LIBRARY REPORT
To the citizens of the town of Medfield, the Trustees of the Memorial Public Library, respectfully submit the following report for the year ending December 31, 1933.
Mrs. Nellie Keyou and Mr. A. Howard Williamson were elected to the board at the March election.
The organization of the board remains the same: Dr. Frank H. Clough, chairman; Anne C. Donlan, secretary.

This gift, to- gether with Mr. Spear's picture was accepted by the Town of Medfield at a Special Meeting in December, 1933.

Through aid extended by the Civil Works Administration, the inside of the library proper was given two coats of paint.

Also, many books were mended, re-enforced, etc. Earlier in the year, necessary repairs were made on the roof.
The trustees ask for an appropriation of the sum of $2,000, including the dog taxes for the ensuing year.
For the past two months the library has been opened earlier two days a week. This will inevitably require extra money for extra hours, but if it serves as a benefit to the children and adults of the town, our appropriation, we feel, is well invested.

Gentlemen:
I submit herewith my report of an audit of the accounts of the town of Medfield, for the period from January 1, 1932 to September 11, 1933, made in accordance with the provisions of Chapter 44 of the General Laws. This report is in the form of a report made to me by Mr. Edward H. Fenton, Chief Accountant of this Division.

State House, Boston Sir:
In accordance with your instructions, I have made an audit of the books and accounts of the town of Medfield for the period from January 1, 1932 to September 11, 1933, and sub- mit the following report thereon.
The financial transactions, as recorded on the books of the several departments receiving or disbursing money for the town, were examined and checked.
The books and records of the town accountant were ex- amined and checked with the treasurer's books and with the records of the several departments collecting money for the town.

The appropriations and transfers, as entered in the ledger, were checked with the town clerk's records of appropriations and transfers voted by the town.
The ledger accounts were analyzed and several new ac- counts were added in order that the ledger might comply with the requirements of the system of accounts previously installed by the Division of Accounts.
A balance sheet was prepared showing the financial condi- tion of the town as of September 11, 1933.
The books and accounts of the town treasurer were examined and checked. The recorded receipts were analyzed and com- pared with the records in the departments collecting money for the town and with the other sources from which money was paid into the town treasury, and the payments were checked with the selectmen's warrants authorizing the dis- bursement of town funds. The bank balances were recon- ciled with statements furnished by the books of deposit.
The payments of maturing debt and interest were proved with the amounts falling due and with the cancelled securi- ties on file.
The savings bank books and securities representing the trust funds in the custody of the town treasurer and of the Board of Selectmen were examined and listed. The income was proved and the withdrawals were checked with the receipts shown in the treasurer's cash book.
The books and accounts of the tax collector were examined and checked. The commitment lists were reconciled with the assessors' warrants, the payments to the treasurer for the several levies were compared with the treasurer's cash book, the abatements were checked with the assessors' records of abatements granted, and the outstanding accounts were listed and reconciled with the accountant's ledger accounts.
The outstanding accounts were further verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the outstanding accounts, as listed, are correct.

The commitments of water charges were examined and checked. The recorded payments to the treasurer were com- pared with the treasurer's books and the outstanding accounts were listed.
The town clerk's records of sporting licenses were examined and the payments to the State were verified with the receipts on file. The records of 1933 dog licenses were examined, and the payments to the town treasurer were checked to the treas- urer's cash book. The collections from 1932 dog licenses could not be checked because the town clerk had destroyed the 1932 dog license book. The destruction of public records may be accomplished legally only upon the authority of the supervisor of public records.
The accounts of the public welfare, school, and cemetery departments, in addition to all other departments collecting money for the town, were examined and reconciled with the treasurer's books.
In examining the cemetery accounts it was found that there were unpaid bills for sale of lots and graves amounting to $275 and for annual care of lots amounting to $1,437. An effort should be made to collect these accounts, but if the charges for annual care are found to be uncollectible, they should be abated by the cemetery commissioners.
The surety bonds of the treasurer, tax collector, town clerk, and water collector for the faithful performance of their duties were examined and found to be in proper form.
Appended to this report, in addition to the balance sheet mentioned above, are tables showing a reconciliation of the treasurer's and tax collector's cash, summaries of the tax and assessment accounts, as well as tables showing the trust fund transactions.
For the courtesies extended by the various town officials during the progress of the audit, I wish, on behalf of my as- sistants, and for myself, to express appreciation.
