Pursuant to a Warrant duly executed and return thereof made to the Town Clerk by Lloyd B. Henderson, a duly appointed Constable of Norwell, the qualified voters met at the time and place and for the purpose therein stated and took the following action:

The Moderator, Herbert A. Lincoln, called the meeting to order at 7:40 p.m. Town Clerk read the call for the meeting.
It was voted to defer the reading of the articles until each was taken up for action.
The Moderator appointed Donald C. Wilder and Harry L. Chase, Jr., to serve as tellers and swore in same.
Voted to admit Town Counsel to the meeting.
Article 1. Voted to accept the reports of Town Officers and Committees as printed in the Town Report.
Frederick A. Small, Chairman of the Permanent School Building Committee, gave a verbal report of the Committee, outlining the progress of preparatory work of his Committee which was accepted.
Article 2. Voted to raise and appropriate the amounts recommended by the Advisory Board in items 1 through 18 in the transcript of the Warrant.

Voted to authorize the Town Treasurer, with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1. 1954, and to issue a note or notes therefor, nayable within one vear and to renew any note or notes as may be given for less than one year in accordance with General Laws. Chapter 44, Section 4.
Article 7. Voted to authorize the Town Treasurer. with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1955, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for less than one year in accordance with General Laws, Chapter 44, Section 4.

Article 9. Voted to authorize, empower and direct the Selectmen to convey to Alfred H. Prouty and William O. Prouty three certain parcels of land and building thereon located at the junction of Oak and Washington Streets, Norwell, and more fully described in the following deeds; Deed of John Prouty to inhabitants of the Town of Norwell, recorded in Plymouth Registry of Deeds, Book 1417, page 388; Deed of William Prouty to the Town of South Scituate, recorded Plymouth Deeds, Book 2187, page 183; Deed of David Prouty to Tenth School District in Scituate, recorded in Plymouth Registry of Deeds, Book 184, page 85, this convey- ance relates to land described in two deeds of the Town to Alfred H. Prouty and William O. Prouty dated June 22, 1951 and July 31, 1951, recorded in the Plymouth County Registry of Deeds, Book 2156, page 392 and Book 2187, page 186 respec- tively and is in confirmation thereof.
Article 10. Voted (259 yes, 49 no) to raise and appropriate the sum of $5000 as recommended by the Advisory Board for resurfacing River Street.
Article 11. Voted to raise and appropriate the sum of $2000 as recommended by the Advisory Board for Drainage of Jacob's Lake Shores.
Article 12. Voted to raise and appropriate the sum of $600 as recommended by the Advisory Board for the purpose of grading and resurfacing with tar, Forest Street.
Article 13. Voted to raise and appropriate the sum of $800 for the purpose of grading and resurfacing with tar, the accepted portions of Doris Ave., Leigh Road and Jacobs Trail.
Article 14. Voted to raise and appropriate the sum of $300 as recommended by the Advisory Board, for the purpose of grading and resurfacing with tar, the accepted portions of Mill Lane.
Article 15. Voted to raise and appropriate the sum of $1300 for the purchase of two (2) snow plows.
Article 16. Voted to raise and appropriate the sum of $150 for the purpose of maintaining during the ensuing year, the mosquito control works as estimated and certified to by

the State Reclamation Board in accordance with the provi- sions of Chapter 112, Acts of 1931.
Article 17. Voted to choose William D. Jacobs a Town Director of the Plymouth County Aid to Agriculture.
Article 18. Voted (140 yes, 11 no) to amend Art. 18 to read "transfer from the Excess and Deficiency Fund" in place of "raise and appropriate."
Voted to transfer from the Excess and Deficiency Fund the sum of $1200, to obtain an aerial photomap of the Town.
Article 19. Voted to establish a board of appeals under the subdivision control law as required by Chapter 674, Acts of 1953, Section 81Z and to designate that the board of appeals provided for in the Zoning By-Laws of the Town of Norwell' shall be such board of appeals.
Article 20. Voted to have the Town Offices remain closed all day Saturday throughout the year.
Article 21. Voted to raise and appropriate the sum of $1600 recommended by the Advisory Board, for the purchase of a mist sprayer, for the use of the Tree Warden.
Article 22. Voted to appropriate the sum of $700 recom- mended by the Advisory Board from the Washington Street Cemetery Fund, for reconstruction or repair of drives in the Washington Street Cemetery.
Article 23. Voted to appropriate from the Washington Street Cemetery Fund as recommended, the sum of $82.60 for new equipment for upkeep of Washington Street Cemetery.
Article 24. Voted to appropriate the 1953 Dog Tax Refund to the School Account, as recommended by the Advisory Board.
Article 25. Voted to accept Chapter 624 of the Acts of 1952 which provide for increasing by one hundred dollars a year the amounts of pensions, retirement allowances and annuities payable to certain former public employees who were separated from the service prior to April 1, 1951, and to appropriate the sum of $100 as recommended by the Advisory Board for such increase.
Under reconsideration of item 62 of Article 3, it was voted to raise and appropriate the sum of $100 for this purpose.
Article 26. Voted to indefinitely postpone action on Article 26.

Article 27. Voted to instruct the Selectmen to appoint a committee consisting of the Fire Chief, Police Chief, and three other inhabitants of the Town, one of whom shall be a building contractor to determine the site most suitable for the location of a building to house the Norwell Center fire apparatus and Police Department, to determine type of building most suitable therefor, and to report their findings to the Town at the next special or annual Town meeting.
Article 28. Voted to refer the report of the committee appointed under Article 18 of the Warrant of 1952, to work out a plan for storage of supplies and materials (including Sand) of the Water Department, the Tree Warden and the Highway Surveyor, and study the advisability of setting up a full-time highway department, to the Planning Board for further study, report and recommendation.
Article 29. Voted to raise and appropriate the sum of $300 as recommended by the Advisory Board, for the purpose of taking the census of the inhabitants as of January 1, 1955, in accordance with the provisions of Chapter 9, Section 7 of the General Laws.
Article 30. Voted to indefinitely postpone action on Article 30.
Article 31. Voted to indefinitely postpone action on Article 31.
Article 32. Moved and seconded the following by-law be adopted.
Notice of Intention to Erect, Substantially Alter or Add to Any Building or Structure
1. No person shall erect, substantially alter or add to any building or structure and no person shall place any building or structure on any land unless he, or his agent, shall have filed with the Board of Selectmen a notice of intention to so erect, substantially alter, add or place.
2. Such notice of intention shall state the name and address of the person so erecting, substantially altering, adding or placing, the location where the work is to be done and a description of the work to be done. A sketch of the lot on which the work is to be done shall be furnished with such notice if requested by the Board of Selectmen.
3. No such erecting, substantially altering, adding or placing shall be commenced within forty-eight (48) hours of the filing of the notice of intention with the Board of Selectmen,

nor shall such erecting, substantially altering, adding or placing be commenced more than 14 days after such filing.
4. Whoever violates the provisions of this by-law shall be fined not less than five (5) dollars nor more than twenty (20) dollars.
Voted to amend the last line of paragraph 3 by substi- tuting "60 days" for "14 days."
Unanimously voted to adopt the amended by-law, to wit:

Article 35. Voted that the Town sell for the sum of $100.00, to the First Parish of Norwell a parcel of land, bounded and described as follows:
Easterly, by land of the First Parish of Norwell about 285 feet;
Southerly, by other land of the Town of Norwell about 250 feet;

Westerly, by other land of the Town of Norwell about 285 feet;
Northerly, by other land of the First Parish of Norwell and land of Tomlinson about 250 feet, and containing about 1.6 acres, said land being a portion of the Infirmary Field, lying westerly, generally, of the present site of the First Parish Church, and that we instruct the Selectmen to execute the necessary instruments for the transfer of said parcel of land to said First Parish of Norwell.
Article 36. Voted to indefinitely postpone action on Article 36.
Article 37. Voted to raise and appropriate the sum of $350 to provide suitable headquarters for Samuel Turner, Jr. Post 192, American Legion, as provided for in Chapter 40, Section 9 of the General Laws.

Article 38. Motion made, seconded and "Unanimously voted to repeal Article VII of the By-Laws of the Town of Norwell as amended and substitute therefor the following:
BY-LAW OF THE TOWN OF NORWELL Article VII:
Section 1. No way shall be laid out for acceptance by the Town less than fifty (50) feet in width unless such layout was made prior to June 1, 1949, or unless the Selectmen shall give written certification that such width is impractical and an unnecessary hardship, in which case a way of not less than forty (40) feet may be so laid out.
Section 2. No private way shall be accepted unless and until the Selectmen shall have certified in writing that such way is well built and so constructed, it is at least equal to the average construction of existing highways of the Town and with the proper grades in relation to abutting land and con- necting streets, provided however this section shall not apply

to the ways laid out subject to any provisions of law relating to the assessments of betterments.
Section 3. No private way shall be accepted for the purpose of construction or alterations, or any way laid out or altered by the Selectmen until all claims for damages have been estimated.
Section 4. Such drainage as may be required shall be installed as directed by the Highway Surveyor.
Section 5. Each petition for the layout of a street or way for acceptance at any Town meeting shall be presented to the Selectmen at least three months before such meeting, and the Board of Selectmen and Highway Surveyor shall attach thereto an affidavit stating that the road is or is not satisfactory in width and so constructed as to be acceptable.
Section 6. The Board of Selectmen shall determine and designate numbers of the buildings on such streets or portions of streets as they think best and no person shall neglect to affix to any building owned by him the street number desig- nated to him by said board, nor shall any person affix or suffer to remain on any building owned by him a street number other than the one designated by said board."
Article 39. The Moderator ruled no action could be taken under this article.
Article 40. Unanimously voted to indefinitely postpone action on Article 40.
Article 41. Unanimously voted to indefinitely postpone action on Article 41.
Article 42. Voted that the Selectmen be directed to appoint a Recreation Committee of not less than three nor more than seven, which shall prepare an article for next year's Annual Town Meeting, or any special Town Meeting called before the Annual Meeting, if the Committee sees fit, covering specific action recommended for 1954 or 1955 as part of a long range plan for development of Town recreational facilities.
Motion made, seconded and so voted to reconsider No. 62 of Article 3.
Voted to raise and appropriate the sum of $100 to be in addition to the sum of $2031 already appropriated in No. 62 of Article 3. Amount now $2131.
Article 43. Motion made, seconded and so voted to indefinitely postpone action on Article 43.
