SPECIAL TOWN MEETING, HELD JANUARY 13, 1936
The meeting was opened by the Moderator who read the Warrant and return of the Constable. The Articles were then taken up for action.
Article 1. To see if the Town will vote to appropriate a sum of money for the purchase of fire apparatus and equipment therefor or

for use therewith and determine how the appropriation shall be raised or take any action relative thereto.
Motion was made by W. W. Moxham, that there be raised and appropriated the sum of $8,000 for the purchase of a 500-gallon pumping fire engine and equipment therefor or for use therewith, and to meet said appropriation, the sum of $3,000 be raised in the tax levy of the current year and that the Treasurer with the approval of the Selectmen, be and hereby is authorized to borrow a sum up to but not exceeding $5,000, and to issue notes of the Town therefor, under the provision of Chapter 44, General Laws, so that the whole loan shall be payable in not more than two years from the date of the issue of the first note, or at such earlier date as the Treasurer and Selectmen may determine.
The Moderator is hereby authorized and directed to appoint a committee consisting of the Board of Selectmen, Chief of Fire Depart- ment, Nelson B. Todd, Ralph L. Wilkinson and George Lambert; and John Caldwell as Technical Adviser, to purchase said engine and equipment, and the said committee is hereby authorized to turn in the White truck now stationed at the Centre House, and obsolete and discarded equipment, to apply on the purchase price of the new engine and equipment. Voted to appoint tellers and C. H. Russell, H. P. Peabody and R. C. Daly were so appointed.
Total number of votes cast was 116; 107 voting in the affirmative and 9 in the negative, and the motion was carried.
Art. 2. To see if the Town will vote to ratify the action of the Chief of the Fire Department in disposing of the old Locomobile fire truck.
Voted: On motion by Nelson B. Todd, to ratify the action of the Chief of the Fire Department in disposing of the old Locomobile fire truck.
The meeting was dissolved at 8.20 P.M.

Article 1. To choose all town officers not required to be chosen by ballot, viz: Three Field Drivers, one Pound Keeper and three Wood Measurers.
Voted: On motion by John Ward, that Joseph F. Smith, Daniel J. McCarthy, and Everett S. Webster be appointed Field Drivers; Joseph F. Smith as Pound Keeper; George M. Roundy, Daniel Kelleher and Albert G. Tedford as Wood Measurers.

Voted: On motion by Milton H. Doremus, to accept the reports of the town officers and special committees as published.
Art. 3. To see if the Town will vote to authorize the Town Treas- urer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1937, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Voted: On motion by Carl H. Russell, that the Town authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1937, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Voted: On motion by W. W. Moxham, that Article 6 be taken up for consideration.
Art. 6. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of the Fire Department, or what action it will take thereon.
Motion was made by J. Ward, that the Town vote to raise and appropriate the sum of $5,000, to cover the expense of the Fire Depart- ment, which was amended by E. S. Webster, that the sum of $3,900 be raised for said purpose and the amendment was carried.
Art. 4. To see if the Town will vote to raise and appropriate a sum of money to cover the expenses of General Government of the Town, viz: Town Officers' salaries and expenses, care of Municipal Buildings, and Elections and Registrations, or what action it will take thereon.
Voted: On motion by C. A. Studley, that the Town raise and appropriate the sum of $7,595 to cover the expense of General Govern- ment of the Town, viz: Town Officers' salaries and expenses, care of Municipal Buildings and Elections and Registrations.
Art. 5. To see if the Town will vote to raise and appropriate a sum of money for the expense of the Police Department, or what action it will take thereon.
Voted: On motion by E. S. Webster, that the Town raise and appropriate the sum of $3,900 for the expense of the Police Department.
Art. 7. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of Hydrant Rental for fire protection for the ensuing year, or what action it will take thereon.

Voted: On motion by C. A. Studley, that the Town raise and appropriate the sum of $1,100 to cover the expense of Hydrant Rental for fire protection for the ensuing year.
Art. 8. To see if the Town will vote to raise and appropriate a sum of money to cover Other Protection of Persons and Property, or what action it will take thereon.
Motion was made by M. H. Doremus, that the Town raise and appropriate the sum of $245 to cover Other Protection of Persons and Property, which was amended by G. W. Peavey, that $305 be raised and appropriated, to be divided as follows: Sealer of Weights and Measures-salary $75.00, expenses $10.00; Inspector of Buildings,-salary $125, expenses $35; Dog Officer-$60, salary to be $35; and the amend- ment was carried.
Art. 9. To see if the Town will vote to raise and appropriate a sum of money to cover the State Moth Assessment, or what action it will take thereon.
Voted: On motion by C. H. Russell, that the Town raise and appropriate the sum of $1,614.33, to cover the State Moth Assessment.
Art. 10. To see if the Town will vote to raise and appropriate a sum of money for Private Moth Work, or what action it will take thereon.
Voted: On motion by G. M. Roundy, that the Town raise and appropriate the sum of $350 for Private Moth Work.
Art. 11. To see if the Town will vote to raise and appropriate a sum of money to be used by the Tree Warden, for the trimming and caring for trees along the highway, or what action it will take thereon.
Voted: On motion by J. Ward, that the Town raise and appropriate the sum of $400 to be used by the Tree Warden in trimming and caring for trees along the highway.
Art. 12. To see if the Town will vote to raise and appropriate a sum of money to be used for Health and Sanitation, including Board of Health, Inspection of Animals, Inspector of Milk or what action it will take thereon.

Voted: On motion by J. Ward, that the Town raise and appropriate the sum of $10,000 to cover the expense of the Welfare Department, in- cluding Old Age Assistance.
Art. 16. To see if the Town will vote to raise and appropriate a sum of money for the General Expense of the School Department, or what action it will take thereon.
Motion made by H. P. Peabody, that the Town raise and appro- priate the sum of $41,000 for the General Expense of the School Depart- ment was amended by T. M. Huse, that the sum of $40,000 and the amendment was carried.
Art. 17. To see if the Town will vote to raise and appropriate a sum of money for the general expense of the Public Libraries of the Town, or what action it will take thereon.
Motion made by R. P. Schlenker, that the Town vote to raise and appropriate the sum of $850 for the General Expense of the Public Libraries of the Town, was amended by J. Ward, that the sum of $800 be raised and appropriated, and the amendment was voted.
Art. 18. To see what disposal the Town will make of the money refunded .by the County from the Dog Licenses for the year 1935.
Voted: On motion by R. P. Schlenker, that the money refunded by the County from the Dog Licenses for the year 1935, be appropriated to the support of the Public Libraries.
Art. 19. To see if the Town will vote to raise and appropriate a sum of money to cover the general expense of the Town Parks, or what action it will take thereon.
Voted: On motion by E. M. Fletcher, that the Town raise and appropriate the sum of $600 for the General Expense of the Town Parks; that $150 of said sum be used for care of the children during the summer months, in both parts of the town.
Art. 20. To see if the Town will vote to raise and appropriate a sum of money for the Observance of Memorial Day, and determine by whom it shall be expended, or what action it will take thereon.
Voted: On motion by C. H. Russell, that the Town raise and appro-

priate the sum of $175 for the Observance of Memorial Day, said sum to be expended under the direction of a committee to be appointed by the American Legion Post No. 131, Incorporated.
Art. 21. To see if the Town will vote to raise and appropriate a sum of money to cover the Town's share of the expense incurred during the year 1935 in maintaining the Essex County Sanatorium, under the provisions of Chapter 111 of the General Laws, or what action it will take thereon.
Voted: On motion by W. W. Moxham, that the Town raise and appropriate the sum of $1,221.09, to cover the Town's share of the ex- pense incurred during the year 1935, in maintaining the Essex County Sanatorium, under the provisions of Chapter 111 of the General Laws.
Art. 22. To see if the Town will vote to raise and appropriate a sum of money for the Reserve Fund.
Voted: On motion by J. Ward, that the Town raise and appropriate the sum of $3,000 for the Reserve Fund.
Art. 23. To see if the Town will vote to raise and appropriate a sum of money for the use of the Cemetery Commissioners for the care of the Town Cemeteries, or what action it will take thereon.
Voted: On motion by M. H. Doremus, that the Town raise and appropriate the sum of $650 for use of the Cemetery Commissioners, in the care of the Town Cemeteries.
Art. 24. To see if the Town will vote to raise and appropriate a sum of money to cover Payments of Notes maturing the current year, or what action it will take thereon.
Voted: On motion by C. H. Russell, that the Town raise and appropriate the sum of $4,000 to cover Payments of Notes maturing the current year.
Art. 25. To see if the Town will vote to raise and appropriate a sum of money to cover Payments of Interest on Debts and Loans be- coming due the current year, or what action it will take thereon.
Voted: On' motion by C. A. Studley, that the Town raise and appropriate the sum of $500 to cover Payments of Interest on Debts and Loans becoming due the current year.
Art. 26. To see if the Town will vote to raise and appropriate a sum of money to be used for Government or Relief Projects, or what action it will take thereon.
Voted: On motion by E. S. Webster, that the Town raise and appro- priate the sum of $2000 to be used for Government or Relief Projects.
Art. 27. To see if the Town will vote to raise and appropriate a sum of $2,500, said sum to be used with sums allotted by the County of Essex and the Commonwealth of Massachusetts in resurfacing shoulders of Salem Street, in accordance with the provisions of Chapter 90, of the General Laws.

Motion made by M. H. Carter, that the Town vote to raise and appropriate the sum of $2,500, to be used with sums allotted by the County of Essex and the Commonwealth of Massachusetts, in resurfac- ing shoulders of Salem Street, in accordance with the provisions of Chapter 90, of the General Laws, was amended by W. W. Moxham, that action on Article 27 be indefinitely postponed and it was so voted.
Art. 28. To see if the Town will vote to raise and appropriate the sum of $2,500, said sum to be used with sums allotted by the County of Essex and the Commonwealth of Massachusetts in reconstructing Salem Street from the Peabody-Lynnfield line to the intersection of Lynnfield Street, in accordance with the provisions of Chapter 90, of the General Laws.
Voted: On motion by W. W. Moxham, that the Town raise and appropriate the sum of $2,500, said sum to be used with sums allotted by the County of Essex and Commonwealth of Massachusetts in re- constructing Salem Street, from the Peabody - Lynnfield line to the intersection of Lynnfield Street, in accordance with the provisions of Chapter 90 of the General Laws.
