Board of Appeals
The Selectmen act as the Board of Appeals. After the prescribed hearings two permits were granted for the erection of private garages.
Highways
During the year 14.25 miles of Primary and 26.3 miles of Secondary roads were repaired under Chapter 81. The work consisted of graveling, tarring, asphalt and stone, widening and extending.
In addition to the above, South Street from Main to Pound Streets was rebuilt and drained. This was work that had been needed for several years. We believe that this job speaks for itself. During 1940 the Board of Selectmen intend to continue the rebuilding of South Street from Pound to Philip Street.
A Sand Spreader was purchased in 1939 from funds in the Machinery account, the price paid was $300.00. This machine has been used to very good advantage.
The small International Truck is very old and not suitable for plowing snow. The Eastern Construction Company from whom we rented a road roller, had a number of large trucks that were idle, made us an offer to store with the town one or two large trucks that we could use for plowing snow. The arrangement was that we supply the plow, the same as we do with the persons whom we con- tract for our snow work. The compensation was as follows: if or when we used the trucks we pay them the same rate and terms we would pay any one else for like equipment. If we did not use the trucks we pay no rental. It was most fortunate that we had these large trucks when we were visited by the worst snow

storm in several years. There is not a large truck available in the town. We believe that the Highway department did an excellent job of snow removal.
The Selectmen recommend that as soon as we accumulate sufficient money in our Machinery Account the town purchase a new truck and a loader.
More sidewalks were repaired and built this past year than for several years. We recommend that this work be continued.
Miscellaneous
The Town Hall roof was resurfaced and the side walls of the towers were covered with copper. The cement steps in front of the building and sidewalk repaired. New steps were built from in front of the Police Station to the rear yard and fire department.
It is recommended that a change be made in the lighting of the Selectmen's room. The present lighting system is inadequate, and a strain on a person's eyes. The outside of the Town Hall will need painting in about a year.
The Norfolk County Selectmen's Association held their October meeting in Medfield.
The Board of Selectmen have endeavored to operate the departments under their direction economically and in a business like manner.

To either of the Constables of the Town of Medfield, in said County, greeting:
In the name of the Commonwealth you are directed to notify and warn the inhabitants of the Town of Medfield, qualified to vote in elections and in town affairs, to meet at the Town Hall, in said Medfield on Monday the 4th day of March A.D. 1940 at 6:00 A.M. then and there to act on the following articles:
Article 1. To choose all Town Officers required to be elected annually by ballot, to wit:
One Moderator, One Town Clerk, One Treasurer, One Collector of Taxes, Three Constables, One Tree Warden, all for one year.
One Selectmen, One Assessor, One Member of the School Committee, Two Trustees of the Public Library, One Member of the Board of Health, One Ceme- tery Commissioner, One Member of the Water and Sewerage Board, One Member of the Board of Public Welfare, all for three years.
One Member of the Planning Board for five years.
The polls to be opened at 6:00 A.M. and may be closed at 2:00 P.M.
Article 2. To choose Fence Viewers, Field Drivers, and Pound Keeper.

Article 5. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1940, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Chapter 44, Section 17, General Laws.
Article 6. To determine in what manner the taxes shall be collected for the ensuing year, also determine what percentage shall be allowed the Collector for the ensuing year.
Article 7. To see what compensation the Town will allow the members of the Fire Department for the ensuing year.
Article 8. To see if the Town will authorize the Collector to use all means in the collection of taxes as the Treasurer might if elected to that office.
Article 9. To see how much per hour the Town will allow for work on the Highways for the ensuing year.
Article 10. To see if the Town will authorize the Water and Sewerage Board to appoint one of its members as Water Registrar.

Article 11. To see what compensation the Town will allow the Water Registrar for the ensuing year.
Article 12. To see what sum of money the Town will vote to raise and ap- propriate to be used in conjunction with W.P.A. projects under the direction of the Selectmen, or act in any manner thereto.
Article 13. To see if the Town will vote to raise and appropriate the sum of $50.00 for the care of the Town Dump.
Article 14. To see if the Town will vote to appoint a committee of five (5) and authorize it to make arrangements and spend money appropriated under Article 4 for the observance of Memorial Day.
Article 15. To see if the Town will vote to raise and appropriate a sum of money for the improvement of Chapter 90 Roads, said money to be used in conjunction with any money allotted by the State or County, or both, for this purpose, or take any action in relation thereto.
Article 16. To see if the Town will vote to raise and appropriate the sum of $410.20 for Public Liability Insurance to cover the following motor vehicles owned by the town: 1 White truck, 1 International truck, 1 Waco grader, 3 Fire trucks, 1 Police car, and 1 Ford truck.
Article 17. To see if the Town will vote to raise and appropriate the sum of $3,000.00 for the maintenance of Vine Lake Cemetery; also to transfer the sum of $205.00 from the Sale of Cemetery Lots Fund for the purpose of developing the new part of the cemetery.
Article 18. To see if the Town will vote to transfer a sum of money from the Road Machinery Fund to the Highway Machinery Operating account to defray expenses for operation and maintenance of Highway Machinery during the year 1940.
Article 19. To hear and act on the report of the committee appointed under Article 28 of the Annual Town Meeting March 7, 1938, to inquire into the feasi- bility of establishing a bathing place within the town limits.
Article 20. To see if the Town will vote to raise and appropriate the sum of $2400.00 for trucking out sand and gravel and for supervision at the Sewer Beds for the purpose of re-building the beds, or do or act anything in relation thereto.
Article 21. To see if the Town will vote to raise and appropriate a sum of money for the purchase of additional fire apparatus and to authorize the sale or trade of the Howe-Reo pump, or do or act anything in relation thereto.
Article 22. To see if the Town will vote to accept the following named sums as Perpetual Trust Funds for the care of lots in the Vine Lake Cemetery, the interest thereof or as may be necessary to be used for said care, viz:

Article 24. To hear the report of the committee appointed under Article 5 of the Special Town Meeting held July 28, 1939, in regard to the transportation of the Johnson Bus Lines and the N. Y., N. H. & H. R. R.
Article 25. To see if the Town will vote to authorize the Assessors to use a sum not exceeding $3,000.00 from free cash in the treasury for the reduction of the 1940 Tax Rate.
Article 26. To see if the Town will vote to hear the report of the School Build- ing Committee appointed under Article 20 at the adjourned Annual Town Meeting of March 20, 1939 to present plans and recommendations for needed school construction, or do or act anything in relation thereto. Article 27. To see if the Town will vote to raise and appropriate a sum of money for the tuition of Medfield pupils in Trade Schools as required by the pro- visions of Chapter 471 of the Acts of 1911, or do or act anything in relation thereto. (School Committee)

Article 32. To see if the Town will vote to transfer the land on Brook and Green Streets now or formerly held by the Water Department to the Park De- partment for a Town Park and recreational purposes, or do or act anything in relation thereto. (Park and Planning Board)

IMPORTANT NOTICE
Chapter 46 of the General Laws of Massachusetts requires that every physician shall within fifteen days after a birth at which he has officiated, report the same to the city or town in which the birth took place.
Parents within forty days after the birth of a child, and every householder, within forty days after a birth in his house shall cause notice thereof to be given to the clerk of the town where such child is born.
Failure to give such notice is punishable with a fine.

ANNUAL MEETING March 6, 1939 TOWN WARRANT
COMMONWEALTH OF MASSACHUSETTS
Norfolk, ss.
To either of the Constables of the Town of Medfield, in said County, greeting:
In the name of the Commonwealth you are directed to notify and warn the inhabitants of the Town of Medfield, qualified to vote in elections and in town affairs, to meet at the Town Hall, in said Medfield on Monday the 6th day of March A.D., 1939 at 6:00 A.M. then and there to act on the following articles:
Article 1. To choose all Town Officers required to be elected annually by ballot, to wit:
One Moderator, One Town Clerk, One Treasurer, One Collector of Taxes, Three Constables, One Tree Warden, One Member of the School Committee, all for one year.
One Selectman, One Assessor, One Member of the School Committee, Two Trustees of the Public Library, One Member of the Board of Health, One Ceme tery Commissioner, One Member of the Water and Sewerage Board, One Member of the Board of Public Welfare, all for three years.
One Member of the Planning Board for five years.
The polls to be opened at 6:00 A.M. and may be closed at 2:00 P.M.
Article 2. To choose Fence Viewers, Field Drivers, and Pound Keeper.
Article 3. To see if the Town will vote to accept the reports of the several Town Officers for the past year.
Article 4. To see if the Town will vote to appropriate and raise such sums of money as may be necessary to defray the expenses for the ensuing year.
