REPORT OF THE DEPARTMENT OF PUBLIC WELFARE


The Board of Public Welfare respectfully submit the fol- lowing report:


We thank the Employees of the Medfield State Hospital for their contribution of $600 which was expended under the direction of a special committee to provide work for the unemployed by the construction of a sidewalk on Hospital Road.


We also thank the Employees of the First National Stores, Inc. for their donation of $150 worth of merchandise to the Public Welfare.

ANNUAL MEETING March 7, 1932


Pursuant to a Warrant issued by the Selectmen, the inhabitants of the Town of Medfield, duly warned and notified in the manner prescribed by law, met at the Town Hall on the seventh day of March, 1932, at six o'clock in the forenoon to elect their coming officers for the ensuing year.


Article 1. To choose all Town Officers required to be elected annually by ballot; to wit:


One Moderator, One Town Clerk, One Treasurer, One Collector of Taxes, Three Constables, One Tree Warden, One Board of Health, One Trustee of the Public Library, One Assessor, all for one year; One Selectman, One Assessor, One School Committee, Two Trustees of the Public Library, One Member of the Board of Health, One Cemetery Commissioner, One Member of the Water and Sewerage Board, all for three years; One Member of the Planning Board for five years.


The polls were opened at 6:15 a. m. and closed at 2 p. m. Cards of Instruction and Specimen Ballots were posted as required by law.


The ballot box was examined and found in good work- ing order and at the close of voting agreed with the check lists in the number of ballots cast.


The following named persons appointed by the Select- men and sworn by the Town Clerk were assigned to duty as follows: Charles L. Bullard and Arthur S. Atherton to distribute ballots; Wesley A. Gove and Elmer B. Cod- ding to check at ballot box; Alexander A. MacLean, John R. Miller, Anne Young, William Palumbo, Joel E. Heard, Richard E. Conrick, Gertrude M. Bell and Martha Blood, Tellers; Constable Coleman J. Hogan in charge of the ballot box.


The ballots were counted in open meeting and the total vote cast was 811.

Voted, that the Town Treasurer with the approval of the Selectmen be and hereby is authorized to borrow money from time to time in anticipation of the taxes of the municipal year beginning January 1, 1932, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the taxes of said municipal year.

Article 6. To determine in what manner the taxes shall be collected for the ensuing year, also determine what percentage shall be allowed the Collector for the ensuing year.


Voted, that taxes shall be paid not later than the fifteenth day of October of each year, and on all taxes remaining unpaid after the first day of November, interest shall be paid at the rate of six per cent per annum from the fifteenth day of October until such taxes are paid, and that the Collector receive one per cent on all taxes collected by him.


Article 7. To see what compensation the town will allow members of the Fire Department for the ensuing year.


Voted that the members of the Fire Department be paid the sum of Nineteen Dollars and Fifty Cents ($19.50) per year and One Dollar Per Hour while working at fires.


Article 8. To see if the town will authorize the Collector to use all means in the collection of the taxes as the Treasurer might if elected to that office.


Voted that the Collector be instructed to use all means and processes provided by law for the collection of all taxes remaining unpaid after the first day of December, Nineteen Hundred and Thirty-Two.


Article 9. To see how much per hour the town will allow for work on the highways for the ensuing year.


Voted that the price of labor per hour on the highway be left to the discretion of the Selectmen.


Article 10. To see if the town will vote to accept the following named sums as Perpetual Trust Funds for the care of lots in the Vine Lake Cemetery, the interest thereof or as may be necessary to be used for said care, viz:

Article 11. To see if the town will vote to raise and appropriate the sum of $100.00 for minor repairs on the Public Library, or do or act anything in relation thereto.

Article 12. To see if the town will vote to authorize the Selectmen to appoint one of its members as Inspector of Animals or do or act anything in relation thereto.


Finance Committee recommended to pass.


Voted should pass as recommended.


Article 13. To see what compensation the town will allow the Inspector of Animals for the ensuing year.


Finance Committee recommended the sum of One Hundred and Fifty Dollars ($150.00).


Voted that the sum of One Hundred and Fifty Dollars ($150.00) be allowed for the coming year.


Article 14. To see if the town will vote to authorize the Water and Sewerage Board to appoint one of its members as Water Registrar, or do or act anything in relation thereto.

Voted should pass as recommended.


Article 15. To see what compensation the town will allow the Water Registrar for the ensuing year.


Finance Committee recommended Fifty Dollars ($50).


Voted that the sum of Fifty Dollars ($50.00) be allowed as the compensation of the Water Registrar.

Article 16. To see if the town will vote to raise and appropriate the sum of $2,155 and transfer the sum of $345 from the "Sale of Cemetery Lots Fund" for the maintenance of Vine Lake Cemetery, or do or act any- thing in relation thereto.


Finance Committee recommended that Sixteen Hundred and Fifty-Five Dollars be raised and appropriated and Three Hundred and Forty-Five Dollars transferred from Sale of Cemetery Lots Fund.


Voted should pass as recommended.


Article 17. To see if the town will vote to raise and appropriate the sum of $200.00 for salary of Chairman of the Board of Public Welfare, or do or act anything in relation thereto.


Finance Committee recommended Two Hundred Dollars ($200.00).


Voted that the sum of Two Hundred Dollars ($200.00) be granted and appropriated.


Article 18. To see what action the town wishes to take in regard to the collection of "Garbage," and raise and appropriate a sum of money thereto, or do or act anything in relation thereto.


Finance Committee recommended dismissal.


Voted that the article be dismissed.


Article 19. To see if the town will vote to raise and appropriate the sum of $922.76 to pay 1930 and 1931 Public Welfare bills due the city of Cambridge, or do or act anything in relation thereto.


Finance Committee recommended to pass.


Voted that the sum of Nine Hundred Twenty-Two Dollars and seventy-six cents be raised and appropriated.


Article 20. To see if the town will vote to establish a Road Machinery Account, to which shall be credited all receipts received for the use or rental of road machinery, the proceeds to be appropriated as voted by the town for

road machinery purposes, or take any action in relation thereto.


Voted to dismiss the article.


Article 21. To see if the town will vote to raise and appropriate a sum of money for the purchase of a truck for use of the Highway Department, or do or act anything in relation thereto.


Finance Committee recommended the sum of One Thousand and Sixty Four Dollars and Fifty Cents be raised and appropriated to purchase an International truck for the use of the Highway Department.


Voted that the sum of One Thousand and Sixty Four Dollars and Fifty Cents ($1,064.50) be raised and appro- priated to purchase an International truck for the use of the Highway Department.


Article 22. To see if the town will raise and appro- priate the sum of $500.00 for the reconstruction of the Vine Lake Cemetery wall along Main Street, or do or act anything in relation thereto. (Cemetery Commissioners) .

Voted that the article be dismissed.


Article 23. To see if the town will vote to transfer the following balances to excess and deficiency fund :

Article 24. To see if the town will vote to raise and appropriate the sum of $160.00 for the maintenance of ten electric lights on Causeway Street as far as the houses of Henry Clark, Fred Getchell and George L. Bent, or do or act anything in relation thereto. (Petition).
