4. Central Street from Scituate Line to Main Street.
The River Street layout has been made and a hearing held by the Commissioners. Since opposition was expressed, a second hearing will be scheduled by the Commissioners before reaching a decision.
LEGAL
A decree of the Land Court, dated December 3, 1954, granted the petition of the First Parish of Norwell to register title to two lots of land at the Northeast corner of River and West Streets, where the wooden schoolhouse building now stands. The petition was opposed without success by the Town of Norwell and the Samuel Turner, Jr., Post No. 192, American Legion, Inc., which held a lease of the land from the town.
During the year a press release has been prepared after regular meetings of the board, publishing matters believed to be of interest to the inhabitants.
The Board of Selectmen meet each Monday evening at 7:00 o'clock. One or more of its members may be seen at the Town Hall each day.
We again thank the many citizens who have loyally contrib- uted their time and effort to public service as members of various boards and committees.

Warrant for Annual Town Meeting
Monday, March 1, 1954 at seven thirty o'clock in the afternoon at Cushing Memorial Town Hall and Saturday, March 6, 1954 at 12 noon for the Election of Town Officers

To either of the Constables of the Town of Norwell, in said County of Plymouth and Commonwealth of Massachusetts.
GREETINGS:
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Norwell, qualified to vote in elections and Town affairs to meet at the Cushing Memorial Town Hall in said Norwell on Monday, the first day of March, 1954, at 7:30 p.m., then and there to act upon the following articles, to wit:
Article 1. To see if the Town will accept the reports of its officers and committees as printed in the Town Reports, or act on anything relative thereto.
Article 2. To see if the Town will vote to fix the salary and compensation of all elective officers of the town and to make such salary effective from January 1, 1954, in accordance with the provisions of Section 108 of Chapter 41 of the General Laws, as amended by Chapter 540 of the acts of 1947; to raise and appropriate any money therefor, for the following: Moderator, Selectmen, Assessors, Board of Public Welfare, Town Treas- urer, Town Collector, Town Clerk, Highway Surveyor, Tree Warden, Board of Water Commissioners, Board of Health and School Committee, or act on anything relative thereto.
Article 3. Article 4. To see if the Town will vote to appropriate the sum of $13,200, or some other sum or sums of money, from the Excess and Deficiency Fund in anticipation of repayment by the Commonwealth of Massachusetts for Chapter 81, Work on the Highways, or act on anything relative thereto.
Article 5. To see if the Town will vote to appropriate the sum of $12,000, or some other sum or sums of money, from the Excess and Deficiency Fund in anticipation of repayment by the Commonwealth of Massachusetts and the County of Plymouth for Chapter 90, Work on the Highways, or act on anything relative thereto.
Article 6. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1954, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for less than one year in accordance with General Laws, Chapter 44, Section 4, or act on anything relative thereto.
Article 7. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1955, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for less than one year in accordance with General Laws, Chapter 44, Section 4, or act on anything relative thereto.

Article 8. To see if the Town will vote to authorize the Town Accountant to close out the unexpended balances of the following appropriations, the purposes of which have been completed, or act on anything relative thereto.

Article 9. To see if the Town will vote to authorize, empower and direct the Selectmen to convey to Alfred H. Prouty and William O. Prouty three certain parcels of land and building thereon located at the junction of Oak and Washington Streets, Norwell, and more fully described in the following deeds: Deed of John Prouty to inhabitants of the Town of Norwell, recorded in Plymouth Registry of Deeds, Book 1417, page 388; Deed of William Prouty to the Town of South Scituate, recorded Plymouth Deeds, Book 2187, page 183; Deed of David Prouty to Tenth School Dsitrict in Scituate, recorded in Plymouth Registry of Deeds, Book 184, page 85; this conveyance relates to land described in two deeds of the Town to Alfred H. Prouty and William O. Prouty dated June 22, 1951, and July 31, 1951, recorded in the Plym- outh County Registry of Deeds, Book 2156, page 392 and Book 2187, page 186 respectively, and is in confirmation therof, or take any other action relative thereto.
Article 10. To see if the Town will vote to raise and appropriate the sum of $5,000, or some other sum or sums of money, for resurfacing River Street, or act on anything rela- tive thereto.

Article 11. To see if the Town will vote to raise and appropriate the sum of $2,000, or some other sum or sums of money, for drainage at Jacobs' Lake Shores, or act on anything relative thereto.

Article 12. To see if the Town will vote to raise and appropriate the sum of $600, or some other sum or sums of money, for the purpose of grading and resurfacing with tar Forest Street, or act on anything relative thereto.

Article 14. To see if the Town will vote to raise and appropriate the sum of $300, or some other sum or sums of money for the purpose of grading and resurfacing with tar accepted portions of Mill Lane, or act on anything relative thereto.

Article 15. To see if the Town will vote to raise and appropriate the sum of $1300, or some other sum or sums of money, for the purchase of two snow plows to replace two which are worn out, or act on anything relative thereto.

Article 16. To see if the Town will vote to raise and appropriate the sum of $150 for the purpose of maintaining during the ensuing year, the mosquito control works as esti- mated and certified to by the State Reclamation Board in accordance with the provisions of Chapter 112, Acts of 1931, or act on anything relative thereto.
Article 17. To see if the Town will choose a Town Director of the Plymouth County Aid to Agriculture, as pro- vided for by the General Laws, Chapter 128, Section 41, or act on anything relative thereto.
Article 18. To see if the Town will vote to raise and appropriate the sum of $1200, or some other sum or sums of money, to obtain an aerial photomap of the Town, or act on anything relative thereto.

Article 19. To see if the Town will vote to establish a board of appeals under the subdivision control law as required by Chapter 674, Acts of 1953, Section 81Z and to designate that the board of appeals provided for in the Zoning By-Laws of the Town of Norwell shall be such board of appeals, or take any other action relative thereto.
Article 20. To see if the Town will vote to have the Town Offices remain closed all day Saturdays throughout the year, or act on anything relative thereto.
Article 21. To see if the Town will vote to raise and appropriate the sum of $1600, or some other sum or sums of money, for the purchase of a mist sprayer for the use of the Tree Warden, or act on anything relative thereto.

Article 22. To see if the Town will vote to appropriate from the Washington Street Cemetery Fund the sum of $700, or some other sum or sums of money, for reconstruction or repair of drives in the Washington Street Cemetery, or act on anything relative thereto.

Article 23. To see if the Town will vote to appropriate from the Washington Street Cemetery Fund the sum of $82.60 for new equipment for upkeep of Washington Street Cemetery, or act on anything relative thereto.

Article 24. To see if the Town will vote to appropriate the 1953 Dog Tax Refund to the School Account, or act on anything relative thereto.
Article 25. To see if the Town will vote to accept Chapter 624 of the Acts of 1952 which provide for increasing by one hundred dollars a year the amounts of pensions, retirement allowances and annuities payable to certain former public employees who were separated from the service prior to April 1, 1951, or act on anything relative thereto.
Article 26. To see if the Town will vote to raise and appropriate the sum of $600, or some other sum or sums of money, for the purpose of adding gravel to the town landing on the North River at Union Bridge, or act on anything relative thereto.

Article 27. To see if the Town will vote to instruct the Selectmen to appoint a committee consisting of the Fire Chief, Police Chief, and three other inhabitants of the Town, one of whom shall be a building contractor to determine the site most suitable for the location of a building to house the Norwell Center fire apparatus and Police Department, to determine type of building most suitable therefor, and to report their findings to the Town at the next special or annual town meeting, or act on anything relative thereto.

Article 28. To see if the Town will vote to refer the report of the committee appointed under Article 18 of the warrant of 1952, to work out a plan for storage of supplies and materials (including sand) of the Water Department, the Tree Warden and the Highway Surveyor, and study the advisability of setting up a full-time highway department, to the Planning Board for further study, report and recommendation, or act on anything relative thereto.

Article 29. To see if the Town will raise and appropriate the sum of $300, or some other sum or sums of money, for the purpose of taking the census of the inhabitants as of January 1, 1955, in accordance with the provisions of Chapter 9, Section 7 of the General Laws, or act on anything relative thereto.
Article 30. To see if the Town will vote to declare a bounty of 50ยข or some other sum or sums of money, on each woodchuck killed within the Town, to be paid to the person presenting the tail thereof to the Town Clerk; to raise and appropriate the sum of $50, or some other sum or sums of money, to pay such bounties; or to act on anything relative thereto.

Article 31. To see if the Town will vote to adopt the following by-law, or act on anything relative thereto.
ARTICLE XI Building Permits
Section 1. Before erecting, altering, moving, adding to, or making any changes in use or type of occupancy of any building or structure, the owner or his agent shall file an application for a permit with the Board of Selectmen, and no work shall begin until a permit is granted.
Section 2. The application shall be on a form furnished by the Selectmen. Plan of the lot shall be furnished with application if requested by the Board of Selectmen.
Section 3. The permit shall be posted in a conspicuous place on the work.
Section 4. The fee for permits shall be $1.00 for each building to be altered or razed.
Section 5. Whoever violates any provision of this article shall forfeit and pay for each offense, a fine of not less than ten dollars ($10.00) and not more than one hundred dollars ($100.00) .

Article 32. To see if the Town will vote to adopt the following by-law, or act on anything relative thereto.
Notice of Intention to Erect, Alter or Add to any Building or Structure, and so forth.
1. No person shall erect, alter or add to any building or

structure and no person shall place any building or structure on any land unless he, or his agent, shall have filed with the Board of Selectmen a notice of intention to so erect, alter, add, or place.
2. Such notice of intention shall state the name and address of the person so erecting, altering, adding or placing the location where the work is to be done and a description of the work to be done. A plan of the lot on which the work is to be done shall be furnished with such notice if requested by the Board of Selectmen.
3. No such erecting, altering, adding or placing shall be commenced within forty-eight (48) hours of the filing of the notice of intention with the Board of Selectmen, nor shall such erecting, altering, adding or placing be commenced more than fourteen (14) days after such filing.
4. Whoever violates the provisions of this by-law shall be fined not less than five (5) dollars nor more than twenty (20) dollars.
Article 33. To see if the Town will raise and appropriate the sum of $2,000, or some other sum or sums of money, to provide a hard surface for the front drive for the High School, or act on anything relative thereto.

Article 34 To see if the Town will raise and appropriate the sum of $1,200, or some other sum or sums of money, to provide a hard surface for the rear drive for the Elementary School, or act on anything relative thereto.

Article 35. To see if the Town will vote to sell for $100, or some other sum or sums of money, to the First Parish of Norwell a parcel of land, bounded and described as follows:
Easterly, by land of First Parish of Norwell about 285 feet; Southerly, by other land of the Town of Norwell about 250 feet;
Westerly, by other land of the Town of Norwell about 285 feet;
Northerly, by other land of the First Parish of Norwell and land of Tomlinson, about 250 feet, and containing about 1.6 acres, said land being a portion of the Infirmary Field, lying westerly, generally, of the present site of the First Parish Church, and to instruct the Selectmen to execute the necessary instruments for the transfer thereof to said First Parish of Norwell, or act on anything relative thereto.

To see if the Town will vote to raise and appropriate the sum of $350, or some other sum or sums of money, to provide suitable headquarters for Samuel Turner, Jr. Post 192, American Legion, as provided for in Chapter 40, Section 9 of the General Laws, or act on anything relative thereto.

Article 38. To see if the Town will vote to repeal Article VII of the By-Laws of the Town of Norwell, as amended, and substitute therefor the following, or act on anything relative thereto.
Section 1. No way shall be laid out for acceptance by the Town less than fifty (50) feet in width unless such layout was made prior to June 1, 1949, or unless the Selectmen shall give written certification that such width is impractical and an unnecessary hardship, in which case a way of not less than forty (40) feet may be so laid out.
Section 2. No private way shall be accepted unless and until the Selectmen shall have certified in writing that such way is well built and as constructed, it is equal to the average construction of existing highways of the Town and with the proper grades in relation to abutting land and connecting streets, provided however this section shall not apply to the ways laid out subject to any provisions of law relating to the assessments of betterments.
Section 3. No private way shall be accepted for the purpose of construction or alterations, or any way laid out or altered by the Selectmen until all claims for damages have been estimated.
Section 4. Such drainage as may be required shall be installed as directed by the Highway Surveyor.
Section 5. Each petition for the acceptance of a street or way at any annual Town meeting shall be presented to the Selectmen not later than the 1st Day of December next preceding such meeting, and the Board of Selectmen and Highway Surveyor shall attach thereto an affidavit stating

that the road is or is not satisfactory in width and so constructed as to be acceptable.
Section 6. The Board of Selectmen shall determine and designate numbers of the buildings on such streets or portions of streets as they think best and no person shall neglect to affix to any building owned by him the street number desig- nated to him by said board, nor shall any person affix or suffer to remain on any building owned by him a street number other than the one designated by said board.
Article 39. To see if the Town will vote to RESCIND the action of the Town under Article 23 of 1952 Annual Town Meeting amending Sections 2 and 3 of Article VII of the Town By-Laws, or act on anything relative thereto.

Article 46. To bring to the Election Officers their votes all on one ballot, for the following named officers, to wit: one Selectmen for three years, one Assessor for three years, one member of the Board of Public Welfare for three years, Town Treasurer, Highway Surveyor, Moderator, Tree Warden, and
