Report of the Board of Selectmen
February 7, 1956.
To the Citizens of Norwell:
Census
Perhaps the most significant fact of this brief report is taken from the decennial census of 1955 in that our population has increased from 2,515 in 1950 to 4,127, or 64%, in five years.
Financial
Florence M. Cushing provided in her will, funds for the con- struction and maintenance of Cushing Memorial Hall. The twenty-seventh accounting of the Trustees, covering the year ending August 20, 1955, reports the principal amount of $45,071.15, total gross income of $3,671.85, expenditures of $1,157.43, leaving a balance of income of $2,514.42. Emergency lighting for the hall, as required by the Department of Public Safety, and fire insur- ance for the building and contents were provided by the fund, leaving a balance as above for replacement of furniture, redecor- ating and other purposes.
Negotiations with the Hurricane Relief Board of the Com- monwealth have continued through the year with the expectation that the Town will ultimately recover about 95% of its expen- ditures.
A report of audit by the Bureau of Accounts, Department of Corporations and Taxation, covering the period from December 10, 1953, to October 12, 1955, is on file at the Town Office. It is a pleasure to report that your financial records are in good condition.
Certification of our free cash account in the sum of $153,534.60 was received January 1, 1955. Subsequent transfer of $103,090.00 to reduce the overall cost of the Ridge Hill School and other transfers voted at the special town meeting materially depleted this reserve. However, the certification received January 1, 1956, indicates a recovery of the free cash account to the amount of $81,422.67.
The award of $425,000.00 School Bonds at 2.40% interest and a modest premium has been recently approved. We believe the terms are favorable, under present conditions, but encourage the investment of portions of the proceeds in suitable short term obli- gations of the U. S. Government, until needed for payment as construction progresses.

Union Bridge
The problem of Union Bridge still confronts us. Its recent history is beyond the scope of this report, but has been extensively covered in the public press. Aware of an obligation to open the draw upon request, we are presently not convinced of the need for a completely new bridge. On the other hand, if evidence of serious structural weakness is presented, the offer of 70% contribution by the State, 15% by the County and 15% shared equally by Marshfield and Norwell should not be ignored. We have requested a meeting of the state, county and town officials concerned, to be arranged before town meeting, if possible. We have also inserted various articles in the warrant, including one to provide funds for an independent engineering survey and report if such action seems advisable.
Roads
Chapter 90 funds for the year have been expended for the continued reconstruction of Main Street. We suggest the appro- priation of $5,000 as the town's share for the same project in 1956.
Hearings on the River Street layout were completed during the year. The recent sale of the Bishop Hunt property, with the prospect of new home construction on adjacent land, make a decision on this layout advisable at this town meeting to avoid higher land costs if further delayed.
Brantwood Manor
It will be recalled that the development of Brantwood Manor was in progress when the Zoning By-Law became effective, April 10, 1952. Since the remaining house lots, as planned, were less in size than require, permit to continue was sought from the Board of Appeals by the owner. Such permission was denied on the ground that individual lots had not been described in deeds in accordance with the Zoning By-Law. The matter was then taken before the Emergency Housing Board, then to a single justice of the Supreme Court who remanded it to the Superior Court for trial.
After a preliminary hearing in this Court, it became appar- ent to all concerned that a settlement between the parties, with approval of the Court, was desirable. Following a number of con- ferences and a view of the premises with the owner's attorney, agreement was reached substantially as follows:
1. The owner agrees to increase the frontage of all remaining lots to a minimum of 90' wherever possible within the original layout of streets.
2. Unfinished streets now existing and new ones as originally

planned would be constructed and surfaced by the owner or developer in accordance with the present rules and regulations of the Planning Board.
3. The sum of $500 would be withheld for each lot to guarantee completion of its portion of the street.
4. The control of the Board of Health over the lots, in the matter of suitability for dwelling construction, would not be impaired.
Formal agreements as outlined, with revised plans, are being presented to the Superior Court this week. If consummated, we believe the result will be a reasonable solution.
We again thank the many citizens who have loyally con- tributed their time and effort to public service as members of various boards and committees.

In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Norwell, qualified to vote in elections and Town affairs to meet at the Cushing Memorial Town Hall in said Norwell, on Monday, the seventh day of March, 1955, at 7:30 p.m., then and there to act upon the following articles, to wit:
Article 1. To choose a Moderator.
Article 2. To see if the Town will accept the reports of its officers and committees as printed in the Town Report, or act on anything relative thereto.

Article 12. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow

money from time to time in anticipation of the revenue of the financial year beginning January 1, 1956, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for less than one year in accordance with General Laws, Chapter 44, Section 4, or act on anything relative thereto.
Article 13. To see if the Town will choose a Town Director of the Plymouth County Aid to Agriculture, as provided for by the General Laws, Chapter 128, Section 41, or act on anything relative thereto.
Article 14. To see if the Town will vote to appropriate the sum of $55,000, or some other sum or sums of money, for the pur- pose of the construction of filter beds, stand pipes, reservoirs and buildings for pumping stations and to authorize the Treasurer, with the approval of the Selectmen, to borrow the sum of $55,000 or some other sum or sums of money as the Town shall determine by the issuance of bonds or notes under the provisions of Ch. 44 of the General Laws and acts in amendment thereof or in addi- tion thereto; or to act on anything relative thereto.
Article 15. To see if the Town will vote to authorize the Board of Water Commissioners to purchase or take by eminent domain in the name of the Town of Norwell, for the purpose of securing to the Town a source and means of distribution of public water supply, such ground water sources within the limits of the Town as the said Board of Water Commissioners shall consider necessary and adequate for such purpose, such land or rights therein as the said Board shall consider necessary for the protec- tion thereof and for access thereto and such land or rights therein as the said Board shall consider necessary for the conveyance of the water to be secured therefrom to other parts of the Town; and to appropriate the sum of $8,000, or some other sum or sums of money for such purpose and to authorize the Treasurer, with the approval of the Selectmen, to borrow for such purpose the sum of $8,000 or some other sum or sums of money as the Town shall determine by the issuance of bonds or notes under the pro- visions of Ch. 44 of the General Laws and acts in amendment thereof or in addition thereto; or to act on anything relative thereto.
Article 16. To see if the Town will vote to appropriate the sum of $153,000 or some other sum or sums of money for the purpose of purchasing materials and laying water mains of not less than 6 inches but less than 16 inches in diameter, in Pleasant Street from the proposed pumping station to be erected near the Hanover town line to Main Street and there connect with addi-

tional pipe lines to be laid from the present water main in Wash- ington Street at Assinippi, along Assinippi Avenue and Main Street to a proposed standpipe to be erected in the rear of Hum- phrey Turner's residence on Main Street, total mileage approxi- mately 4 miles; and for the development of a well field or fields, including wells, pipes and pumping station equipment and to authorize the Treasurer, with the approval of the Selectmen, to borrow for such purpose the sum of $153,000, or some other sum or sums of money as the Town shall determine, by the issuance of bonds or notes under the provisions of Chapter 44 of the Gen- eral Laws and acts in amendment thereof or in addition thereto; or to act on anything relative thereto.
Article 17. To see if the Town will vote to appropriate the sum of $33,000, or some other sum or sums of money for the pur- pose of purchasing materials and laying water mains of not less than 6 inches but less than 16 inches in diameter in Main Street from the residence of Humphrey Turner to Dover Street, mileage approximately one mile, and to authorize the Treasurer, with the approval of the Selectmen, to borrow for such purpose the sum of $33,000, or some other sum or sums of money as the Town shall determine, by the issuance of bonds or notes under the provisions of Chapter 44 of the General Laws and acts in amend- ment thereof or in addition thereto; or to act on anything relative thereto.
Article 18. To see if the Town will vote to authorize the Town Accountant to close out the unexpended balances of the following appropriations, the purposes of which have been com- pleted, or act on anything relative thereto:

Article 19. To see if the Town will vote to raise and appro- priate the sum of $1,135.87, or some other sum or sums of money, for the payment of an unpaid bill of the year 1954, or act on any- thing relative thereto.
