Article 28. To see if the Town will vote to designate the Zoning Board of Appeals as established by the Zoning By-Law of the Town of Norwell to act as the Board of Appeals authorized by the provisions of General Laws (Ter. Ed.), Chapter 41, Section 81Z or act on anything relative thereto.
Article 29. To see if the Town will vote to instruct the Planning Board, as a board or with the aid of a committee they may appoint, to study and bring in at regular or special Town meeting a set of building laws, or act on anything relative thereto. - Requested by the Planning Board.
Article 30. To see if the Town will vote to adopt as a Town by-law the following:
Article XIV. "No person shall remove any soil, loam, sand or gravel from any land in the Town not in public use unless such removal is authorized by a permit issued by the Board of Selectmen, except in conjunction with construc- tion of a building on the parcel and except for the con- tinued operation on the same parcel of an existing sand and gravel pit. No such permit shall be issued until an appli- cation therefor is filed with said board, said board shall hold a public hearing on the application and notice of the filing of such application and the date and time of the public hearing thereon shall be advertised in a paper published in the County, seven days at least before the public hearing." or act on anything relative thereto.
Article 31. To see if the Town will vote to amend the Zon- ing By-Law of the Town of Norwell, as follows:

"To amend by striking out the present Section III and insert- ing the following:
SECTION III Establishment of Districts
The Town is hereby divided into five classes of Districts:
Residential District A, B, C. Business District A, B.
The Residential District A shall include all the land, except Business District A, east of a line starting at the Norwell-Hanover town line marker on Main Street at Jacobs Lake and running northerly to a point on Grove Street 1000 feet West of the west- erly way line of Prospect Street, thence running northerly to a point on the Norwell-Hingham town line 1000 feet west of the westerly way line of Prospect Street.

Residential District B shall include all the land, except Resi- dential District C and Business District B, west of a line starting at the Norwell-Hanover town line marker on Main Street at Jacobs Lake and running northerly to a point on Grove Street 1000 feet West of the westerly way line of Prospect Street, thence running northerly to point on the Norwell-Hingham town line 1000 feet west of the westerly way line of Prospect Street.
Residential District C shall include all the land as shown on plan of Jacobs Lake Shores, Ernest W. Branch, Inc., Civil Engineer, and dated March 11, 1939, and recorded in Plymouth Registry of Deeds, described as follows:
"Starting at the northeasterly way line of Washington Street at the southeasterly way line of Jacobs Trail, thence running northerly by Jacobs Trail and land formerly of J. E. Anderson to lot No. 61 as shown on said plan, thence southeasterly by land of said Anderson 165.45 feet, more or less, to a corner, thence turning and running northeasterly by land of Thomas Leavitt to Jacobs Lake, thence turning and running by the shore line in a north- westerly direction to land of Henry Hayward as shown on said plan, thence turning southwesterly by said Hayward land to lot No. 134 as shown on said plan, thence turning northwesterly by said Hayward land to Douglas Avenue as shown on said plan, thence turning northeasterly still by Hayward land to the shore line of Jacobs Lake, thence by an irregular line of the pond in a northwesterly direction to lot No. 193, as shown on said plan, thence running by lot No. 193 and Jacobs Lake in a northwesterly direction to land formerly of Hegan, thence turning southwesterly by said Hegan land to a point at junction of land formerly of Thomas Monk, thence turning southeasterly by said Monk land to Duncan Drive as shown on said plan, thence southerly by land of said Monk to intersection of land of Edward Farmer (at junc- tion of Duncan Drive and Doris Avenue) thence easterly by said Farmer land to lot No. 20 as shown on said plan, thence southerly by said Farmer land to Washington Street; thence by Washington Street easterly and southeasterly to point of beginning."
Business District A
Business District A shall include all land within the follow- ing boundaries:
Beginning at the intersection of the easterly way line of River Street and the northwesterly way line of Dover Street. due east to a point 300 feet from the southeasterly way line of Dover Street;
thence parallel to the southeasterly way line of Dover Street and 300 feet therefrom, to a point due south of the intersection

of the northerly way line of Dover Street and the southerly way line of Main Street;
thence due north to a point 300 feet from the northerly way line of Main Street;
thence westerly parallel to the northerly way line of Main Street, and 300 feet therefrom, to Central Street;
thence southerly along the easterly way lines of Central and River Streets to the point of beginning.
Business District B
The Business District B shall include all the land bounded and described as follows:
"starting on the Norwell-Hingham town line at a point 300 feet westerly of the westerly way line of Washington Street, thence southerly parallel to and 300 feet west of the westerly way line of Washington Street to the Norwell-Hanover town line, thence on said line easterly to a point 300 feet east of the easterly way line of Washington Street, thence northerly, parallel to and 300 feet east of the easterly way line of Washington Street to the Norwell-Hingham town line, thence on said line to the point of beginning, except that portion of Residential District C as shall come within such lines."
To amend the present Section VII by striking out sub-sections A-1 and A-2 and inserting the following:
A. Residential Lot Sizes
1. The minimum lot size on which a dwelling may be erected or placed or on which any other structure may be altered for dwelling purposes shall be:
a. Residential District A - One acre with a frontage of 150 feet or more on a Public Way, or on a Way ap- proved by the Planning Board, or two acres without such frontage.
b. Residential District B - One-half acre with a frontage of 125 feet or more on a Public Way, or on a Way approved by the Planning Board, or one acre without such frontage.
c. Residential District C - 8000 square feet with frontage of 100 feet or more on a Public Way or Private Way or, with respect to a lot described in a deed recorded in Plymouth Registry of Deeds prior to April 10, 1952, 4000 square feet with frontage of 50 feet or more on a Public or Private Way.
d. Business Districts A and B-One-half acre with a frontage of 125 feet or more on a Public Way, or on a Way approved by the Planning Board, or one acre without such frontage.

provided the lot shall not be already occupied by a dwelling or other buildings except outbuildings commonly associated with dwellings.
2. Nothing in the foregoing paragraph, however, shall pro- hibit the erection or placement of additional dwellings, or the alteration of additional buildings for dwelling pur- poses, on a lot the size of which is sufficient to allow:
a. Residential District A - One acre for each dwelling on a lot with a frontage of 150 feet or more on a Public Way, or on a Way approved by the Planning Board, or two acres for each dwelling on a lot without such frontage.
b. Residential District B-One-half acre for each dwelling on a lot with a frontage of 125 feet or more on a Public Way, or on a Way approved by the Planning Board, or one acre for each dwelling on a lot without such frontage.
c. Residential District C - 8000 square feet for each dwelling with frontage of 100 feet or more on a Public or Private Way or, with respect to a lot described in a deed recorded in Plymouth Registry of Deeds prior to April 10, 1952, 4000 square feet for each dwelling with frontage of 50 feet or more on a Public or Private Way.
d. Business District A and B - One-half acre for each dwelling on a lot with a frontage of 125 feet or more on a Public Way, or on a Way approved by the Planning Board, or one acre for each dwelling on a lot without such frontage.
To further amend Section VII by striking out present sub-sections B-2, B-3 and B-4 and inserting the following:
B. Setbacks
2. From Side or Back Lot Lines in the Residential Districts
a. Residential Districts A and B-No building in the Resi- dential Districts A and B shall be erected or placed within 20 feet of a side or back line except that with respect to buildings existing at the effective date of this provision, additions thereto may be erected or placed within 20 feet but not within 10 feet of a side line.
b. Residential District C - No building in Residential District C shall be erected or placed within 10 feet of a side or back line.

3. From Side or Back Lot Lines in Business Districts - No building used as a dwelling shall be erected or placed within 20 feet of a side or back line except additions to dwellings existing at the effective date of this provision, may be erected or placed within 20 feet but not within 10 feet of a side line.
All provisions of the present Zoning By-Law shall remain in effect until such time as the proposed changes are approved by the Attorney General, duly advertised and become effective.
Proposed by the Planning Board as directed by vote of Special Town Meeting held November 8, 1954.
Article 35. To see if the Town will vote to appropriate the 1954 Dog Tax Refund to the School Account, or act on anything relative thereto.
Article 36. To see if the Town will vote to raise and appro- priate the sum of $150, or some other sum or sums of money, for expenses for the Regional School District Planning Committee, or act on anything relative thereto.
Article 37. To see if the Town of Norwell will vote to thank the Union Athletic Association of Norwell, Inc., for the gift of the land known as Ridge Hill Grove, and direct the Selectmen to convey this vote of thanks to that Association, or act on anything relative thereto. - Proposed by the School Committee.
Article 38. To see if the Town will vote to raise and appro- priate, or to transfer from available funds in the treasury, the sum of $4000, or some other sum or sums of money, to be spent under the direction of the School Committee to install gutters, drains and similar equipment on the old section of the High School Building, or act on anything relative thereto.
Proposed by the School Committee.
Article 39. To see if the Town will raise and appropriate the sum of $400, or some other sum or sums of money, for salaries and expenses of conducting evening Practical Arts classes for adults at the High School, or take any other action relative thereto. - Proposed by the School Committee.
Article 40. To see if the Town will vote to raise and appro- priate, or transfer from available funds in the treasury, the sum of $4000, or some other sum or sums of money, for the hard sur- facing and drainage of the High School parking lot and the road Jeading into it from the street, or act on anything relative thereto.

Article 41. To see if the Town will give any instructions to its elected Town Officers.

To bring to the Election Officers their votes, all on one ballot, for the following named officers, to wit: one Selectman for three years, one Assessor for three years, one mem- ber of the Board of Public Welfare for three years; Town Treas- urer, Highway Surveyor, Moderator, and Tree Warden for one year; one member of the School Committee, one member of the Board of Health, one member of the Board of Water Commission- ers, and one member of the Board of Trustees of the William J. Leonard Memorial Library for three years; and one member of the Planning Board for five years.
You are hereby required to notify and warn said inhabitants of Norwell qualified to vote in Town affairs, in case all the arti- cles in the foregoing Warrant shall not be acted upon at the meet- ing called for the seventh day of March to meet in adjourned session at the Cushing Memorial Town Hall

Annual Town Meeting March 7, 14, 21 and 28, 1955
Pursuant to a Warrant duly executed and return thereof made to the Town Clerk by Harland W. Farrar, a duly appointed Constable of Norwell, the qualified voters met at the time and place and for the purpose therein stated and took the following action.
The meeting was called to order at 7:45 p.m. by the Town Clerk acting as Moderator Pro Tem. The call for the meeting was read, also the closing of the Warrant and the return by the Con- stable relative to the posting of Warrants by him.
Article 1. The Chair called for nominations for Moderator. Joseph M. Silvia was nominated and the nomination seconded after which it was voted to close nominations. Moved, seconded and voted that the Moderator Pro Tem cast one ballot for Joseph M. Silvia for Moderator, which was done. The Town Clerk swore in Mr. Silvia and he took charge of the meeting.
Article 2. It was moved, seconded and voted to accept the reports of Town officers and committees as printed in the Town Report.
Moved and seconded to reconsider Article 2, but the motion failed to pass.
Article 3. A motion was made, seconded and carried by voice vote that the recommendation of the Advisory Board on each of the 105 items in the Budget be considered as a motion made and seconded in each instance retroactive to Jan. 1, 1955. Working under this procedure, the following sums were raised and appropriated, transferred or appropriated from other funds in the treasury as indicated in the individual vote. An attempt to group related items was made but abandoned.
#1. Voted to raise and appropriate the sum of $50. salary of moderator.
#2. Voted 178 for 82 against to amend #2 to read $1500. salary of Chairman of Board of Selectmen. Voted to raise and appropriate the sum of $1500.
