REPORT OF THE SCHOOL COMMITTEE
To the Citizens of Medfield:
The following report is submitted for the year 1938.
The Committee commends for your serious consideration the reports of both the Superintendent of our schools, and the Principal of our High School.
Our schools have reached their limit of ability to serve our school population. The Ralph Wheelock School is badly ventilated and lighted, expensive to heat, and in need of repairs, especially a new heating system. The committee feels that no more money than that required for the most necessary upkeep should be spent on this building.
Last year the Committee asked for a school survey before going any further with its plans for a new building. As soon as the survey was authorized by the town, the Committee employed Dr. J. B. Davis, Dean of the School of Education of Boston University, to make the study. The result of his survey of our school buildings is published with this report, in order that all of our citizens may know what an expert thinks of our buildings and what he recommends for a town like Medfield.
By next fall we shall probably exceed the number of persons for which our high school building is at present certified. We already barely meet the requirement of the state in regard to the number of teachers demanded for our number of pupils. Failure to meet this requirement will cause us to lose our Grade A stand- ing.
At least a third of our pupils are not interested in college preparatory, or busi- ness, or general arts courses. For these there should be vocational training, shop work, wood work, sewing, cooking, and designing.
We are not giving to all our children the kind of education which they should have in order to prepare them for citizenship in the fast-changing world of today.
The Committee asks for $31,425 for the expenses of the School department for 1939. The cost of tuition of pupils in Trade Schools should by statute be met by a separate appropriation.

REPORT OF THE SUPERINTENDENT OF SCHOOLS
To the School Committee of Medfield:
Herewith are presented for your consideration and that of the citizens of Med- field reports of our schools and school officials for 1938, together with special reports of expert investigations authorized last year. All indicate that we have reached a crisis and must at once do some long-range planning. We have con- tinued to run too frugally, with reduced appropriations for larger numbers of pupils and increased needs, so that we can barely meet the State's minimum re- quirements in number of teachers to retain our Class A standing; and our equip- ment is less and less adequate to our needs. (Note tabulation of costs following this part of this report.) Furthermore we have almost reached the time when reduced debt charges will enable a program of construction with no increase of tax burden.
The work of the year has shown commendable progress in spite of unusual interruptions. The summer floods in the High school basement damaged our electric equipment, as our pumps and drains were crippled. Repairs now made we believe prepare us for any probable future emergency. The September hurri- cane wrought much damage to the building and yard of the Wheelock School. One chimney and the roof suffered, as did several of the fine trees. The old steam boiler also needed a major operation during the Christmas holidays. However we have done as little as possible to this building, in the belief that any con- siderable outlay here is unwise until our future policy for this building is definitely decided.
Interruptions in our personnel include two changes in the School Committee. Dr. Clough, after twelve years of service, refused to run for re-election. He had devoted much time and thought to the work, combining keen judgment and scrupulous regard for the interests of taxpayers with sympathetic and intelligent appreciation of pupil needs. Mrs. Edmund Mortimer was elected in his stead and she was made Secretary of the Committee. Her educational experience and her untiring and conscientious devotion to the work have given her a quick grasp of our problems, both old and new. Later in the year we lost the help of Mr. Williamson, whose teaching and administrative experience had been of great practical value. In his place the Town was fortunate to secure the services of Mr. Richard E. Johnson, whose long building experience is peculiarly needed at just this time.
Apparently there was much misunderstanding of the two changes in our teaching force. Early in 1938 Mr. Gail Cosgrove was given leave of absence un- til September on account of his health. In his place we were able to secure imme- diately Mr. Clifford W. Baker, specially trained for Mathematics. When it was found during the summer that Mr. Cosgrove's record with the Board of Health could not be cleared in time for the next school year Mr. Baker was engaged for 1938-39. During the fall there was widespread discussion of Miss Christina Alach, of Grade V, whose connection with the school was broken in October. Most of this discussion was incorrect and unauthorized and misleading. The Committee gave Miss Alach abundant warning and every opportunity to make

good; only sufficient reasons to justify their action were made public. Unfortu- nate and widespread publicity brought about by organized outside interests served only to reveal still other and more serious justification for the Committee action.
Mrs. Clara O. Young of Needham, trained and experienced in Boston School Department and highly endorsed by the Boston Superintendent, is acting as Principal's assistant and teaching groups from all grades who for any reason need special help. Already the work is proving itself invaluable. Miss Robbins is carrying Grade V with notable success.
Several matters in the reports presented herewith merit special comment. Our high school graduation programs for several years past have been note- worthy and deserving of widespread attention. They are excellent examples of the "new type" graduation exercises. They are the original, co-operative effort of the entire class or even the whole school. Preparation, staging, costuming, platform technique, music are all the work of the school faculty and pupils work- ing together; each one tells a distinct and unified story. The Massachusetts Tercentenary, How this region grew to know Washington, the history of educa- tional development, educational aims today-these are some of the themes which have been presented. They would command respectful attention in any High school, large or small. Last June the class made use of rented caps and gowns as an experimental economy measure. They demonstrated a distinct saving to the homes. Graduation expense is often entirely out of proportion and is a serious and needless burden. If Medfield homes would like the school in this way or by other concerted action to help reduce this financial strain we will gladly lead the way.
