SPECIAL MEETING February 12, 1931


Pursuant to a Warrant issued by the Selectmen, the inhab- itants of the Town of Medfield, duly warned and notified in the manner prescribed by law, met at the Town Hall in said Medfield on the twelfth day of February, 1931, at 7.30 p. m., and the following action was taken on the articles in the Warrant.


Article 1. To hear and act on the report of the Water Committee appointed at the Annual March Meeting 1930 or do. or act anything in relation thereto.


Voted, that the report of the Water Committee be accepted.


Voted, that the recommendation of the Finance Committee that the Town purchase water from the State be adopted.


Voted, that the recommendation of the Finance Committee that a Water Committee of five be appointed, consisting of Fred A. Smith, Arthur F. Smith and Pasquino Pederzini, the remaining two to be appointed from the floor be adopted.


Voted, that Fred A. Smith, Arthur F. Smith, Pasquino Ped- erzini, George H. Sauer, and Myron D. Place be appointed.


Article 2. To see if the Town will vote to authorize the Water Committee to petition the Legislature for permission to borrow a sum of money outside of the debt limit to enlarge and improve the present Water System, or do or act anything in relation thereto.


Voted, that the Water Committee be authorized to petition the Legislature for permission to borrow the sum of $200,000 outside the debt limit, to enlarge and improve the present Water System. (Unanimous)

ANNUAL MEETING March 2, 1931


Pursuant to a Warrant issued by the Selectmen, the inhab- itants of the Town of Medfield, duly warned and notified in the manner prescribed by law, met at the Town Hall on the second day of March, 1931, at six o'clock in the forenoon; and the following action was taken on the several articles in the Warrant :-


Article 1. To choose all Town Officers required to be elected annually by ballot, to wit:


One Moderator, One Town Clerk, One Treasurer, One Col- lector of Taxes, Three Constables, One Tree Warden, One Member of the Board of Health, all for one year; One Select- man, One Assessor, One School Committee, Two Trustees of the Public Library, One Member of the Board of Health, One Cemetery Commissioner, One Member of the Water and Sew- erage Board, One Member of the Planning Board, all for three years, One Member of the Planning Board for five years.


The polls were opened at 6:15 a. m. and closed at 2:00 p. m.


Cards of Instruction and Specimen Ballots were posted as required by law.


The ballot box was examined and found in good working order and at close of voting agreed with the check lists in the number of ballots cast.


The following named persons appointed by the Selectmen and sworn by the Town Clerk were assigned to duty as fol- lows: Charles L. Bullard and Mary E. Bridge to distribute ballots; Wesley A. Gove and Leslie J. McKay to check at ballot box; Alexander A. MacLean, Martha E. Blood, Robert C. Mccullough, James L. Atherton, Katherine E. Clancy, Ger- trude M. Bell, Arthur S. Atherton, and Edward A. Sweeney, Tellers; Constable Coleman J. Hogan in charge of the ballot box.


The ballots were counted in open meeting and the total vote cast was 845.

The meeting was called to order by the Moderator at 7.30 p. m.


The remaining articles in the Warrant for the Annual Meet- ing were taken up and acted on as follows:


Article 2. To choose Fence Viewers, Field Drivers, and Pound Keeper.


Voted, that the Selectmen be authorized to choose Fence Viewers, Field Drivers and Pound Keeper.

Article 3. To see if the town will vote to accept the reports of the several Town Officers for the past year.


Voted, that the report of the several Town Officers be ac- cepted as a whole.


Article 4. To hear and act on the report of any committee, to choose any committee the Town may think proper and tran- sact any other business that may legally come before the Town.


Voted, that the article be dismissed.


Article 5. To appropriate and raise such sums of money as may be necessary to defray the expenses of the Town for the ensuing year.

Article 6. To see if the Town will authorize the Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the present municipal year, and issue a note or notes therefor, payable within one year any debt or debts incurred under this vote to be paid from the revenue of the present municipal year.


Voted, that the Town Treasurer with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the taxes of the municipal year beginning January 1, 1931 and to issue note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the taxes of said municipal year.

Article 7. To determine in what manner the taxes shall be collected for the ensuing year, also determine what percentage shall be allowed the Collector for the ensuing year.


Voted, that taxes shall be paid not later than the fifteenth day of October of each year and on all taxes remaining unpaid after the first day of November interest shall be paid at the rate of six per cent per annum from the fifteenth day of Oct- ober until such taxes are paid, and that the Collector receive one per cent on all taxes collected by him.


Article 8. To see what compensation the Town will allow members of the Fire Department for the ensuing year.


Voted, that the members of the Fire Department be paid the sum of twelve dollars per year and one dollar per hour while working at fires.


Article 9. To see if the Town will authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.


Voted, that the Collector be instructed to use all means and processes provided by law for the collection of all taxes re- maining unpaid after the first day of December, nineteen hun- dred and thirty-one.


Article 10. To see how much per hour the Town will allow for work on the highways for the ensuing year.


Voted, that the price of labor per hour on the highways be left to the discretion of the Selectmen.


Article 11. To see if the Town will vote to authorize the School Committee to appoint one of its members as School Physician, or do or act anything in relation thereto.


Voted, that the article be dismissed.


Article 11A. To see what compensation the Town will allow the school Physician for the ensuing year.


Voted, that the article be dismissed.

Article 12. To see if the Town will authorize the Board of Selectmen to appoint one of its members as Inspector of Ani- mals, or do or act anything in relation thereto.

Article 13. To see what compensation the Town will allow the Inspection of Animals for the ensuing year.


Finance Committee recommended the sum of $150.00 be allowed.

Article 14. To see if the Town will vote to authorize the Water Department to appoint one of its members as Water Registrar, or do or act anything in relation thereto.

Voted, that the recommendation be accepted.


Article 15. To see what compensation the Town will allow the Water Registrar for the ensuing year.


Finance Committee recommended the sum of $50.00 be allowed.


Voted, that the recommendation be accepted.


Article 16. To see if the Town will vote to raise and appro- priate the sum of $1,545.00 and transfer the sum of $455.00 from the "Sale of Cemetery Lots Fund" for the maintenance of Vine Lake Cemetery, or do or act anything in relation thereto.


Finance Committee recommended to pass.


Voted, that the recommendation be accepted.


Article 17. To see if the Town will vote to accept the sum of $100.00 as a Perpetual Trust Fund for the care of the Charles B. Smith lot in the Vine Lake Cemetery, the interest thereof, or so much as may be necessary to be used for said care.

Voted, that the recommendation be accepted.

Article 18. To see if the Town will vote to raise and appro- priate the sum of $150.00 for the purpose of painting the ex- terior of the Memorial Public Library, or do or act anything in relation thereto.

Article 25. To see if the Town will vote to accept the sum of $100.00 as a Perpetual Trust Fund for the care of the Harry L. Park Lot in the Vine Lake Cemetery, the interest thereof, or so much as may be necessary to be used for said care.

Article 26. To see if the Town will vote to raise and appro- priate the sum of $200.00 for the salary of the Chairman of the Board of Public Welfare, or do or act anything in relation thereto.

Article 27. To see if the Town will vote to raise and appro- priate the sum of $20,000.00 to reconstruct High Street, start- ing near the Walpole Line and extending towards Spring Street. The Town to be reimbursed one-third of the cost by the State and one-third by the County, or do or act anything in relation thereto.

SPECIAL MEETING May 11, 1931


Pursuant to a Warrant issued by the Selectmen, the inhab- itants of the Town of Medfield, duly warned and notified in the manner prescribed by law, met at the Town Hall in said Medfield on the eleventh day of May, 1931, at 7.30 p. m., and the following action was taken on the articles in the Warrant.


Article 1. To see if the Town will vote to appropriate and grant the sum of $198,000.00 for the purpose of enlarging and improving the Present Water System and authorize the Treas- urer with the approval of the Selectmen to issue notes of the Town thereof, said notes to be payable in not more than twenty years or such earlier date as the Treasurer and Select- men shall determine.


Voted, that the sum of $198,000.00 be granted and appro- priated for the purpose of enlarging and improving the Present Water System and the Treasurer with the approval of the Selectmen be and hereby is authorized to issue notes therefor, said notes to be payable in not more than twenty years or such earlier date as the Treasurer and the Selectmen shall determine. One hundred eighty-eight voting in the affirma- tive, and One voting in the negative.


Article 2. To see if the Town will vote to transfer the sum of $2,260.30, the unexpended balance of Article 34 for the ex- tension or relaying of mains in connection with enlarging and improving the Water System.
