I, Fred. I. Wilkins, Town Clerk of the Town of Lynnfield, Massa- chusetts, hereby certify that a Special Town Meeting was duly called and held at 7.15 o'clock in the evening on Friday, January 29, 1937; that attached hereto marked "A" is an attested copy of Article 1 of

the warrant for said meeting; that attached hereto marked "B" is a certificate of the Secretary of the Town Planning Board of said Town with reference to a public hearing concerning Article 1, the nature thereof and time and place of holding the same; that attached hereto marked "C" are two copies of duly attested vote passed at said special meeting acting under said Article 1 and setting forth that 73 votes were cast, of which 73 were in the affirmative and none in the negative; that before said vote was taken the Planning Board made a final report to said meeting as required by Section 27 of Chapter 40 of the General Laws, that the Planning Board unanimously recommended that the district be re-zoned as a business district, that attached hereto marked "D" are two attested copies of maps of said Town showing the loca- tion of the district changed.

Article I. To see if the Town will vote to re-zone and establish as a business district the following described parcel of land now within a residential district, on the westerly side of the Newburyport Turnpike, viz .: Beginning at a point on the westerly line of the Newburyport Turnpike at the southeasterly corner of the lot herein described, and at land now or formerly of Heylman and thence running northwesterly bounded southwesterly by said land of Heylman as the wall now stands about 480 feet; thence running southwesterly bounded southeasterly by said land of Heylman as the wall stands about 821.5 feet to land of the City of Lynn; thence running northwesterly, bounded southwesterly by land of the City of Lynn 379.5 feet to land of owners unknown; thence running easterly bounded northerly by land of owners unknown 660 feet; thence running northwesterly bounded southwesterly by land

The Planning Board held a hearing on January 28th on Article number one of the warrant for a Special Town Meeting to be held January 29th, 1937. Article one provides for re-zoning as a business district of the land therein described, now located within a residential district.
Mr. Ralph L. Wilkinson appeared, in favor of re-zoning. No one appeared in opposition.
In the opinion of the Planning Board, no detriment will result to the Town if the district is re-zoned as a business district, the land in the vicinity not being suitable for residential purposes, and there being but one or two houses used as dwellings within a distance of half a mile.
The Board therefore, unanimously recommends that the district be re-zoned as a business district.

ANNUAL TOWN MEETING HELD MARCH 8, 1937 CALLED AT 7.30 P. M.
Article 1. To choose all town officers not required to be chosen by ballot, viz .: Three Field Drivers, one Pound Keeper and three Wood Measurers.
Voted: On motion by John Ward to appoint Joseph F. Smith, Daniel J. McCarthy, Everett S. Webster as Field Drivers; Joseph F. Smith as Pound Keeper; and George M. Roundy, Daniel Kelleher and Albert G. Tedford as Wood Measurers.
Art. 2. To act upon reports of town officers and special commit- tees as published.
Voted: On motion by M. H. Doremus to accept the reports of town officers and special committees as published.
Art. 3. To see if the Town will vote to authorize the Town Treas- urer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1938, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44. General Laws.
Voted: On motion by G. W. Peavey, to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1, 1938, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

S. Webster that $8,080.00 be raised and appro- priated for said purpose.
Art. 5. To see if the Town will vote to raise and appropriate a. sum of money for the expense of the Police Department.
Voted: On motion by G. W. Peavey to raise and appropriate the sum of $4,000.00 for the expense of the Police Department.

Art. 6. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of the Fire Department.
Motion was made by W. W. Moxham, that the Town vote to raise and appropriate the sum of $4,500.00, to cover the expense of the Fire Department and purchase of additional equipment, that the salary of the two captains and two lieutenants be increased $25.00 per year, and of the ten regular men $15.00 per year, was amended by J. Ward that $100 be used for waterproofing the cistern on Arlington Street.
The motion as amended was carried.
Art. 7. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of Hydrant Rental for fire protection for the ensuing year.
Voted: On motion by C. A. Studley, that the Town raise and appro- priate the sum of $1,100.00 to cover the expense of Hydrant Rental for fire protection for the ensuing year.
Art. 8. To see if the Town will vote to raise and appropriate a. sum of money to cover Other Protections of Persons and Property.
Voted: On motion by E. S. Webster, to raise and appropriate the sum of $390.00 to cover the expense of Other Protection of Persons and Property.
Art. 9. To see if the Town will vote to raise and appropriate a, sum of money to cover the State Moth Assessment.
Voted: On motion by G. W. Peavey, that the Town raise and appro- priate the sum of $1,614.33 to cover the State Moth Assessment.
Art. 10. To see if the Town will vote to raise and appropriate a sum of money for Private Moth Work.
On motion by G. M. Roundy, that the Town vote to raise and ap- propriate the sum of $350.00 for Private Moth Work, an amendment was offered by J. Ward, that the sum of $325.00 be raised and appropriated for said purpose and the amendment was carried.
Art. 11. To see if the Town will vote to raise and appropriate a sum of money to be used by the Tree Warden, for the trimming and caring for trees along the highway.
Voted: On motion by J. Ward, that the Town raise and appropriate the sum of $500.00, to be used by the Tree Warden, in the trimming and caring for trees along the highways.
Art. 12. To see if the Town will vote to raise and appropriate a sum of money to be used for Health and Sanitation, including Board of Health, Inspection of Animals, Inspector of Milk.
Voted: On motion by G. W. Peavey, that the Town raise and appro- priate the sum of $310.00, to be used for Health and Sanitation. including Board of Health, Inspection of Animals, Inspector of Milk.

Art. 13. To see if the Town will vote to raise and appropriate a sum of money to cover the General Expense of the Highway Department.
Voted: On motion by M. H. Carter, that the Town raise and appro- priate the sum of $10,400.00 for General Expense of the Highway Depart- ment, and $600.00 for equipment.
Art. 14. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of Street Lighting.
Art. 37. To see if the Town will vote to raise a sum of money to cover the maintenance cost of two street lights on Brook Drive, two on Beaver Avenue, and one on Green Street near the Stewart property, on the new pole recently located there.
On motion by G. W. Peavey, it was voted to take up Articles 14 and 37 jointly; and on motion by Mr. Peavey, it was voted that the Town raise and appropriate the sum of $3,725.00, to cover the expense of Street Lighting in the Town of Lynnfield, and the maintenance cost of the five new lights asked for in Article 37.
Art. 15. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of the Welfare Department.
Voted: On motion by C. A. Studley, that the Town raise and appro- priate the sum of $4,950.00 to cover the expense of the Welfare Depart- ment.
Art. 16. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of Old Age Assistance.
Voted: On motion by G. W. Peavey, that the Town raise and appro- priate the sum of $6,000.00 to cover the expense of Old Age Assistance.
Art. 17. To see if the Town will vote to raise and appropriate a sum of money to cover the expense of Soldiers' Relief.
Voted: On motion by E. S. Webster, that the Town raise and appro- priate the sum of $1,200.00 to cover the expense of Soldiers' Relief.
Art. 18. To see if the Town will vote to raise and appropriate a sum of money for the general expense of the School Department.
Motion by A. H. Riggs, that the Town vote to raise and appro- priate the sum of $42,428.00 for the general expense of the School Department, was amended by H. P. Peabody that the sum raised and appropriated for said purpose be $42,000.00, and the amendment was carried.
Art. 19. To see if the Town will vote to raise and appropriate a sum of money for the general expense of the Public Libraries.
Voted: On motion by M. C. Eaton, that the Town raise and appro- priate the sum of $800.00 for the general expense of the Public Libraries.
Art. 20. To see what disposal the Town will make of the money refunded by the County from the Dog Licenses for the year 1936.

Art. 23. To see if the Town will vote to raise and appropriate a; sum of money to cover the Town's share of the expense incurred during the year 1936 in maintaining the Essex County Sanatorium under the provisions of Chapter 111 of the General Laws.
Voted: On motion by C. A. Studley, that the Town raise and appro- priate the sum of $1,413.21 to cover the Town's share of the expense in- curred during the year 1936 in maintaining the Essex County Sana- torium, under the provisions of Chapter 111 of the General Laws.
Art. 24. To see if the Town will vote to raise and appropriate a sum of money for the Reserve Fund.
Voted: On motion by E. S. Webster, that the Town raise and ap- propriate the sum of $2,000.00 for the Reserve Fund.

Voted: On motion by E. S. Webster, that the Town raise and ap- propriate the sum of $2,000.00, to be used for Government and Relief Projects.
Art. 29. To see if the Town will vote to raise and appropriate the sum of $2,500.00, said sum to be used with sums allotted by the County of Essex and the Commonwealth of Massachusetts in resurfacing and re- pairing Salem Street in accordance with the provisions of Chapter 90 of the General Laws.
Voted: On motion by C. A. Studley, that the Town raise and appro- priate the sum of $2,500.00, said sum to be used with sums allotted by the County of Essex and the Commonwealth of Massachusetts, in re- surfacing and repairing Salem Street, in accordance with the provi- sions of Chapter 90 of the General Laws.
Art. 30. To see if the Town will vote to raise and appropriate the sum of $3,000.00, said sum to be used with sums allotted by the County of Essex and the Commonwealth of Massachusetts in reconstructing Sum- mer Street, in accordance with the provisions of Chapter 90 of the General Laws.

Art. 31. To see if the Town will vote to authorize the Selectmen to purchase, for cemetery purposes, a tract of land approximately 4 acres in area, belonging to Frank H. Thorndike and situated on the south- westerly side of Essex Street, being the land upon which the Town now holds an option of purchase to be exercised on or before April 1, 1937, and raise and appropriate the sum of $1,600.00 necessary to complete the purchase in the exercise of the option.
Voted: On motion by J. Ward, that the Town authorize the Select- men to purchase for cemetery purposes, a tract of land approximately 4 acres in area, belonging to Frank H. Thorndike and situated on the southwesterly side of Essex Street, being land upon which the Town now holds an option of purchase to be exercised on or before April 1, 1937, and raise and appropriate the sum of $1,600.00 necessary to com- plete the purchase in the exercise of the option, that $800.00 be assessed in the tax levy of 1937, and a note be given for the sum of $800.00. payable Jan. 1, 1938, without interest. To see if the Town will vote to authorize the School Committee to secure the services of an architect to draw plans and specifications, and to secure estimates on the construction of a two-room addition to the Centre School, to be presented for approval by the Town at a special town meeting, to be held not later than April 15, 1937, and to raise and appropriate the sum of $100.00 to cover the expense of same.
Voted: On motion by H. P. Motion made by J. D. McNamara, that the Town vote to raise and appropriate the sum of $400.00 to cover the cost of painting and heating arrangements at the Centre Library, was amended by N. B. Todd, that the sum of $200.00 be raised and appropriated to cover the cost of paint- ing the Centre Library. The amendment was defeated and the original motion was carried.
Art. 41. To see if the Town will vote to raise and appropriate a sum of money to continue the Town Survey.
Voted: On motion by W. W. Moxham, that the Town raise and ap- propriate the sum of $500.00 for the Town Survey.
Art. 42. To see if the Town will vote to raise and appropriate a sum of money to be used by the Supt. of Streets in cutting brush along the highways.
Voted: On motion by M. H. Carter, that the Town raise and appro- priate the sum of $300.00 to be used by the Supt. of Streets, in cutting brush along the highways.
Art. 43. To see if the Town will vote to raise and appropriate a sum of money to be used in the building of new doors in Fire House No. 2.

Motion was made by J. Ward, that the Town vote to raise and ap- propriate the sum of $275.00, to be used in the building of new doors in Fire House No. 2. An amendment was offered by E. S. Webster, that the sum of $150.00 be raised and appropriated for said purpose, and a motion by J. D. McNamara to indefinitely postpone action on the Article was carried.
All Articles in the warrant were acted upon and disposed of and it was voted to dissolve the meeting at 10 o'clock P. M.

To either of the Constables of the Town of Lynnfield in said Essex County, Greeting :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Lynnfield, qualified to vote in elections and town affairs, to meet in the Town Hall on Wednesday the fourteenth day of April, 1937, at 7.30 o'clock. P. M., to consider and act upon the following Articles:
Article 1. To see if the Town will vote to amend the vote passed under Article 31 of the Warrant for the Annual Town Meeting held March 8, 1937, whereby $1,600.00 was voted for the purchase of land for cemetery purposes so as to read as follows:
Voted: That the Town authorize the Selectmen to purchase for cemetery purposes a tract of land approximately four acres in area, belonging to Frank H. Thorndike and situated on the southwesterly side of Essex Street, and that to provide funds for the above purchase the sum of $1,600.00 be raised and appropriated.
Art. 2. To see if the Town will vote to raise and appropriate a sum of money to cover the cost of constructing two additional rooms to the Centre School House, provide for the appointment of a building com- mittee, or take any action in relation thereto.
Art. 3. To see if the Town will vote to raise and appropriate a sum of money for the purpose of repairing, remodeling and constructing an addition to the Chemical Building in Precinct No. 2, authorize the ap- pointment of a committee to have charge of the work or take any action relative thereto.
Art. 4. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money under the pro- visions of Chapter 49, Acts of 1933, as most recently amended by Chapter
