ARTICLE 16.


To see if the Town will vote to authorize the Board of Selectmen to appoint a committee of three members to be known as a Permanent Drainage Committee, to work with the Board of Selectmen and the Highway Surveyor for the purpose of planning a long term drainage program, and to appropriate the sum of $500, or any other sum for expenses thereof, or act on anything relative thereto.


ARTICLE 17.


To see if the Town will vote to accept Section 8C of Chapter 40 of the General Laws, as amended, to establish a Conservation Commis- sion of three residents of the Town for the promotion and development of the natural resources and for the protection of watershed resources of the Town with all the powers and duties provided for in said section, and to authorize the Selectmen to appoint the members thereof in accord- ance with the provisions of said Section, or act on anything relative thereto.

TOWN OF NORWELL


ANNUAL TOWN MEETING


MARCH 3, 1958


Pursuant to the foregoing Warrant, the voters met at the time and place therein stated and took the following action.


The meeting was called to order by the Moderator Herbert A. Lincoln at 7:38 P.M. with 235 voters in attendance. Final number checked in 404.


The Moderator appointed Allan Hakanson, Frances Savage, Mathias Benner, and Arthur Yonge to serve as Tellers and swore them to the faith- ful performance of their duties.


The meeting was honored by the presence of six pupils of the Nor- well High School with their teacher Cornelius Ryan and five pupils of the Diamen Vocational High School with their teacher August Curt. These young people are members of the Student Exchange program, sponsored by the Massachusetts Department of Education, for the pur- pose of acquainting students with the operation of local government. The group will visit a meeting of the Fall River City Council to observe government on the City level.


The Town Clerk read the call for the meeting from the Warrant with the return of the Warrant by the Constable. It was moved, seconded and voted to defer the reading of the articles until each is taken up for action.


Article 1. It was moved, seconded and voted to accept the report of the Town officers and committee as printed in the Town Report.


Permission was granted to admit Town Counsel Kiernan and four non voters, the latter to be seated in the back row of that part of the balcony nearest the street.


Request to have the Advisory Board explain the Table of Bond- ing Transfers and Receipts, which was done.

Article 3. Motion made, seconded and voted to appropriate from the certified Excess and Deficiency Account the sum of $13,750.00 in anticipation of repayment by the Commonwealth of Massachusetts for Chapter 81, Work on the Highway.


Article 4. Motion made, seconded and voted to appropriate the sum of $16,000.00 from the certified Excess and Deficiency Account in anti- cipation of repayment by the Commonwealth of Massachusetts and the County of Plymouth, for Chapter 90, Work on the Highways.


Article 5. Motion made, seconded and voted to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1959, and to issue a note or notes therefor, payable within one year in accordance with General Laws, Chapter 44, Section 4, as

amended, and to renew any note or notes as may be given for less than one year in accordance with General Laws, Chapter 44, Section 17 as amended.


Article 6. Motion made and seconded that the Town vote to appropriate the sum of $32,000.00 for the purpose of laying water mains of not less than six inches but less than sixteen inches in diameter in Central Street, from the Curtis Power residence to the junction of Old Oaken Bucket Road and Norwell Avenue, and to meet such appropriation by authorizing the Treasurer, with the approval of the Selectmen, to borrow $32,000.00 for such purpose, by the issuance of bonds and notes, under the provisions of Chapter 44, of the General Laws and Acts in amend- ment thereof or in addition thereto or both.


This motion was defeated by a vote of 48 for, 144 against.


Article 7. Motion made, seconded and voted to indefinitely postpone action on Article 7.


Article 8. Motion made, seconded and voted to indefinitely postpone action on Article 8.


Motion made, seconded and voted 95 for, 56 against to adjourn until Monday, March 10, 1958 at 7:30 P.M. Meeting adjourned at 11:43 P.M.

ADJOURNED TOWN MEETING


The adjourned session of the Annual Town Meeting was held in Cushing Memorial Town Hall, Monday March 10, 1958.


The meeting was called to order at 7:50 P.M. by Moderator Herbert A. Lincoln with 205 voters present.
