Annual Town Election March 6, 1954


Subsequent Meeting for the Election of Officers Saturday, March 6, 1954 Polls open 12 noon to 8 p.m.


Pursuant to the Warrant, the voters met at Cushing Memo- rial Town Hall, Saturday, March 6, 1954 at 12 noon. Polls closed at 8 p.m. Moderator Lincoln was in charge and swore in the following Election Officers: Janice Litchfield, Martha Hender- son, Bobbe Miner, Annie Capell, Edith Devine, Ruth Murray, Carol L. Marsh, Julia Roseback, Jane Baird and Harry G. Pinson, the latter in charge of the ballot box.


997 ballots were cast. One illegal ballot was cast but was discovered and not counted.

Pursuant to the foregoing Warrant, the voters met at the time and place mentioned therein and took the following action. Polls opened at 8 a.m., and closed at 8 p.m.


Thomas T. Barstow was the presiding Election Officer and Harry G. Pinson was in charge of the ballot box. TOWN OF NORWELL Commonwealth of Massachusetts


Warrant for Special Town Meeting Monday, November 8, 1954 at seven thirty o'clock in the afternoon at Cushing Memorial Town Hall


Plymouth, ss.


To either of the Constables of the Town of Norwell, in said County of Plymouth and Commonwealth of Massachusetts.


GREETINGS:


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Norwell, qualified to vote in elections and Town affairs to meet at the Cushing Memorial Town Hall in said Norwell, on Monday, the eighth day of November, 1954 at 7:30 p.m., then and there to act upon the following articles, to wit:


Article 1. To choose a moderator.


Article 2. To see if the Town will vote to appropriate from available funds in the treasury the sum of $450 for Assessors expenses for the balance of the year 1954, or act on anything relative thereto.


Article 3. To see if the Town will appropriate from available funds in the treasury the sum of $1500 or some other sum or sums of money for snow removal during the balance of the year 1954, or act on anything relative thereto.


Article 4. To see if the Town will vote to appropriate from available funds in the treasury the sum of seventy-five hundred dollars ($7500) or some other sum or sums of money to defray expenses of Old Age Assistance Aid for the balance of the year 1954, or act on anything relative thereto.


Article 5. To see if the Town will vote to appropriate from available funds in the treasury the sum of $273.50 or some other sum or sums of money to be paid to the persons and corporations over whose lands easements were taken in the layout and acceptance of part of Main Street as compen- sation therefor or who suffered damages on account thereof, an equivalent sum having been received by the Town from the County in accordance with an instrument filed by the County Commissioners and recorded Book 2326, Page 388, or act on anything relative thereto.

Article 6. To see if the Town will vote to appropriate from available funds in the treasury the sum of $5,000 or some other sum or sums of money for maturing debt of 1954, said sum to be in addition to the amount previously provided for in the tax levy of the current year.


Article 7. To see if the Town will vote to ratify the action of the Selectmen in leasing the property, including house, barn and rear lot on the corner of Central Street for Town office facilities and water department storage and to appro- priate from available funds in the treasury the sum of $1500 or some other sum or sums of money to defray the rental and other expense until December 31, 1954, or act on anything relative thereto.


Article 8. To see if the Town will vote to authorize the Selectmen in the name and behalf of the Town to purchase or take by eminent domain for Town purposes all or part of two parcels of land at the northwest corner of Central and Main Streets in Norwell owned by Loring L. Wadsworth and Norma J. Wadsworth; and bounded and described substantially as follows:


First parcel: The land with the buildings thereon situated in Norwell, Plymouth County, Massachusetts, at junction of Main and Central Streets and bounded and described as follows:


Northerly: by land formerly of George Sylvester;


Easterly: by said Central Street;


Southerly: by said Main Street; and


Westerly: by land formerly of heirs of Israel Nash.


Second parcel: Adjoining the above lot conveyed and bounded and described as follows:


Commencing at a corner in the fence forty (40) feet Easterly from the corner of the house formerly of Israel Nash; thence Northerly to a stake near an apple tree, it being forty (40) feet Westerly from the two-story L of the house formerly of Sarah C. Nash; thence Easterly to land formerly of the said Sarah C. Nash; thence Southerly to the highway; thence Westerly to first mentioned corner;


And to appropriate from available funds in the treasury the sum of twenty thousand dollars ($20,000) or some other sum or sums of money for the purpose of acquiring said parcels of land or act on anything relative thereto.


Article 9. To see if the Town will vote to authorize the Selectmen to sell at public or private sale at their discretion,

and at a price determined by them to be reasonable or at some other price as the Town shall determine a parcel of land with buildings thereon, on the westerly side of High Street, Norwell, as more fully decribed in a deed from George J. Lawton to the Town of Norwell, dated July 25, 1952, and recorded with Une Plymouth County Registry of Deeds in Book 2225 at Page 405, and to execute any and all documents necessary to effec- tuate said sale, or act on anything relative thereto.


Article 10. To see if the Town without the assessment of betterments and without making an appropriation therefor will vote to accept Washington Park Drive as a Town Way as laid out by the Selectmen in accordance with the description and plan presented at a hearing held in the Cushing Memorial Town Hall October 26, 1954, and now on file at the Town Clerk's office, or act on anything relative thereto.


Article 11. To see if the Town without the assessment of betterments and without making an appropriation therefor will vote to accept Jefferson Avenue as a Town Way as laid out by the the Selectmen in accordance with the description and plan presented at a hearing held in the Cushing Memorial Town Hall, October 26, 1954, and now on file at the Town Clerk's office or act on anything relative thereto.


Article 12. To see if the Town without the assessment of betterments and without making an appropriation therefor will vote to accept Coolidge Road as a Town Way as laid out by the Selectmen in accordance with the description and plan presented at a hearing held in the Cushing Memorial Town Hall, October 26, 1954, and now on file at the Town Clerk's office, or to act on anything relative thereto.


Article 13. To see if the Town without the assessment of betterments and without making an appropriation therefor will vote to accept Tyler Street as a Town Way as laid out by the Selectmen in accordance with the description and plan presented at a hearing held in the Cushing Memorial Town Hall, October 26, 1954, and now on file at the Town Clerk's office, or act on anything relative thereto.


Article 14. To see if the Town without the assessment of betterments and without making an appropriation therefor will vote to accept a portion of Brantwood Road from Washington Street to Myers Avenue as a Town Way as laid out by the Selectmen in accordance with the description and plan presented at a hearing held in the Cushing Memorial Town Hall, October 26, 1954, and now on file at the Town Clerk's office, or act on anything relative thereto.

Article 16. To see if the Town without the assessment of betterments and without making an appropriation therefor will vote to accept a portion of Franklin Road from its junction with Grove Street, 222 feet Southeasterly more or less, as a Town Way as laid out by the Selectmen in accordance with the description and plan presented at a hearing held in the Cushing Memorial Town Hall, October 26, 1954, and now on file at the Town Clerk's office to appropriate a sum or sums of money therefor, or act on anything relative thereto.


Article 17. To see if the Town without the assessment of betterments and without making an appropriation therefor will vote to accept a portion of Franklin Road 1405 feet more of less, as a Town Way as laid out by the Selectmen in accordance with the description and plan presented at a hearing held in the Cushing Memorial Town Hall, October 26, 1954, and now on file at the Town Clerk's office or act on anything relative thereto.


Article 18. To see if the Town without the assessment of betterments and without making an appropriation therefor will vote to accept a portion of Wilder Road as a Town Way as laid out by the Selectmen in accordance with the description and plan presented at a hearing held in the Cushing Memorial Town Hall, October 26, 1954, and now on file at the Town Clerk's office, or act on anything relative thereto.


Article 19. To see if the Town without the assessment of betterments and without making an appropriation therefor will vote to accept a portion of Gerard Road as a Town Way as laid out by the Selectmen in accordance with the description and plan presented at a hearing held in the Cushing Memorial Town Hall, October 26, 1954, and now on file at the Town Clerk's office, or act on anything relative thereto.

Article 21. To see if the Town without the assessment of betterments and without making an appropriation therefor will vote to accept Jay Road as a Town Way as laid out by the Selectmen in accordance with the description and plan presented at a hearing held in the Cushing Memorial Town Hall, October 26, 1954, and now on file at the Town Clerk's office, or act on anything relative thereto.


Article 22. To see if the Town will vote to accept from the Union Athletic Association of Norwell, Incorporated, as a gift for a site for school construction, a certain parcel of land situated in said Norwell and known as "Ridge Hill Grove" lying on the westerly side of High Street, and containing 141/4 acres of land more or less, and bounded; Northerly on land formerly of H. M. Gardner and land formerly of Isaac Burrell, deceased; Easterly on land formerly of David Robinson, Charles W. Wilder and said High Street; Southerly on land of Charles W. Groce, and Westerly on land formerly of Henry Shute, and as recorded with the Registry of Deeds, Plymouth County, Book 1452, Page 251, or act on anything relative thereto.


Article 23. To see if the Town will vote to raise and appropriate the sum of $10,000 to be expended under the direc- tion of the Norwell Town School Building Committee for the preparation of plans and specifications for the construction, original equipping and furnishing of an elementary school and for the expenses incurred in engineering and site preparation activities preliminary to construction, or act on anything relative thereto.


Article 24. To see if the Town will authorize the School Committee to establish and maintain an independent distrib- utive occupations, industrial, agricultural and household arts school in accordance with the provisions of General Laws (Ter. Ed.) Ch. 74 and Acts amendatorv thereto, or dependent thereon, and further raise and appropriate the amount of $360 therefor, or act on anything relative thereto.
