Miscellaneous


The N. Y., N. H. & H. R. R. abolished all passenger train service in and out of Medfield in July 1938. The Selectmen are actively working with adjoining town committees and the Legislative Commission to restore this service.


The room in the Town Hall formerly used for the Post Office has been converted into a Community Room. Its use has been donated to all local organizations.


A Christmas party was held in the Town Hall for the children this year. The music was furnished by the Drum & Bugle Corps and local talent. Carols were sung by the group. Candy and oranges were given to each child. The Welfare Board distributed candy and oranges to some of our needy citizens. We are in hopes, that if the economic conditions improve and the citizens favor this ac- tivity, we may repeat the celebration next year.


The Board of Selectmen have endeavored to operate the departments under their direction economically and in a business like manner.

TOWN WARRANT COMMONWEALTH OF MASSACHUSETT

To either of the Constables of the Town of Medfield, in said County, greeting:


In the name of the Commonwealth you are directed to notify and warn the nhabitants of the Town of Medfield, qualified to vote in elections and in town affairs, to meet at the Town Hall, in said Medfield on Monday the 6th day of March A.D., 1939 at 6:00 A.M., then and there to act on the following articles:


Article 1. To choose all Town Officers required to be elected annually by ballot, to wit:


One Moderator, One Town Clerk, One Treasurer, One Collector of Taxes, Three Constables, One Tree Warden, One Member of the School Committee, all for one year.


One Selectman, One Assessor, One Member of the School Committee, Two Trustees of the Public Library, One Member of the Board of Health, One Ceme- tery Commissioner, One Member of the Water and Sewerage Board, One Member of the Board of Public Welfare, all for three years.


One Member of the Planning Board for five years.


The polls to be opened at 6:00 A.M. and may be closed at 2:00 P.M.


Article 2. To choose Fence Viewers, Field Drivers and Pound Keeper.


Article 3. To see if the Town will vote to accept the reports of the several Town Officers for the past year.


Article 4. To see if the Town will vote to appropriate and raise such sums of money as may be necessary to defray the expenses for the ensuing year.

Article 5. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1939, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Chapter 44, Section 17, General Laws.


Article 6. To determine in what manner the taxes shall be collected for the ensuing year, also determine what percentage shall be allowed the Collector for the ensuing year.


Article 7. To see what compensation the Town will allow the members of the Fire Department for the ensuing year.


Article 8. To see if the Town will authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.


Article 9. To see how much per hour the Town will allow for work on the highways for the ensuing year.


Article 10. To see if the Town will authorize the Water and Sewerage Board to appoint one of its members as Water Registrar.


Article 11. To see what compensation the Town will allow the Water Registrar for the ensuing year.

Article 12. To see what sum of money the Town will vote to raise and appro- priate to be used in conjunction with W.P.A. projects, under the direction of the Selectmen, or act in any manner relating thereto.


Article 13. To see if the Town will vote to raise and appropriate a sum of money for the care of the Town Dump.


Article 14. To see if the Town will vote to appoint a committee of Five (5) and authorize it to make arrangements and spend money appropriated under Article 4 for the observance of Memorial Day.


Article 15. To see if the Town will vote to raise and appropriate a sum of money for the improvement of Chapter 90 Roads, said money to be used in con- junction with any money allotted by the State or County, or both, for this pur- pose, or take any action in relation thereto.


Article 16. To see if the Town will vote to raise and appropriate the sum of $50 for salary of the Dog Officer.


Article 17. To see if the Town will vote to raise and appropriate the sum of $417.70 for Public Liability Insurance to cover the following motor vehicles owned by the town: 1 White truck, 1 International truck, 1 Waco grader, 3 fire trucks, 1 police car and 1 Ford truck.


Article 18. To see if the Town will vote to abolish the citizens Caucus, or act in any manner relating thereto.


Article 19. To see if the Town will vote to raise and appropriate the sum of $3,000 for the maintenance of Vine Lake Cemetery; also to transfer the sum of $185 from the Sale of Cemetery Lots Fund for the purpose of developing the new part of the cemetery.


Article 20. To see if the Town will authorize the Selectmen to appoint two citizens to act with the School Committee as a building committee to present plans and recommendations for needed school construction, or do or act anything relating thereto. (School Committee)


Article 21. To see if the Town will vote to appropriate a sum not eexceding $3,000 for said building committee to employ an architect, this payment to con- stitute part of his commission if he is later employed to construct a school building, or do or act anything relating thereto. (School Committee)


Article 22. To see if the Town will appropriate a sum of money for the tuition of Medfield students in trade schools as required by the provisions of Chapter 471 of the Acts of 1911, or do or act anything relating thereto. (School Committee)


Article 23. To see if the Town will appropriate a sum of $250 for the support of athletic activities in the schools, or do or act anything relating thereto. (School Committee)


Article 24. To see if the Town will vote to hear the report of the School Com- mittee under Article 2 of the Special Town Meeting of July 28, 1938, authorizing them to employ a consultant to assist in making a survey of all our public schools as to adequate equipment and buildings, and do or act anything in relation thereto.

Article 26. To see if the Town will vote to transfer a sum of money from the Road Machinery Fund to the Highway Machinery Operating account to defray expenses for operation and maintenance of Highway Machinery during the year 1939.


Article 27. To hear and act on the report of the committee appointed under Article 5 of the Special Town Meeting, July 28, 1938:


1. To confer with the official of the Johnson Bus Lines for the purpose of council- ing that the weekly tickets to Boston and Forest Hills be priced as formerly.


2. To study the transportation problem in an endeavor to secure a bus line from Medfield Square to some railroad station either on the N. Y. N. H. & H. R. R. or the B. & A. R. R.


3. To cooperate with committees from adjacent towns to learn if we can join forces for the purpose of improving both from the angle of cost and service, every means of transportation to and from Medfield Square.


Article 28. To hear and act on the report of the committee appointed under Article 6 of the Special Town Meeting of April 21, 1938 to investigate the im- mediate needs and arranging a long term program of adequate athletic facilities for the Medfield High School Student Body and the citizens of the town.


Article 29. To see if the Town will vote to accept the revised Town By-Laws, or do or act anything in relation thereto.


Article 30. To hear and act on the report of the committee appointed under Article 28 of the Annual Town Meeting March 7, 1938 to inquire into the feasi-

bility of establishing a bathing place within the town limits, submit plans and estimate costs.


Article 31. To see if the Town will vote to raise and appropriate the sum of $2,400 for trucking out sand and gravel at the Sewers Beds for the purpose of rebuilding the beds, or do or act anything in relation thereto.


Article 32. To hear and act on the report of the committee appointed under Article 4 to have the Selectmen appoint a committee to investigate the com- pensation of the Registrar of Voters.


Article 33. To see if the Town will vote to raise and appropriate a sum of money for the purchase of additional fire apparatus and to authorize the sale or trade of the Howe-Reo pump, or do or act anything in relation thereto.


Article 34. To see if the Town will vote to raise and appropriate a sum of money for the payment of outstanding bills incurred by the following departments :

Article 41. To see if the Town will vote to raise and appropriate a sum of money for re-surfacing the Town Hall roof and make such repairs to the side-

walls, steps and ceilings as may be necessary, or do or act anything in relation thereto.


Article 42. To see if the Town will vote to authorize the Board of Selectmen to lease two acres of land owned now or formerly by the Water Commission located on Green Street for the purpose of raising poultry and make a charge for same of $10.00 per year, or do or act anything in relation thereto. IMPORTANT NOTICE


Chapter 46 of the General Laws of Massachusetts requires that every physician shall within fifteen days after a birth at which he has officiated, report the same to the city or town in which the birth took place.


Parents within forty days after the birth of a child, and every householder, within forty days after a birth in his house shall cause notice thereof to be given to the clerk of the town where such child is born.


Failure to give such notice is punishable with a fine.


Blanks for the return of births may be obtained upon application to the Town Clerk.

To either of the Constables of the Town of Medfield, in said County, greeting:


In the name of the Commonwealth you are directed to notify the inhabitants of the Town of Medfield, qualified to vote in elections and in town affairs, to meet at the Town Hall, in said Medfield on Monday the 7th day of March A.D. 1938 at 6:00 A.M. then and there to act on the following articles:


Article 1. To choose all Town Officers required to be elected annually by ballot, to wit:


One Moderator, One Town Clerk, One Treasurer, One Collector of Taxes, Three Constables, One Tree Warden, all for one year.


One Trustee of the Public Library for two years.


One Selectman, One Assessor, One Member of the School Committee, Two Trustees of the Public Library, One Member of the Board of Health, One Ceme- tery Commissioner, One Member of the Water and Sewerage Board, One Member of the Board of Public Welfare, all for three years.


One Member of Planning Board for five years.


The polls to be opened at 6:15 A.M. and may be closed at 2:00 P.M.


Article 2. To choose Fence Viewers, Field Drivers, and Pound Keeper.


Article 3. To see if the Town will vote to accept the reports of the several Town Officers for the past year.


Article 4. To see if the Town will vote to raise and appropriate such sums of money as may be necessary to defray the expenses for the ensuing year:

Article 5. To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1938 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Chapter 44, Section 17, General Laws.


Article 6. To determine in what manner the Taxes shall be collected for the ensuing year, also determine what percentage shall be allowed the Collector for the ensuing year.
