Motion was made and duly seconded that the Town amend the Zon- ing By-Laws of the Town by striking out Paragraph (d) of Section 2 thereof and substituting the following new paragraph:
(d) No dwelling shall be erected or placed on a lot unless the lot has a street frontage of at least one hundred (100) feet upon the frontage street or way, public or private, and an area of at least ten thousand (10,000) square feet, provided, that in cases where substantial injury will. not be done to surrounding property, the Board of Appeals may, in accordance with the provisions of Section 30, Chapter 40, of the General Laws, permit the erection or placing of a dwelling on any lot heretofore laid out which does not at the time this paragraph is adopted, comply with the foregoing minimum requirements. No lot with a building thereon shall be changed in size so as to violate the provisions of this paragraph, and no lot area or frontage shall at any time be considered as the required area or frontage for more than one dwelling.
An amendment was offered by George Trayers and duly seconded, that Paragraph (d) be changed to read 75 feet upon the frontage street or way, instead of 100 feet. Tellers were appointed and a vote taken. The amendment was lost, 11 voting in the affirmative, and 126 in the negative.

Art. 2. To see if the Town will vote to authorize the Board of Selectmen to appoint one of their number to the position of Chief of Police and determine his compensation, as provided by Section 4A, Chapter 41, of the General Laws.
Motion to indefinitely postpone action on Article 2, made by Milton Doremus, was defeated.
Voted: On motion by Clarence Studley that the Town fix the com- pensation of the Chief of Police at the rate of $600.00 annually, provided that from the date of this meeting until December 31, 1940, the appointee be paid the sum of $450.00 in lieu of services rendered from April 1, 1940, to the end of the fiscal year.

Art. 3. To see if the Town will vote to authorize the Board of Selectmen to appoint one of their number as Deputy Chief of the Fire Department, with the approval of the Chief of the Fire Department, and determine his compensation, as provided by Section 4A, Chapter 41, of the General Laws.
Voted: On motion by Everett Webster, and duly seconded, that the Town fix the compensation of the Deputy Chief of the Fire Department at the rate of $100.00 annually, provided that from the date of this meeting until December 31, 1940, the appointee be paid the sum of $83.33 in lieu of services rendered from March 1, 1940, to the end of the fiscal year.
Art. 4. To see if the Town will vote to accept as a public way, Carter Road, running from Main Street in a northwesterly direction for a distance of seven hundred and forty-three (743) feet, as laid out by the Board of Selectmen and shown on a plan filed with the Town Clerk by J. Gibbons and C. Schmalfuss, C. E.

Nichols the trustee appointed in clause three shall pay the remaining one thousand dollars to the said Town of Lynnfield, to be by it held in trust and the income

Higgins, Town Clerk of the Town of Lynnfield, Massa- chusetts, hereby certify that a Special Town Meeting was duly called and held at 7.30 o'clock in the evening on Monday, November 4, 1940, that attached hereto marked "A" are two attested copies of Article 1, of the Warrant, of said meeting; that attached hereto marked "B" is a certificate of the Chairman of the Planning Board of said Town with reference to public hearing concerning Article 1, the nature thereof, and time and place of holding same; that attached hereto marked "C" are two copies of duly attested vote passed at said meeting acting under said Article 1, and setting forth that 151 votes were cast, of which 131 voted in the affirmative and 20 in the negative; that before said vote was taken the Planning Board made a final report to said meeting as required by Section 27, Chapter 40, of the General Laws; that attached hereto are two duly attested copies of the by-law as voted, marked "D."

Gentlemen:
As required by the General Laws of the Commonwealth, the Planning Board held a public hearing on the matter of the proposed change in the Zoning By-Law as set forth in Article, numbered one, in the Warrant for the coming Town Meeting, in the Town Hall, Lynn- field Centre, October 25, 1940. Due notice of the hearing was given by posting a notice thereof on the bulletin board at the Chemical House in Lynnfield Square and on the bulletin board at G. M. Roundy and Co., store in Lynnfield Centre, both postings being made on October 15, 1940, and also by publishing a copy of the notice in the Village Press of October 17, 1940.

At the request of ten registered voters of Lynnfield, who filed written application with the Town Clerk, a recount of the votes cast for County Commissioner, was held as required by law, on Tuesday, November 19, 1940.
The Board of Registrars, assisted by George Peavey, Everett Webster, Everett Richards, Sidney Richards, Sidney Eaton, Thomas Lynch, and Wesley Munroe, conducted the recount.

Greeting:
In the name of the Commonwealth you are hereby required to notify and warn the inhabitants of said town who are qualified to vote in Primaries to meet in Chemical Hall in Precinct 2 and in Town Hall in Precinct 1,
Tuesday, the Seventeenth Day of September, 1940
at 12 o'clock Noon, for the following purposes:
To bring in their votes to the Primary Officers for the Nomination of Candidates of Political Parties for the following offices:
Governor for this Commonwealth; Lieutenant-Governor, for this Commonwealth; Secretary of the Commonwealth, for this Common- wealth; Treasurer and. Receiver-General, for this Commonwealth; Auditor of the Commonwealth, for this Commonwealth; Attorney- General, for this Commonwealth; Senator in Congress, for this Com- monwealth; Representative in Congress, for Seventh Congressional Dis- trict; Councillor, for Fifth Councillor District; Senator, for Third Sena- torial District; Two Representatives in General Court, for Tenth Repre- sentative District; Clerk of Courts, for Essex County; Register of Deeds, for South Essex District; County Commissioners (2) for Essex County. (Except Nantucket and Suffolk Counties)
VACANCIES
In County of Dukes County :- A County Treasurer. In Hampshire County :- A County Treasurer. In Middlesex County :- A County Treas- urer. In Suffolk County :- A Sheriff.
And for the election of the following officers:
Four Delegates to the State Convention of the Republican Party.
One Delegate to the State Convention of the Democratic Party. -
The polls will be open from 12 Noon to 8 P. M.
