Gentlemen:


With the fine clerical and chair assistance of Miss Catherine Roe, school nurse, we have completed a most successful school year in the dental clinic.


All children from the first to fifth grades, eligible for the clinic, were completed. The school hygientist, working one day each week, performs a great service in polishing the teeth and giving fluorine treatments for the prevention of decay.


Over three hundred and fifty fillings were inserted by the dentist in permanent teeth in the calendar year.


Five hundred prophylactic treatments were given by the hygienist.

Public Welfare Report


At present there are four categories of relief under Welfare Assistance which comprise the following: Old Age Assistance (for citizens sixty-five years or over, in need) ; Aid to Dependent Children (to enable the mother to bring up her children properly in her own home); Disability Assistance (for persons eighteen years or over who are totally disabled) ; and Public Welfare or Town Aid, for persons who qualify for no other type of assistance. The first three categories participate in Federal and State reim- bursements.


State and Federal reimbursements are dependent upon the Town regularly supplying the State with monthly reports, and this past year legislation was passed requiring additional medical reports from the physicians to the Welfare Department on each person receiving medical assistance. Federal reimbursements may be applied to future aid. State and Town receipts go into the General Fund of the Town. Welfare accounts are audited each year by the State and Federal Governments.


The Welfare Department expended a total of $61,065.16 for Aid and Administration in 1954, with a net estimated cost to the town of $14,156.95.

Report of the Board of Assessors


To better understand the implications of the figures in the following Recapitulation and Table of Aggregates, the following information may be helpful:

The increase in land valuation between 1950 and 1954 was approximately $100,000, which represents an increase of approxi- mately 13%. However, it should be pointed out that the increase in valuation of land in the various developments during this period is approximately $100,000. Therefore, it is clearly indi- cated that the increase in land valuation has come about almost wholly from the several real estate developments.


The number of transfers of real estate has increased 90% between 1950 and 1953, inclusive, the last year for which we, at the present time, have complete records.


The aerial surveys have been flown, and the maps have been furnished to us. Included is the mosaic map, covering the whole Town, and the individual stereo maps. The Board has started using the 27 enlarged map sections which provide the basic framework for building the assessors' maps. It is planned to start at the Town Hall Center on the map building project and expand radially, as rapidly as funds and services of personnel are available.


The Board of Assessors will be inquiring from the residents of the Town of Norwell for such various survey information as may be available in their hands which will assist in developing the records and data necessary for map building.

Report of the Board of Water Commissioners


To the Board of Selectmen


Gentlemen:


The following is a report of the Board of Water Commission- ers for the year 1954.


General and School Water Systems


These systems have functioned well during the year with a minimum of cost to the Town. General maintenance has included the flushing and painting of all hydrants.


Water Supply


The Town of Hanover which is presently the only supplier of water to the Town of Norwell is supplying water without a contract. This is a temporary arrangement, and is to continue in effect for a reasonable length of time, or until Norwell finds another source of water supply.


This Board has contacted several nearby Water Board and Water Company executives in an attempt to purchase water. In

each case a water shortage was anticipated-no water was for sale.


Since 1953 your Board has been exploring for a water source within the Town. Locations tested, which were hitherto consid- ered good water producing areas, show an inadequate quantity of water. Others, however, indicate possible sources. One of these is soon to have a final test to determine its suitability for a public water source. Preliminary tests show the water to be of excellent quality.


Several other locations indicate an adequate quantity of water, but too high in iron and manganese content. A water treatment plant will be required before such water can be used. It is our opinion that these sources should be considered only as a last resort.


After a proper source is found, it is the intent of the Board to submit plans for a basic water system that can be expanded from time to time until the entire Town is covered.


Water Sales


Your Board is pleased to report that the water sales are 36% greater for the reported 12 month period this year than for last year.


Appropriation


The Board also reports that unused funds have been returned to the Town, and that the requested general appropriation for 1955 is 17% less than the amount asked for in 1954.


Remarks


Although only approximately 18% of Norwell Streets are equipped with water mains, it is interesting to note that the system now supplies water to 441 houses-better than 30% of the homes in Norwell.


In general, there has been a good spirit of cooperation be- tween the Town's People and the Board. In fact, one citizen has offered to donate the land at the location chosen for a pro- posed stand pipe or water storage tank.
