SPECIAL MEETING
October 11, 1938
Pursuant to a Warrant issued by the Selectmen, the inhabitants of the Town of Medfield, duly warned and notified in the manner prescribed by law, met at the Town Hall on the eleventh day of October, 1938 at 7:30 P.M. and the following action was taken on the articles in the Warrant.
Article 1. The Finance Committee recommends that the voters appropriate the sum of Four Thousand dollars ($4,000.00) for the purpose of repairing damages to public property and ways caused by the recent storm; this money to be pro- vided under Clause 9, Section 8, Chapter 44, General Laws. This clause reads: "Money for such emergency appropriations shall be approved by a board com- posed of the Attorney-General, State Treasurer, and the Director of Accounts. (Notes for one year.)
In addition to the above $4,000.00 we recommend that the following sums be transferred from the following departments for the same purpose:

Respectfully represent your petitioners, inhabitants of the Town of Medfield in said County, that common convenience and necessity require that specific

repairs be made upon certain public ways in said town to wit: High Street 1.53 miles; Main Street 2.90 miles; South Street 0.27 miles; Spring Street 0.86 miles; North Street 0.98 miles.
Wherefore your petitioners pray that said specific repairs be ordered upon said ways.

This petition was presented to the Commissioners and duly entered at a meeting of said Commissioners, held at Dedham, aforesaid, on the sixth day of September, 1938, by adjournment of their June meeting next preceding, and the twenty- seventh day then next, and two o'clock in the afternoon at the Court House in said Dedham were appointed by the Commissioners as the time and place for commencing and proceeding to view the premises; and they thereupon caused a copy of said petition, and of their said order thereon, to be served upon the Clerk of the Town of Medfield being the town within which such specific repairs were prayed for, fifteen days at least before the time appointed for said view; and also caused copies of an abstract of said petition and said order of notice to be posted in two public places in said Town; and to be published in the Dedham Transcript, a newspaper published in said County, said posting and publication having been seven days at least before the time appointed for said view, that all persons, might then and there appear and be heard if they saw fit.
And on the said twenty-seventh day of September, the Commissioners, Ed- ward W. Hunt and Russell T. Bates, met at the time and place specified in said order, when and where the petitioners appeared and the Town of Medfield was represented by its Selectmen; and the said Commissioners then viewed the route and premises, and heard all persons and corporations interested; and no party interested objected; and thereupon the said Commissioners did adjudge that common convenience and necessity require that said ways be repaired and recon- structed as prayed for in said petition.
And thence the same was continued and adjourned from time to time to this meeting.
And now the said Commissioners do determine and order that said streets be repaired as prayed for, and subject to the supervision and direction of the Massa- chusetts Department of Public Works, Division of Highways.
And it is determined by the Commissioners that the Inhabitants of the Town, do within six months from the date of this return complete the repair of said ways in a thorough and workmanlike manner and to the acceptance of the County Commissioners.
And it is determined by the Commissioners that all the expenses of making repairs on said ways as prescribed in this return including the expenses of con- structing said ways, and all damages and expenses incident thereto, be paid by

the Inhabitants of the Town of Medfield and that the County of Norfolk shall pay to the Inhabitants of the Town of Medfield the sum of ONE THOUSAND DOLLARS ($1,000.00), payment thereof to be made at such time as the Com- missioners may determine, having had regard to the amount of work done and the proportion of the expense to be paid by the County.

Question No. 1 Proposed Amendment to the Constitution
Shall an amendment to the Constitution providing for biennial sessions of the General Court and for a biennial budget which is further described as follows:

This amendment annuls all existing provisions of the Constitution and its prior amendments which require annual sessions of the General Court, commonly known as the Legislature, and provides for biennial sessions in their place. It also provided that the budget of all proposed expenditure of the Commonwealth shall be so prepared as to cover two fiscal years instead of only one as at present required,-which proposed amendment was approved by the General Court and in a joint session of the two branches held May 27, 1936, received 141 votes in the affirmative and 117 in the negative, and in a joint session of the two branches held May 19, 1937, received 158 votes in the affirmative and 112 in the negative,- be approved?
Question No. 2 Law Proposed By Initiative Petition
Shall the proposed measure which provides that in any city or town which accepts its terms, the licensing authorities shall establish free public taxicab stands for the use of all taxicabs and motor vehicles for hire whose owners are licensed within such city or town, and shall abolish all other forms of taxicab stands on any public highway within such city or town,-which was disapproved in the House of Representatives by a vote of 96 in the affirmative and 109 in the negative and in the Senate by a vote of 4 in the affirmative and 35 in the negative, -be approved?
1. Shall licenses be granted in this city (or town) for the sale therein of all alcoholic beverages (whisky, rum, gin, malt beverages, wines and all other alco- holic beverages)?
2. Shall licenses be granted in this city (or town) for the sale therein of wines and malt beverages (wines and beer, ale and all other malt beverages)?
3. Shall licenses be granted in this city (or town) for the sale therein of all alcoholic beverages in packages, so called, not to be drunk on the premises?
Shall the pari-mutuel system of betting on licensed horse races be permitted in this county?
Shall the pari-mutuel system of betting on licensed dog races be permitted in this county?
The polls to be opened at 7:00 A.M. and closed at 6:00 P.M.

STATE ELECTION
November 8, 1938
Pursuant to the foregoing Warrant a meeting was held in the Town Hall on Tuesday the eighth day of November, 1938 at seven o'clock in the forenoon. The following named persons were appointed election officers, sworn by the Town Clerk, and assigned as follows: Louise Brennan and Charles Bullard to distribute ballots; Abbie Sheahan and Eugene Munson to check at the ballot box; Mary Stuart, Benjamin Devine, Luther Cheney, James Atherton, Edward Sweeney, Margaret Kennedy, Anne Young, Harriet Thayer, Chester Warner, Ruth Bryant, Alexander MacLean and Dorothy Johnson, tellers. Coleman J. Hogan in charge of the Ballot Box.
The ballots were delivered to the ballot clerks, and a receipt for same taken. The ballot box was examined and found in good working order.
Cards of instruction and sample ballots posted as required by law.
The polls were opened at seven o'clock in the forenoon and closed at six o'clock in the evening.
