Recommendations of the Finance Committee Town of Lynnfield
COMMONWEALTH OF MASSACHUSETTS
ESSEX, SS.
To either of the Constables of the Town of Lynnfield, in said County of Essex,
GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Lynnfield, qualified to vote in elections and in town affairs, to meet in their respective polling places, on Monday, March 7, 1932, at 5.45 A. M., then and there to bring in their votes on one ballot for the choice of all necessary town officers for the ensuing year chosen in this manner, viz: Three Selectmen for 1 year, Town Clerk for 1 year, Town Treasurer for 1 year, Tax Collector for 1 year, one Assessor for 3 years, one School Committee for 3 years, one Trustee of Public Libraries for 3 years, one Cemetery Commissioner for 3 years, one Park Commissioner for 3 years, two Constables for 1 year, one Tree Warden for 1 year, five Planning Board Members for 1 year, Moderator for 1 year.
The polls in each precinct will be open at 5.45 A. M., and will be closed at 4 P. M., on said March seventh.
The polling place for voters living in Precinct 1 will be in the Town Hall; for the voters living in Precinct 2, will be in Chemical Hall No. 2, corner of Broadway and Salem street, all in said Lynnfield.
And you are further required to notify and warn the inhabitants of the Town of Lynnfield, qualified to vote in elections and in town affairs, to meet in the Town Hall on Monday, the fourteenth day of March A. D. 1932, at 7.30 P.M., to consider and act upon the following articles :
Article 1. To see if the Town will vote to suspend the rule, in regard to not allowing debate on a motion to indefinitely postpone.
Art. 2. To choose all town officers not required to be chosen by ballot, viz: Three Field Drivers, one Pound Keeper and three Wood Measurers.
Art. 3. To act upon reports of town officers and special committees as published.
Art. 4. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money on and after January 1, 1933, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote, to be paid from the revenue of the financial year beginning January 1, 1933.
Art. 5. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of General Government of the Town, viz: Town Officers' salaries and expenses, care of Municipal Buildings, and Elections and Registrations, or what action it will take thereon.

Art. 33. To see what the Town will vote to do with the unexpended money appropriated for Main Street Construction, under Article 17 of the Annual Town Meeting of March, 1931.
Art. 34. To see if the Town will vote to accept as an addition to. Section Four (4) of the Building Regulations the following:

"All buildings hereafter erected, which are to be used in whole or in part for residential purposes, shall have floor timbers under all floors, not less than 2 in. x 8 in. and the timbers supporting ceilings but not floors, not less than 2 x 6 inches, and the roof rafters, where the pitch is less than one-fourth the width, not less than 2 x 8 inches, but in no case shall the roof rafters be less than 2 x 6 inches."
Art. 35. To see if the Town will vote to accept as an amendment to Section Ten (10) of the Building Regulations, Section 7d of the Zoning By-Law, so as to read as follows:
"A Board of Appeal shall be appointed by the Board of Selectmen, and shall consist of five (5) persons, three of whom shall be members of the Board of Selectmen, one a member of the Town Planning Board, and one shall be appointed from the citizens of the Town. This Board of Appeal shall be appointed annually at the first meeting of the Board of Selectmen following the Annual Town Meeting."
Art. 36. To see if the Town will vote to amend Section Twelve (12) of the Building Regulations so as to read as follows:
"No wall structure, building or part thereof, shall hereafter be built, enlarged, altered or repaired, until a plan of the proposed work, together with a statement of the material to be used, shall have been submitted to the Building Inspector, who shall if in accordance with the provisions herein contained, issue a permit for the proposed work.
"No fee shall be charged for the permit, when the value of the alterations or repairs will not total more than fifty (50) dollars, or to construct an outbuilding not more than 6 x 10 feet in size.
"A fee of one (1) dollar shall be charged for a permit for all construction, alteration or repair, when the total value of such work is more than fifty (50) dollars and not more than one (1) thousand dollars.

"A fee of two (2) dollars shall be charged for a permit to con- struct, alter or repair any building which is to be used in whole or in part as a dwelling, and for all construction, alterations and repairs, when the total value of such work will be more than one (1) thousand dollars."

Art. 37. To see if the Town will vote to accept as an addition to Section Seven (7) of the Building Regulations the following:
"No building of any size or for any purpose, shall hereafter be erected if the exterior side walls of such building are to be finished with tar paper, asphalt shingles, asphalt paper or any nondescript material or substance."
Art. 38. To see if the Town will vote to adopt as an addition to the Zoning By-Law the following:
"Any person or persons who sub-divide or cause to be sub-divided a parcel of land into two or more lots, shall be responsible for adequate markings to be clearly visible, made of material that will be permanent in nature, clearly marking and defining the boundaries of such lots. Such markings to be visible from one to another, around the entire boundary of each lot.
Art. 39. To see if the Town will vote to raise and appropriate a sum of money for the observance of the Fourth of July, said amount to be divided equally between the two precincts of the Town, and to be spent under the direction of the Board of Selectmen or by a Committee appointed by them, or what action it will taken thereon.

Art. 41. To see if the Town will vote to instruct the Board of Selectmen, to have an Annual Audit of the Town Accounts, in accord with Chapter 44, Section 40, of the General Laws, expense of same to be taken from General Government appropriation, or what action it will take thereon.
Art. 42. To see if the Town will vote to direct the Moderator to appoint a committee of three citizens of the Town, to codify the Town By-Laws, the committee to report not later than the next Annual Town Meeting.

To see if the Town will vote to raise and appropriate the sum of four thousand five hundred dollars ($4,500.00); for the purchase of, or for the purpose of taking by right of eminent domain, about four and one-half acres of land, for public use, located on Railroad Avenue, in the Town of Lynnfield, Mass., adjoining land now or formerly owned by Archie Hurlburt on the west, on the east by land owned by Carl Carter and others, and on the north by land now owned by the Town of Lynnfield, known as Suntaug Park, and that the Board of Selectmen be instructed to carry out the intent of this article, or what action it will take thereon.
Finance Committee recommends reference to next Town Meeting, and suggests that the Selectmen themselves or by a committee confer with representatives of the Davis Estate.
Art. 47. To see if the Town of Lynnfield will vote to re-zone the property of Benjamin B. Shute on the easterly side of Main Street, from a residential district to a business district .- Ernest W. Savage and others.
And you are directed to serve this Warrant by posting attested copies thereof, in at least six public places in said Town, and in such other public places as the Selectmen may designate, seven days at least before the time of holding said meeting. Hereof fail not, and make due return of this Warrant with your doings thereon, to the Town Clerk, at or before said meeting.

Based upon these figures, we will have a tax rate of $24.25 per thousand, which is slightly less than the rate for 1931.
Although our recommendations for general appropriations are less than for previous years, reduced credits and increased amounts for schools and welfare, including old-age assistance, have prevented our making the total reduction as large as we had hoped. We are unable to find any way whereby additional savings can be made without either reducing salaries or curtailing activities many of which are essential as the source of earnings for many of our townspeople. It should be clearly borne in mind, however, that any increase over our recommend- ations will result in an increase in taxation at the rate of $1 for each $3500 by which the total appropriation exceeds the above recommenda- tions. We thoroughly believe that no appropriation should be made for any matter which can be reasonably and properly postponed.
