MEETING OF TOWN CLERKS
On this thirteenth day of November, 1936, being the tenth day after the State Election, We, the clerks of the several towns in the Twelfth Norfolk Representative Dis- trict, assembled in the Town Hall in Medfield, at twelve o'clock, noon, to compare transcripts of the votes cast in the several towns, on November 3, 1936, for our representa- tive to the General Court from said district, and we find that Rudolph F. King, of Millis, received the highest num- ber of votes and certificates of his election were issued in duplicate and one given to the said Rudolph F. King, and the other forwarded to the Secretary of the Common- wealth at the State House, Boston, as the law requires.

I submit herewith my report of an audit of the accounts of the town of Medfield for the period from September 11, 1933 to November 10, 1936, made in accordance with the provisions of Chapter 44 of the General Laws. This report is in the form of a report made to me by Mr. Herman B. Dine, Assistant Director of Accounts.

Sir : As directed by you, I have made an audit of the books and accounts of the town of Medfield for the period from September 11, 1933, the date of the previous audit, to No- vember 10, 1936, and submit the following report thereon.
The financial transactions, as recorded on the books of the several departments receiving or disbursing money for the town or committing bills for collection, were examined and reconciled with the books and records in the town ac- countant's office.
The books and accounts of the town accountant were examined and checked. The recorded receipts were com- pared with the departmental records and with the treasur- er's books, while the recorded payments were compared with the treasurer's records of payments.
The ledger was analyzed, the appropriation accounts be- ing checked with the amounts voted by the town as listed from the town clerk's records of town meetings and with the records of transfers from the reserve fund authorized by the finance committee, while other accounts were checked with information and records in the departments in which the transaction originated.
A trial balance was taken off, and a balance sheet, which is appended to this report, was prepared showing the finan- cial condition of the town on November 10, 1936.

The books and accounts of the town treasurer were ex- amined and checked in detail. The recorded receipts were compared with the records in the several departments col- lecting money for the town and with other sources from which money was paid into the town treasury, while the payments were checked with the warrants authorizing the treasurer to disburse town funds and with the accountant's books.
The cash book was analyzed and footed for the period covered by the audit, and the cash balance on November 10, 1936 was proved by actual count of the cash on hand and by a reconciliation of the bank balance with a state- ment furnished by the bank of deposit.
The payments on account of debt and interest were checked with the amounts falling due and with the can- celed securities and coupons on file. It is recommended that all paid interest coupons, when returned to the treas- urer, be properly filed so that they may be available for ex- amination.
The savings bank books and securities representing the investments of trust funds in the custody of the town treas- urer were examined and listed, the income being proved and the withdrawals checked to the treasurer's cash book re- ceipts.
It is recommended that cemetery perpetual care bequests be entered as receipts on the treasurer's cash book and that the investment of this cash be treated as a payment and placed on a treasury warrant.
The books and accounts of the tax collector were exam- ined and checked. The taxes outstanding at the time of the previous examination were audited, and all subsequent commitment lists were proved to the assessors' warrants.

The recorded collections were verified by a comparison with the payments to the treasurer as shown by the treas- urer's books, the abatements, as recorded, were checked with the assessors' records of abatements granted, and the outstanding accounts were listed and reconciled with the town accountant's books.
Verification of the outstanding accounts were obtained by mailing notices to a number of persons whose names appeared on the book as owing money to the town, the re- plies received thereto indicating that the accounts, as listed, are correct.
The records of tax titles taken by the town were ex- amined and proved by checking to the tax title deeds in the custody of the treasurer. The redemptions were veri- fied and the balance of the titles on hand was reconciled with the accountant's ledger.
The selectmen's records of licenses granted were exam- ined and payments to the treasurer were verified.
The town clerk's records of miscellaneous licenses issued for the town, of hunting and fishing licenses issued for the State, and of dog licenses issued for the county were ex- amined and checked, and the payments to the town treas- urer and to the Division of Fisheries and Game were veri- fied.
The assessors' computation of the tax rates during the period covered by the audit was checked and it was found that the amount raised by taxation in 1936 was $2,000 in excess of the requirements for 1936, due to the fact that the total amount of appropriations used by the assessors in fixing the 1936 tax rate was $2,000 more than the aggregate amount appropriated by the town in 1936.
The books and accounts of the water department were examined and checked. The records of charges and pay-

ments were analyzed and the recorded payments to the treasurer were compared with the treasurer's cash book.
The recorded abatements were checked with the abate- ment records of the water commissioners, and the out- standing accounts were listed and reconciled with the ledger accounts.
In addition to the departments and accounts mentioned, the records of all other departments collecting money for the town or rendering bills for collection were examined and checked, the recorded payments to the treasurer being verified and outstanding accounts being listed and recon- ciled. The surety bonds of the treasurer, tax collector, town clerk, and water collector for the faithful performance of their duties were examined and found to be in proper form.
In addition to the balance sheet, there are appended to this report tables showing a reconciliation of the treasur- er's and tax collector's cash, summaries of the tax, assess- ment, tax title, and departmental accounts, as well as tables showing the trust fund transactions.
During the progress of the audit, co-operation was re- ceived from the several town officials, for which, on behalf of my assistants and for myself, I wish to express appre- ciation.
