The following regulation was adopted at a meeting of the Board of Fire Engineers, held Aug. 13, 1934:


It is hereby ordered, that Lynnfield Fire Apparatus, shall not be taken outside the limits of the Town of Lynnfield, without being ac- companied by the Chief of the Department, or one of the members of the Board of Engineers.

RECORD OF TOWN MEETING ANNUAL TOWN MEETING HELD MARCH 12, 1934 CALLED AT 7.30 P.M.


Article 1. To choose all town officers not required to be chosen by ballot, viz: Three Field Drivers, one Pound Keeper and three Wood Measurers.


Voted: On motion by John Ward, to appoint James D. McNamara, Daniel J. McCarthy and Joseph F. Smith as field drivers, Joseph F. Smith as Pound Keeper, George M. Roundy, William E. Roundy and Albert G. Tedford as wood measurers.


Art. 2. To act upon reports of town officers and special committees as published.


Voted: On motion by George W. Peavey, to accept the reports of the town officers and special committees, as published.


Art. 3. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1, 1935, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1935; and to renew any note or notes that have been issued in anticipation of the revenue of the financial year beginning January 1, 1934, in accordance with Section 17, Chapter 44, General Laws, any debt or debts, so incurred, to be paid from the revenue of the financial year beginning January 1, 1934.


Voted: On motion by Carl H. Russell, that the Town authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time, in anticipation of the revenue of the financial year, be- ginning January 1, 1935 and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1935; and to renew any note or notes that have been issued in anticipation of the revenue of the financial year beginning January 1, 1934, in accord- ance with Section 17, Chapter 44 General Laws, any debt or debts so incurred, to be paid from the revenue of the financial year beginning January 1, 1934.

Art. 4. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of General Government of the Town, viz: Town Officers' salaries and expenses, care of Municipal Buildings, and Elections and Registrations, or what action it will take thereon.


Voted: On motion by Clarence A. Studley, that the Town raise and appropriate the sum of $8,000, to cover the expense of General Government of the Town, viz: Town Officers' salaries and expenses, care of Municipal Buildings, and Elections and Registrations.


Art. 5. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of the Police Department, or what action it will take thereon.


Voted: On motion by G. W. Peavey, that the Town raise and ap- propriate $4,300 to cover the expense of the Police Department, to be expended under the direction of the Board of Selectmen, that $500 be used for equipment, that the Selectmen be authorized to trade in the old car.


Art. 6. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of the Fire Department, or what action it will take thereon.


Voted: On motion by W. W. Moxham and amended by Daniel M. Killoran, that the Town raise and appropriate the sum of $4,000 to cover the expense of the Fire Department for the ensuing year, $500 to be used for equipment; the original motion called for an appro- priation of $4,500.


Art. 7. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of Hydrant Rental for fire protection for the ensuing year, or what action it will take thereon.


Voted: On motion by J. Ward, that the Town raise and appropri- ate the sum of $1,075 to cover the expense of Hydrant Rental for fire protection for the ensuing year.


Art. 8. To see if the Town will vote to raise and appropriate a sum of money to cover expense of Other Protection of Persons and Property, or what action it will take thereon.


Voted: On motion by W. H. Perry, that the Town raise and ap- propriate the sum of $275 to cover the expense of Other Protection of Persons and Property, including Sealer of Weights and Measures, and Inspection of Buildings, to be divided as follows: Sealer of Weights and Measures, salary $75.00, expenses $10.00; Inspector of Buildings, salary $125.00, expenses $35.00. Other Protection of Persons and Prop- erty $30.00.

Art. 9. To see if the Town will vote to raise and appropriate a sum of money to cover the State Moth Assessment, or what action it will take thereon.


Voted: On motion by G. M. Roundy, that the Town raise and ap- propriate the sum of $1,479.25, to cover the State Moth Assessment.


Art. 10. To see if the Town will vote to raise and appropriate a sum of money for Private Moth Work, or what action it will take thereon.


Voted: On motion by Robert E. Ramsdell, that the Town raise and appropriate the sum of $350 for Private Moth Work.


Art. 11. To see if the Town will vote to raise and appropriate a sum of money to be used by the Tree Warden for the trimming and caring for trees along the highways, or what action it will take thereon.


Voted: On motion by John Ward, that the Town raise and appro- priate the sum of $400 to be used by the Tree Warden for the trim- ming and caring for trees along the highways.


Art. 12. To see if the Town will vote to raise and appropriate a sum of money to be used for Health and Sanitation, including Board of Health, Inspection of Animals, Inspection of Milk, and Dog Officer, or what action it will take thereon.


. Voted: On motion by C. A. Studley, that the Town raise and ap- propriate the sum of $165 to be used for Health and Sanitation, in- cluding Board of Health, Inspection of Animals, Inspection of Milk, and Dog Officer; to be divided as follows: Board of Health $30.00, the salary to be $20.00, Inspection of Animals $60.00, the salary to be $40.00, Inspection of Milk $25.00, the salary to be $20.00, Dog Officer $50.00, the salary to be $25.00.


Motion made by G. W. Peavey, that Articles 13 and 31 be taken up jointly was carried.


Art. 13. To see if the Town will vote to raise and appropriate a sum of money for the General Expense of the Highway Department, or what action it will take thereon.


Art. 31. To see if the Town will vote to raise and appropriate a sum of money to be used in co-operation with C. W. A. Projects.


Mr. Peavey made a motion that $11,000 be raised and appropriated for the General Expense of the Highway Department, that $875.00 be used for equipment, that the Board of Selectmen be authorized to trade in old equipment when purchasing new, and the motion was carried.


Art. 14. To see if the Town will vote to raise and appropriate a sum of money to carry on the program of Sidewalk Construction, or what action it will take thereon.

Art. 15. To see if the Town will vote to raise and appropriate a sum of money to cut brush along the highways, to be expended un- der the direction of the Board of Selectmen, or what action it will take thereon.


Voted: On motion by J. Ward, that the Town raise and appropriate the sum of $350 to cut brush along the highways to be expended under the direction of the Board of Selectmen.


Art. 16. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of Street Lighting, or what action it will take thereon.


Voted: On motion by George M. Roundy, that the Town raise and appropriate the sum of $3,600 to cover the expense of Street Lighting.


Art. 17. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of Welfare Department, includ- ing Old Age Assistance, or what action it will take thereon.


Voted: On motion by C. A. Studley, that the Town raise and ap- propriate the sum of $7,470 to cover the expense of the Welfare De- partment, including Old Age Assistance.


Art. 18. To see if the Town will vote to raise and appropriate a sum of money for the General Expense of the School Department, or what action it will take thereon.


Voted: On motion by H. P. Peabody, that the Town raise and ap- propriate the sum of $41,100 for the General Expense of the School De- partment.


Art. 19. To see if the town will vote to raise and appropriate a sum of money for the General Expense of the Public Libraries of the Town, or what action it will take thereon.


Voted: On motion by Malcolm C. Eaton, that the Town raise and appropriate the sum of $600 for the General Expense of the Public Libraries for the ensuing year.


Art. 20. To see what disposal the Town will make of the money refunded by the County from Dog Licenses for the year 1933.


Voted: On motion by J. Ward, that the Town appropriate the money refunded by the County from Dog Licenses for the use of the Public Libraries.


Art. 21. To see if the Town will vote to raise and appropriate a sum of money for the General Expense of the Town Parks, or what action it will take thereon.

Voted: On motion by G. M. Roundy, that the Town raise and ap- propriate the sum of $750 for the General Expense of the Town Parks, that one half of said sum be used in each part of the town.


Art. 22. To see if the Town will vote to raise and appropriate a sum of money for the Observance of Memorial Day, and determine by whom it shall be expended, or what action it will take thereon.


Voted: On motion by C. H. Russell, that the Town raise and ap- propriate the sum of $175 for the Observance of Memorial Day, same to be expended under the direction of a committee to be appointed by the American Legion Post No. 131 Incorporated.


Art. 23. To see if the Town will vote to raise and appropriate a sum of money to cover the Town's share of the expense incurred dur- ing the year 1933 in Maintaining the Essex County Sanatorium, under the provisions of Chapter 111 of the General Laws, or what action it will take thereon.


Voted: On motion by R. E. Ramsdell, that the Town raise and ap- propriate the sum of $655.19 to cover the Town's share of expense in- curred during the year 1933 in Maintaining the Essex County Sanatori- um, under the provisions of Chapter III of the General Laws.


Art. 24. To see if the Town will vote to raise and appropriate the sum of $2,500 for the Reserve Fund.


Voted: On motion by J. Ward, that the Town raise and appropri- ate the sum of $2,500 for the Reserve Fund.


Art. 25. To see if the Town will vote to raise and appropriate a sum of money to be used by the Cemetery Commissioners for the care of the Town Cemeteries, or what action it will take thereon.


Voted: On motion by R. R. Pearson, that the Town raise and ap- propriate the sum of $550 to be used by the Cemetery Commissioners in the care of the Town Cemeteries.


Art. 26. To see if the Town will vote to raise and appropriate a sum of money to cover Payments of Interest on Debts and Loans be- coming due the current year, or what action it will take thereon.


Voted: On motion by C. H. Russell, that the Town raise and ap- propriate the sum of $3,200 to cover Payments of Interest on Debts and Loans, becoming due the current year.


Art. 27. To see if the Town will vote to raise and appropriate a sum of money to cover Payment of Notes maturing the current year, or what action it will take thereon.


Voted: On motion by C. H. Russell, that the Town raise and ap- propriate the sum of $6,000 to cover Payment of Notes maturing the current year.

Art. 28. To see if the Town will vote to raise and appropriate the sum of $225.00 in settlement of claims for damages to persons and prop- erty; $100 of said sum to be used to reimburse the Compensation Fund for expenses paid during the year 1933.


Voted: on motion by C. A. Studley, that the Town raise and ap- propriate the sum of $225 in settlement of claims for damages to per- sons and property; $100 of said sum to be used to reimburse the Com- pensation Fund, for expenses paid during the year 1933.


Art. 29. To see if the Town will vote to raise and appropriate the sum of $7,500, to purchase a Standard Fire Department Pump; $2,000 to be raised in the 1934 tax levy, $2,000 in the 1935 tax levy, $2,000 in the 1936 tax levy, $1,500 in the 1937 tax levy, or what action it will take thereon.


Voted: On motion by W. W. Moxham, that the Town raise and appropriate the sum of $7,500 said sum together with the sum of $500, voted under Article 6, for the purchase of equipment for the Fire De- partment, be used for the purchase of a Standard Fire Department Pumping Engine and for the purpose of meeting said appropriation of $7,500, there be raised in the tax levy of the current year, the sum of $2,000 and that the Treasurer, with the approval of the Selectmen, be and he hereby is authorized to borrow a sum up to but not exceeding $5,500, and to issue bonds or notes to be payable in accordance with the provisions of Sec. 19 of Chap. 44 of the General Laws, so that the whole loan shall be paid in not more than three years from the date of the issue of the first bond or note, or at such earlier date as the Treasurer and Selectmen may determine.


That the following be appointed a committee to purchase the pumping engine: William W. Moxham, John S. Caldwell, Clarence A. Studley, George W. Peavey and Walter H. Perry.


The check list was used and 214 voted in the affirmative and 65 in the negative, one blank.


Art. 30. To see if the Town will vote to raise and appropriate the sum of $4,800.00 to purchase a Buffalo-Springfield 13-ton Roller; $2,400 to be raised in the tax levy of 1934 and $2,400.00 to be raised in the 1935 tax levy.


Voted: On motion by G. W. Peavey, to indefinitely postpone action on Article 30.


Art. 32. To see if the Town will vote to increase the rate of wages . to 50c per hour for all Town labor paid on an hourly basis excepting janitors, or what action it will take thereon.


Voted: On motion by Nelson B. Todd, that hereafter the rate of 50c per hour be paid town employees, (excepting janitors) paid by the hour or day under 50c per hour; that this rate apply to Moth Depart-

Art. 33. To see if the Town will vote to raise and appropriate the sum of $500 to be used in the continuance of the Town survey plotting and mapping.

Art. 34. To see if the Town will vote to raise and appropriate the sum of $3,000; said sum to be used with sums of equal amounts al- lotted by the County of Essex and the Commonwealth of Massachusetts in widening Salem Street; in accordance with the provisions of Chap- ter 90, General Laws.


Voted: On motion by J. Ward, to indefinitely postpone action on Article 34.


Art. 35. To see if the Town will vote to raise and appropriate a sum of money for the purchase of the Playground on Main Street, Lynnfield, from the Lynnfield Centre Playground Association for Play- ground Purposes, or what action it will take thereon.


Voted: On motion by N. B. Todd, to indefinitely postpone action on Article 35.


Art. 36. To see if the Town will vote to re-zone the northeasterly side of Salem Street from the Wakefield line, as far as and including the parking space owned by George P. Kimball, or what action it will take thereon.


Voted: On motion by N. B. Todd, to indefinitely postpone action on Article 36.


Art. 37. To see if the Town will vote to raise and appropriate a sum of money sufficient to ensure the collection of ashes and rubbish, not less often than once every two weeks, or what action it will take thereon.


Voted: On motion by J. Ward, to indefinitely postpone action on Article 37.
