A motion was made, seconded and voted 146 for, 63 against, to take up Article 8.

It was voted "that the Town establish a Planning Board, under Gen- eral Laws (Ter Ed.) Chapter 41, Section 81A to 81Y inclusive to consist of five (5) members, one (1) to be elected at the annual town election in 1954, for a term of one (1) year, one (1) to be elected at said election for a term of two (2) years, and one (1) to be elected at said election for a term of three (3) years, one (1) to be elected at said election for a term of four (4) years and one (1) to be elected at said election for a term of five (5) years, and one (1) member to be elected at each sub- sequent Annual Town Election for a term of five (5) years to replace the member of said Planning Board whose term shall have expired, and that the Board of Selectmen be, and they hereby are, authorized to act as a Planning Board until the Planning Board herein before authorized shall be duly elected and qualified.
Article 6. Water Commissioner Cavanagh made a motion which was seconded "That the Town appropriate the sum of $42,000.00 for the pur- pose of laying a water main not less than six (6) inches but less than six- teen (16) inches in diameter, from the present water mains in Washington Street at Assinippi in Assinippi Avenue from Washington Street to Main Street at Assinippi, in Assinippi Avenue from Washington Street to Main at the high school, for the purpose of connecting said water main to the already established mains in Washington Street and for the purpose of laying pipes therefrom to the sidelines of Assinippi Avenue and Main Street as may be required by the residents thereon, and that the Town Treasurer be and hereby is, authorized with the approval of the Select- men, to borrow the sum of $42,000.00 and to issue bonds or notes therefor payable in equal installments, the last installment being payable in not over fifteen (15) years from the date thereof."

GREETINGS:
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Norwell, quali- fied to vote in elections and Town affairs to meet at the Cushing Memo- rial Town Hall in said Norwell, Monday, the second day of March, 1953, at 7:30 p.m. then and there to act upon the following articles, to wit:
Article 1. To see if the town will accept the reports of its officers and committees as printed in the Town Report, or act on anything relative thereto.
Article 2. To see if the town will vote to fix the salary and com- pensation of all elective officers of the town in the amounts indicated herein and to make such salary or compensation retroactive to January 1, 1953, in accordance with the provisions of Section 108 Acts of 1947; to raise and appropriate any money therefor, or act on anything relative thereto.

Article 3. To see if the town will vote to raise and appropriate such sums of money as may be deemed necessary to defray town expenses for the year 1953, or act on anything relative thereto.
Article 4. To see if the town will vote to appropriate the sum of $13,200, or some other sum or sums of money, from the Excess and Defi- ciency Fund to be used in conjunction with the amount to be contributed by the Commonwealth of Massachusetts for Chapter 81, Work on the Highways, or act on anything relative thereto.
Article 5. To see if the town will vote to appropriate the sum of $9,000, or some other sum or sums of money, from the Excess and Defi- ciency Fund to be used in conjunction with the amounts to be contributed by the Commonwealth of Massachusetts and the County of Plymouth for Chapter 90, Work on the Highways, or act on anything relative thereto.
Article 6. To see if the town will vote to authorize the Town Treas- urer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning Jan- uary 1, 1953, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for less than one year in accordance with General Laws, Chapter 44, Section 17; or act on any- thing relative thereto.
Article 7. To see if the town will vote to authorize the Town Treas- urer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning Jan- juary 1, 1954, and to issue a note or notes therefor, payable within one ydar, and to renew any note or notes as may be given for less than one year in accordance with General Laws, Chapter 44, Section 17; or act on anything relative thereto.
Article 8. To see if the town will vote to raise and appropriate the sum of $5,000, or some other sum or sums of money, for mix and place surfacing of River Street, or act on anything relative thereto.

To see if the town will accept a layout of Main Street from Norwell Center to the Scituate line, to be laid out by the Plymouth County Commissioners approximately the same as the modified plan presented at a hearing in the Norwell Town Hall on October 20, 1952 and now on file at the Town Clerk's office.
Article 13. To see if the town will choose a Town Director of the Plymouth County Aid to Agriculture, as provided for by the General Laws, Chapter 128, Section 41 and 45, as amended, or act on anything relative thereto.
Article 14. To see if the town will vote to raise and appropriate the sum of $150, or some other sum or sums of money, for mosquito control work for the year 1953, or act on anything relative thereto.

To see if the Town will vote to appropriate the sum of forty five hundred dollars ($4,500), or some other sum or sums of money, for the purpose of laying a water main eight (8) inches in diameter on Oak Street of Ridge Hill for a distance of approximately one-fifth mile between Washington and High Street, and for the purpose of laying pipes therefrom to the side lines of Oak Street as may be required by the resi- dents thereon, and to authorize the Town Treasurer, with the approval of the Selectmen, to borrow a sum or sums of money therefor and to issue a note or notes on account thereof.

To see if the town will vote to instruct the permanent School Building Committee to bring in to the next town meeting archi- tect's plans, a recommended land site, and make all necessary and proper plans preliminary to the construction of needed elementary school facil- ities as outlined in the accepted report of the School Building Survey Committee of 1951, or act on anything relative thereto.

Article 25. To see if the town will raise and appropriate the sum of two hundred dollars ($200) for the use of the permanent School Build- ing Committee (appointment of said committee authorized under article 33 at the adjourned annual Town Meeting March 10, 1952) for further study as outlined in the accepted report of the School Building Survey Committee of 1951, or act on anything relative thereto.

To see if the town will raise and appropriate the sum of three thousand dollars ($3,000) for the purpose of engaging an architect and preparing plans for new elementary school facilities in accordance with the recommendations of the Building Committee, or act on anything relative thereto.

To bring to the Election Officers their votes all on one ballot, for the following named officers, to wit: one Selectman for three years, one Assessor for three years, one member of the Board of Public Welfare for three years, Town Collector for three years, Town Treasurer, Highway Surveyor, Tree Warden and Moderator for one year; two mem- bers of the School Committee for three years; one member of the Board of Health for three years; one Trustee of the William J. The meeting was called to order at 7:45 P.M. by the Moderator, Frederick A. Small. Donald C. Wilder and John Dickman were sworn in as tellers.

Advisory Board recommends this action.
Article 7. Voted to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1954, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for less than one year in accordance with Gen- eral Laws, Chapter 44, Section 17. Advisory Board recommends this action.
Article 8. Voted to raise and appropriate sum of $5,000.00 for mix and place surfacing of River Street. Advisory Board recommends $5,000.00 be raised.
Article 9. Voted to raise and appropriate the sum of $2,500.00 for drainage at the Jacobs Lake Development. Advisory Board recommends $2,500.00 be raised.
Article 10. Voted to raise and appropriate the sum of $1,200.00 for the purpose of graveling Doris Avenue, Wendell Avenue and Leigh Road. Advisory Board recommends $1,200.00 be appropriated.
Article 11. Voted to raise and appropriate the sum of $800.00 for the purpose of grading and resurfacing with tar, Forest Street. Advisory Board recommends $800.00 be appropriated.
