measurers.


Art. 2. To act upon reports of town officers and special committees as published.


Art. 3. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money on and after January 1, 1934, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote, to be paid from the revenue of the financial year beginning January 1, 1934.


Art. 4. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of General Government of the Town, viz: Town Officers' salaries and expenses, care of Municipal Buildings, and Elections and Registrations, or what action it will take thereon. -

Art. 29. To see if the Town will vote to instruct the Board of Se- lectmen, to have an Annual Audit of the Town Accounts, in accord with Chapter 44, Section 40, of the General Laws, or what action it will take thereon.


Art. 30. To see if the Town will vote to instruct the Moderator, to appoint a Committee of five, to act as a School-housing Committee, said Committee to report at the next annual meeting, or earlier if it thinks advisable.


Art. 31. To see if the Town will vote to raise and appropriate the sum of $8,000.00 for new fire apparatus, as follows: One new forest fire truck and equipment; and one 500 gallon pump; $2,000.00 to be provid- ed for in the 1933 levy, $2,000.00 in the 1934 levy, $2,000.00 in the 1935


levy, and the balance in the 1936 levy, or what action it will take there- on. This article is in accordance with Article 44 of the 1932 Warrant, and was adopted as the program for fire apparatus except that the de- partment is asking for an additional $500.00.

We are unable to recommend increasing the Town Debt $6,000. We believe it preferable to use present apparatus for another year.


Art. 32. To see what action the Town will take with reference to fixing the rate of salaries and wages for Town Officers and employees.


We recommend the following salaries for elective officers :- Select- men, $500 per year for the three, any compensation for the Clerk of the Board to be paid from this sum; Collector of Taxes, $400 per year; Treasurer, $250 per year; Assessors, 45 cents per hour; Town Clerk, $200 per year; Tree Warden, 45 cents per hour.


We recommend the following salaries or wages for the following appointive officers and for employees of the Town; the amount to be fixed by the proper department head, but not to exceed the following :- Clerk of Selectmen, to be paid from salaries of Selectmen; Town Ac- countant, $500 per year; Registrars, $12 each per year; Election Officers, $7.50 each per election; Janitors (except libraries), 45 cents per hour; Patrolmen, $25 per week, plus allowance for automobile actually used on duty; Firemen, present yearly salaries plus 45 cents per hour after the first hour at each fire; Moth Department, $3.50 per day; Tree Warden's Department, $3.50 per day; Inspector of Buildings, $125 per year; Sealer of Weights and Measures, $75, same to include use of auto; Board of Health, $20 per year for all; Highway Department, $3.50 per day; Inspector of Animals, $40 per year; Inspector of Milk, $20 per year; Librarians, $3 per day; Superintendent of Streets, $500 per year to in- clude use of auto; Park Department, $3.50 per day; Cemetery Depart- ment, $3.50 per day; Library Janitor, present rate; Board of Public Wel- fare, $50 per year for all.


Art. 33. To see if the Town will vote to raise and appropriate the sum of $13.50 for the maintenance of an additional Street Light on Parsons Avenue.

Art. 38. To see if the Town will vote to accept as a public way, Beaver Avenue, as laid out by the Board of Selectmen, and shown on Acceptance Plan and Profile of Beaver Avenue, Lynnfield, Mass., Philip J. Leary, Civil Engineer, dated Dec. 1932, filed with the Town Clerk.


Art. 39. To see if the Town will vote to accept as a public way, Lynnbrook Road, owned by Lynnfield Realty Co. Inc., as laid out by the Board of Selectmen, and shown on "Profile-Road in Lynnfield, Mass.," Philip J. Leary, Civil Engineer, said plan filed with the Town Clerk.


And you are directed to serve this Warrant by posting attested copies thereof, in at least six public places in said Town, and in such other public places as the Selectmen may designate, seven days at least before the time of holding said meeting. Hereof fail not, and make due return of this Warrant with your doings thereon, to the Town Clerk, at or before said meeting.

The very wide differences of opinion on Beacon Hill concerning the outcome of pending legislation affecting the state tax and credits to the town from the state make it impossible for us to estimate these items with any accuracy. However, after considering all factors, including the very substantial reduction in the state income tax refund, we are of opinion the net amount to be raised by taxation will be approximately as follows :-

This is an estimated increase of $1.23, and is caused, notwithstand- ing material reductions in the recommendations for substantially all departments of the town, by heavy increase in state tax and reduction in state credits. If these were upon the same basis as in 1932, the tax rate would be about $23.50 or 50 cents less than in 1932 and $1.70 less than the estimated rate for 1933.

REPORT OF TOWN CLERK


RECORD OF TOWN MEETING ANNUAL TOWN MEETING HELD MARCH 13, 1933 CALLED AT 7.30 P. M.


Article 1. To choose all town officers not required to be chosen by ballot, viz .: Three Field Drivers, one Pound Keeper, and three Wood Measurers.


On motion by Henry F. Smith, it was voted to appoint James D. McNamara, Daniel J. McCarthy and Joseph F. Smith as field drivers; Joseph F. Smith, as Pound Keeper; George M. Roundy, William E. Roundy and Albert G. Tedford as Wood Measurers.


Article 2. To act upon reports of town officers and special com- mittees as published.


On motion by Milton H. Doremus, it was voted to accept the re- ports of town officers and special committees as published.


Article 3. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money on and after January 1, 1934, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote, to be paid from the revenue of the financial year beginning January 1, 1934.
