Beginning at a cement bound in the 1947 layout of Jacobs Trail; thence by a curve to the left, the radius of which is 15.35 feet, a distance 24.41 feet to a drill hole and point of tangency in a boulder, said drill hole being about a foot underground and on the southeasterly side of said boul- der; thence N68º 33' 30" E. a distance of 322.74 feet to a cement bound and point of curvature; thence by a curve to the left, the radius of which is 15.00 feet, a distance of 23.28 feet to a cement bound and point of tan- gency at Leigh Road; thence N20° 12' 10" W by the westerly line of Leigh Road a distance of 140.18 feet to a cement bound and point of curvature; thence by a curve to the left, the radius of which is 14.82 feet, a distance of 23.56 feet to a cement bound and point of curvature; thence by a curve to the left, the radius of which is 20.00 feet, a distance of 40.07 feet to a cement bound in the northeasterly line of Prouty Avenue and the end of the layout.

Article 15. To see if the town will authorize the Washington Street Cemetery Committee to spend the sum of $600.00 to gravel and tar the sur- face of the entrance road and around the Circle known as Section "A." This money to be drawn from the Washington Street Cemetery Fund or act on anything relative thereto.
Article 16. To see if the town will vote to authorize and empower the Selectmen to convey the land and buildings at the junction of Oak and Washington Streets on such terms as they deem best. You are hereby required to notify and warn said inhabitants of Nor- well qualified to vote in Town Affairs, in case all the articles in the fore- going warrant shall not be acted upon at the meeting called for the fifth day of March, to meet in adjourned session at Cushing Memorial Town Hall, Monday, the Twelfth Day of March, 1951 at seven-thirty o'clock in the evening, then and there to act upon such of the foregoing articles as shall not have been acted upon on March 5, 1951, or act upon such other articles in said warrant as the meeting may deem advisable.
You are directed to serve this warrant by posting a copy thereof, at- tested by you in writing, at each of five public places in the Town, seven days at least before the time for holding the first meeting called for in this warrant. Annual Town Meeting March 5, 1951
Pursuant to a Warrant duly executed and returned thereof made to the Town Clerk by Lloyd B. Henderson, a duly appointed Constable of Norwell, the qualified voters met at the time and place and for the purpose therein stated and took the following action:
The Moderator Frederick A. Small called the meeting to order at 7:40 p.m. Mr. Coleman asked for an opportunity to explain the mistake made

in advertising the Warrant for the meeting in the newspaper. He stated that the Selectmen thought they were within the law by advertising the warrant in the edition of the paper appearing the Friday before the meet- ing, but upon consulting town counsel they were advised that more time was necessary. Counsel also stated that a Special act of the Legislature would be necessary to validate whatever action was taken at the meeting. The Moderator stated that he wished to clarify his position as chairman of the meeting. He observed that it was his opinion, speaking on advice of counsel, that the meeting could be held legally, if its proceedings and the results of the town election on March 10th were validated by special act of the State Legislature.
The Moderator appointed Donald C. Wilder and John D. Dickman tellers and swore in same.
The call for the meeting was read by the Town Clerk whereupon it was voted to defer reading the articles. The Clerk read the charge to the constables and the sworn statement of the Constable, Lloyd B. Henderson, that he has posted ten copies as instructed by the town. The meeting was polled by the tellers who reported 283 legal voters present.
Article 1. Voted unanimously to accept the reports of the town offi- cers and committees as printed in the Town Report.
Article 2. Motion made and seconded to raise and appropriate the sums as printed in No. 1 through No. 18 totalling $5,981.60. A motion made to amend No. 16 to read $225 was lost.
Voted unanimously to raise and appropriate the sum of $5,981.60 to provide for the sums in No. 1 through No. 18.
Article 3. Motion made, seconded and voted unanimously to raise and appropriate the sum of $11,050 to provide for No. 1 through No. 15 as printed in the transcript of the Warrant.
The Advisory Board recommended that No. 24 be changed to $2,100 to allow for an omission in the budget of a $600 article submitted by the Tree Warden. (500, Dutch Elm 100, Planting) Recommendation adopted.
It was moved, seconded and unanimously voted to raise and appropri- ate the sum of $18,410.05 to provide Nos. 16 through 36, Protection of Property.
Motion made, seconded and unanimously voted to raise and appropri- ate the sum of $17,200 for Highways as printed in Nos. 37 through 42.
Motion made, seconded and unanimously voted to raise and appro- priate the sum of $33,550 to provide for Charities as requested in Nos. 43 through 47.
Motion made, seconded and unanimously voted to raise and appro- priate the sum of $4,000 for Veterans' Benefits requested in No. 48.
Motion made, seconded and unanimously voted to raise and appro- priate the sum of $108,513.64 for Education, as requested in Nos. 49 through 52.
Motion made and seconded to raise and appropriate the sum of $46,- 152.56 to provide for Nos. 53 through 67 as printed except No. 58 which shall read $917.62 the actual cost of the Town Reports. This motion was amended to read "raise and appropriate the sum of $40,152.56 to provide for Nos. 53 through 67 as requested except No. 57 which shall be trans- ferred from the E & D Account and No. 58 which shall read $917.62."
Unanimously voted to raise and appropriate the sum of $40,152.56 as requested in Nos. 53 through 67 except No. 57 which shall be transferred from the E & D Account, and No. 58 which shall read $917.62.
Article 4. Unanimously voted to transfer the sum of $13,200 from the General Fund to balance the amount to be contributed by the Com- monwealth of Massachusetts in connection with Chapter 81, Work on the Highways.

Article 14. Voted unanimously to pass over Article 14. Mr. William T. Hills, a resident of High Street, stated that he and Mr. William J. Yet- man, another resident of High Street, would take it upon themselves to see that numbers were placed upon the houses on High Street.
