Qualifications.
Any person who has lived in the State one year and in the Town six months may register.
Some evidence showing six months residence must be shown, such as a light or gas bill.
If a naturalized citizen naturalization papers must be pre- sented at time of registration.
Time to Register.
Besides dates set for Registration, any qualified resident may register with the Town Clerk any week during the year, except those days during which registrations are closed by law.

DOG LICENSES
All dogs must be licensed at the age of 3 months and all licenses are due on or before March 31st. Tags and receipts are usually here by March 31st, therefore it is suggested you come to Town Election prepared to pay your dog tax at that time. Pay- ments may be made in person, by check or money order made payable to the Town of Norwell and mailed to the Town Clerk.
All licenses unpaid on June 1st must be turned over to the Constable for collection. PAY PROMPTLY and save the Town the expense of overdue notices and collection by the Constable.

Report of the Board of Health
To the Selectmen of Norwell:
The volume of work done by the Board has increased in proportion to the growth of the Town. The inspection of cess- pools, investigation of numerous complaints of nuisances, exam- ination of eating places and motels are still the bulk of business transacted.
There are definite regulations for sewerage disposal which were adopted by the Board on June 14, 1952. Specifications are obtainable from the Town Hall, and it is suggested that a copy be obtained before new construction is begun to avoid possible costly rearrangement of plumbing facilities.

There are still many parents who do not follow the State regulations relative to reporting diseases dangerous to the public health. Just a post card addressed to Board of Health, Norwell, with "John Smith, 6 years, Oak Street, - Measles" on the reverse side is sufficient. Your child must be excluded from school in event of an epidemic if no record exists of his having had the disease.

In two cases the dogs were destroyed and heads taken to the New England Diagnostic Laboratory.
One cat was destroyed and the head taken to New England Diagnostic Laboratory.
The chipmunk also was sent to the New England Diagnostic Laboratory.

Complaints of any nature relative to health conditions must be made in writing over the signature of the complainant, other- wise no action will be taken.
Public hearings were held by the Board of Health concern- ing the construction of two motels and a trailer camp on Wash- ington Street. These requests were approved.
Water samples were taken of the Town spring and the schools. In May pollution was found in the Town spring as a result of flooding. The Fire Department pumped, cleaned and chlorinated. Water again tested suitable for drinking early in June.
Partial hospitalization expenses for a case of infectious hepatitis for a Norwell settled case were paid as required by Public Health Laws, Chapter 111, Section 116.
As a result of the hurricanes, unexpected debts were incurred by the Board for maintenance of the dump, a hand pump for the spring and the purchase of dry ice. The major portion of these expenses were paid from State funds.
Three clinics are held yearly at the Town Hall for inocula- tions. All residents are eligible to attend.
A rabies clinic was held the first two Saturdays of April.
During 1955 we propose to draft a complete set of health regulations.
Town Dump Report
During this past year the Board of Health has continued to be responsible for the Town dump. The wholehearted cooperation of the townspeople in the care of their dump has made it possible to maintain the dump without excessive expense.
The storms in September taxed our facilities to the utmost. The systematic disposal of debris by the tree warden and high- way surveyor was greatly appreciated.

Annual Report of Norwell Zoning Board of Appeals
December 20, 1954
The Norwell Zoning Board of Appeals has considered and taken action on seventeen petitions submitted during the year, as follows:
1. Feb. 15-Church Hill Methodist Church, for permission to build an addition on the rear with less than the required setback from the rear lot line. Petition granted.
2. Feb. 15-Harold T. Ramsay, for permission to use, for residential building, lots on Grove Street having less than the required area. Petition denied.
3. Mar. 25-Paul E. MacDonald, for permission to build an addition on the front of the Joseph house on Washington Street with less than the required setback from the way line. Petition granted.
4. Apr. 8-Richard H. Barrows, for permission to make in- terior alterations to the second floor of a building on Main Street known as the "MacDonald Blacksmith Shop" to provide dwelling accomodations, there being less than the required area and side line setback. Petition granted.
5. May 6-Inez Govoni, for permission to build an addition on the rear of her dwelling on Grove Street with less than the required rear line setback. Petition granted.
6. May 27-G. Richard Warfield, Jr., for permission to re- move soil and natural deposits from his land on Main St., which is not a permitted business activity in a residential area. Petition denied.
7. June 17-Charles W. Sabine, 3rd, for permission to build a dwelling at the corner of Main Street and Old Meeting House Lane on a lot that has less than the required frontage on a public way. Petition granted.
8. June 24-Donald L. Burnside, for permission to deed a house which, because of three surrounding houses owned by one family together with the one to be sold, is on a lot having less than the required area. Petition denied.
9. July 26-Donald L. Burnside, a second hearing on a petition similar to that of the June 24 hearing, after the area had been increased to the maximum feasible although still less than that required. Petition granted.
10. Aug. 17-James J. Cavanaugh, for permission to erect a

carport at his home on Franklin Road which will not have the required side line setback. Petition granted.
11. Aug. 26-John A. DeCourcy, for permission to build an addition on the front of his residence and place of business on Washington Street, which will have less than the required way line setback. Petition granted.
12. Sept. 30 -- Paul E. MacDonald, for permission to move a shed at his residence on Washington Street to a new location to be used as a garage, where it will not have the required side line setback. Petition granted.
13. Sept. 30-Thomas and John Campbell, for permission to build an addition to their service station on Main Street, which is a business in a residential area. Petition granted.
14. Oct. 7-Daniel P. Ramsay, Jr., for permission to add a breezeway and garage to his house on Coolidge Road, which will not have the required side line setback. Petition granted.
15. Oct. 21-Robert F. Burke, for permission to build an unattached garage at his residence on Brantwood Rd., which will have less than the required side line setback from the Myers Ave. way line. Petition denied.
16. Nov. 9-Charles E. French, for permission to build an attached two-car garage at his home on Main St. which will have less than the required side and back line setbacks. Petition granted.
17. Nov. 9-Robert Shortall, for permission to build a car- port and tool house at his residence on Main Street with less than the required setback from the way line of Bowker St. Petition denied for tool house, which would be ten feet from the way line, but granted for the carport.
18. and 19. Dec .-- Hearings are to be held before the end of the year on petitions of Clinton K. Porter for an attached garage too close to the way line at the corner of South and Main Streets and of Raymond F. Merritt for a breezeway and garage which will be too close to the side line at his residence on High Street.

Annual Report Norwell Civil Defense Agency
In addition to its regular annual operations, such as cooper- ating with the Red Cross in the Bloodmobile visit to Norwell, your Civil Defense organization was put to its first real test during the hurricanes of last fall. Without elaborating in detail on the experiences during these storms, I want first to commend all the organized departments of the Town for their superb cooperation and unselfish devotion to the tasks of clearing the streets and relieving the difficulties and problems of the residents as much as possible. This complete coordination through Thomas Barstow as Chairman of the Board of Selectmen and Assistant Director of Civil Defense was greater than one could ever ask for. But, in spite of the fine job done, it was obvious that Civil Defense is woefully lacking in personnel, particularly wardens. Wardens are asked to care for a group of only eight to ten houses in their own neighborhood, but they must be volunteers - men or women - who are prepared to jump in and do a job when the unexpected happens. Their job is to help in the clearing of streets, the reporting of damage and trouble to the proper authorities, and in assisting their neighbors in any way possible.
