Report of the Board of Selectmen

To the Citizens of Norwell :
Financial
The 28th Annual Accounting of the Trustees of the Flor- ence M. Cushing Memorial Fund, covering the year ending August 20, 1956, reports the principal amount of $47,071.15, total income, $4,986.90, expenditures of $2,717.05, of which $2,000 was transferred to principal, leaving a balance of income in the amount of $2,269.85.
Negotiations with the Hurricane Relief Board of the Commonwealth have been completed, resulting in a total reimbursement to the Town of 96 4/10% of the monies expended in the Hurricane Account
Roads
Chapter 90 Funds for the year have been used to con- tinue the reconstruction of Main Street. We suggest the appropriation of $4,000 as the Town's share for the same project in 1957. We also suggest the expenditure of the sum of $11,490.12, which was allocated to the Town under the provisions of Chapter 718, Acts of 1956, to further expedite the program of construction.
The Selectmen have laid out and taken the necessary legal steps in preparation of acceptance by the Town of certain ways in Norwell Homes Neighborhood, Jacob Lake Shores, and Old Meeting House Lane. The necessary hearings. will have taken place before the Town Meeting. If it be the pleasure of the Town to accept these Ways they will become eligible for the State Contribution of $275 per mile for main- tenance, under the provisions of Chapter 81 of the General Laws.
Attention is invited to the Report of the South Shore Mosquito Control Project which covers the activities of the Program in which the Town has participated during the current year. It is interesting to note that a similar project is under way in Norfolk County, and another program is under consideration by other towns in Plymouth County. Increasing development of such projects in the South Shore Area could well be of mutual benefit to all.
We again thank the many citizens who have loyally con- tributed their time and effort to public service as members of various Boards and Committees.

In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Norwell, qualified to vote in elections and Town affairs to meet at the Cushing Memorial Town Hall in said Norwell, on Monday, the fifth day of March, 1956, at 7:30 P.M., then and there to act upon the following articles, to wit :
Article 1. To see if the Town will accept the reports of its officers and committees as printed in the Town Report, or act on anything relative thereto.
Article 2. To see what sums the Town will raise and appro- priate or appropriate from available funds, to pay Town debts, expenses, and charges for the ensuing year and to fix the salary and compensation of all elective officers of the Town effective from January 1, 1956, as provided by Section 108 of Chapter 41 of the General Laws, as amended, and raise and appropriate the same for the following: Moderator, Selectmen's Depart- ment, Town Accountant, Treasurer, Tax Title Account, Town Collector, Assessors' Department, Town Counsel, Town Clerk, Out of State Travel, Elections and Registration, Board of Appeals, Planning Board, Incidental Disbursements, Town Hall Maintenance, Town Hall Annex Maintenance, Police Depart- ment, Dog Officer, Fire Department, Forest Fire Patrol, Sealer of Weights and Measures, Moth Department, Dutch Elm Dis- ease, Elm Tree Beetle, Tent Caterpillar, Tree Warden, Squares and Triangles, Mowing Bushes, Board of Health, Inspector of Animals, School Nurse, School Dentist, Dental Hygienist, School Physician, Town Dump, Highways-Town Account, Chapter 81, Chapter 90, Signs and Road Markings, Snow Removal and Sanding, Street Lights, Highway Surveyor, Public Welfare, Old Age Assistance, Aid to Dependent Children, Disability Assist-

Article 3. To see if the Town will vote to amend the By- Laws of the Town of Norwell by adding the following para- graph to Article V, Section 4; or act on anything relative thereto.
"The Tax Collector shall pay all fees received by him by virtue of his office into the Town Treasury."
Article 4. To see if the Town will vote to appropriate the sum of $13,750, or any other sum, from available funds in anticipation of repayment by the Commonwealth of Massa- chusetts for Chapter 81, Work on the Highways; or act on anything relative thereto.
Article 5. To see if the Town will vote to appropriate the sum of $20,000, or any other sum, from available funds in anticipation of repayment by the Commonwealth of Massa- chusetts and the County of Plymouth, for Chapter 90, Work on the Highways; or act on anything relative thereto.
Article 6. To see if the Town will vote to raise and appro- priate, or appropriate from available funds, the sum of $15,000, or any other sum, as the Town's share of the cost of construc- tion of a bridge and approaches under Chapter 90 of the General Laws, to replace Union Bridge over the North River; or act on anything relative thereto.
Article 7. To see if the Town will raise and appropriate the sum of $1,000, or any other sum, for one-half the estimated expense of an engineering study and report on Union Bridge, cost to be shared equally with the Town of Marshfield; or act on anything relative thereto.

To see if the Town will vote to accept a layout of River Street, from the junction of Common Street and River Street to the Norwell-Hanover line, as laid out by the Plymouth County Commissioners, approximately the same as the plan presented at a hearing at Cushing Memorial Town Hall on March 23, 1955, petition #1163, and now on file at the Town Clerk's office; or act on anything relative thereto.
Article 11. To see if the Town will vote to raise and appro- priate the sum of $3,000, or any other sum, for mix and place surface and drainage on Central Street; or act on anything relative thereto. Requested by the Highway Surveyor.
Article 12. To see if the Town will vote to raise and appro- priate the sum of $5,000, or any other sum, for mix and place surface on South Street; or act on anything relative thereto. Requested by the Highway Surveyor.
Article 13. To see if the Town will vote to raise and appro- priate the sum of $500, or any other sum, to widen entrances to Franklin Road, Gerard Road and Wilder Road; or act on anything relative thereto.
Requested by the Highway Surveyor.
Article 14. To see if the Town will vote to raise and appro- priate the sum of $6,000, or any other sum, for highway drain- age systems; or act on anything relative thereto.
Requested by the Highway Surveyor.
Article 15. To see if the Town will vote to instruct the Moderator to appoint a Drainage Committee of five (5) mem- bers to study drainage problems as they may appear, and to advise the Selectmen and the Highway Surveyor regarding them ; or act on anything relative thereto.
Article 16. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to bor-

row money from time to time in anticipation of the revenue of the financial year beginning January 1, 1957, and to issue a note or notes therefor, payable within one year in accordance with General Laws, Chapter 44, Section 4, as amended, and to renew any note or notes as may be given for less than one year in accordance with General Laws, Chapter 44, Section 17, as amended; or act on anything relative thereto.
Article 17. To see if the Town will vote to raise and appro- priate the sum of $9,000, or any other sum, to purchase a new fire truck or trucks; or act on anything relative thereto.
Requested by the Board of Fire Engineers.
Article 18. To see if the Town will vote to appropriate the 1955 Dog Tax Refund to the School Department Maintenance Account; or act on anything relative thereto.
Article 19. To see if the Town will vote to appropriate the sum of $45,000, or any other sum, for the purpose of purchas- ing pipes and laying water mains of not less than 6 inches, but less than 16 inches in diameter in Main Street between Dover Street and the Scituate town line and to meet said appropria- tion by appropriating $20,000 from available funds and by authorizing the Treasurer, with the approval of the Selectmen, to borrow for such purpose the sum of $25,000, or any other sum, as the Town shall determine by the issuance of bonds or notes under the provisions of Chapter 44 of the General Laws and acts, as amended thereof or in addition thereto; or act on anything relative thereto.
Article 20. To see if the Town will vote to appropriate the sum of $5,000, or any other sum, for the purpose of purchasing pipes and laying water mains not less than 6 inches but less than 16 inches in diameter in Oak Street of Ridge Hill for a distance of approximately one-fifth mile between Washington Street and High Street and to authorize the Treasurer, with the approval of the Selectmen, to borrow for such purpose the sum of $5,000, or any other sum, as the Town shall determine by the issuance of bonds or notes under the provisions of Chapter 44 of General Laws and acts, as amended thereof or in addition thereto; or act on anything relative thereto.
Article 21. To see if the Town will vote, and instruct the Selectmen to prepare proper papers and instruct the Board of Water Commissioners to have a proper metal plaque inscribed and placed on the standpipe, to thank the Paradis family for the standpipe site, and the Paradis and Cugnasca families for the right of way to the standpipe, all of which was deeded as

a gift by these families to the Town of Norwell; or act on anything relative thereto.
Requested by the Board of Water Commissioners.
Article 22. To see if the Town will vote to authorize the Town Accountant to close out the unexpended balances of the following appropriations, the purposes of which have been completed ; or act on anything relative thereto :

Article 23. To see if the Town will vote to raise and appro- priate the sum of $8,500, or any other sum, for the purpose of Mosquito Control and authorize the Selectmen, at their dis- cretion, to join the South Shore Mosquito Control Project ; or act on anything relative thereto.
Article 24. To see if the Town will vote to establish a School Study Committee consisting of the School Committee, one rep- resentative each of the following, to be selected by the group they represent, Planning Board, Parent-Teachers' Association, School Staff, Advisory Board, Superintendent of Schools ex- officio, Recreation Commission and three members-at-large, the latter chosen by the above group; or act on anything relative thereto. It shall be the duty of this Committee to recommend at the next Annual Town Meeting the next steps to be taken in our school expansion program, relative to build- ings, playgrounds and athletic fields.
Requested by the School Committee.
Article 25. To see if the Town will raise and appropriate the sum of $500, or any other sum, for Civil Defense purposes ; or act on anything relative thereto.
Article 26. To see if the Town will raise and appropriate the sum of $100, or any other sum, for Christmas decorations ; or act on anything relative thereto.
Article 27. To see if the Town will choose a Town Director of the Plymouth County Aid to Agriculture, as provided for by the General Laws, Chapter 128, Section 41 ; or act on anything relative thereto.
Article 28. To see if the Town will vote to raise and appro- priate the sum of $2,500, or any other sum, for the services of professional planners, to evaluate and make an accurate pro- jection from the factual data gathered by the Planning Board and its committees, and to cover the cost of drafting, typing,

and publication of the final report of the Community Survey Committee ; or act on anything relative thereto.
Requested by the Planning Board.
Article 29. To see if the Town will vote to raise and appro- priate the sum of $1,500, or any other sum, to be expended, under the direction of a committee of five (5) persons to be appointed by the Moderator, for the preparation of prelim- inary plans, outline specifications and cost estimate for the construction of an addition to the Town Hall offices, said com- mittee to report at the next regular or special Town Meeting; or act on anything relative thereto.
Requested by the Planning Board.
Article 30. To see if the Town will vote to raise and appro- priate the sum of $1,000, or any other sum, to purchase or to take by eminent domain, the parcel of land assessed in the name of Giacinta Comoletti, containing three acres, more or less, lying between lots fronting on Grove Street, Franklin Road and Gerard Road, together with a right of way appur- tenant thereto to Franklin Road over land of William Dean, said parcel to be developed and used as a public recreational area ; or act on anything relative thereto.
Requested by the Planning Board.
Article 31. To see if the Town will vote to raise and appro- priate the sum of $1,000, or any other sum, to purchase, or to take by eminent domain, the parcel of land assessed in the name of William Dean, containing one acre, more or less, front- ing on Franklin Road, and adjoining land of Comoletti at the rear, said parcel to be developed and used as a public recre- ational area ; or act on anything relative thereto.
Requested by the Planning Board.
Article 32. To see if the Town will vote to raise and appro- priate the sum of $150, or any other sum, for the purpose of maintaining during the ensuing year, the mosquito control works as estimated and certified to by the State Reclamation Board in accordance with the provisions of Chapter 112, Acts of 1931, or act on anything relative thereto.
Article 33. To see if the Town will give any instructions to its elected Town Officers.

To bring to the Election Officers their votes, all on one ballot, for the following named officers, to wit: one Selectman for three years; one Assessor for three years, one Member of the Board of Public Welfare for three years, Town Treasurer, Highway Surveyor, Moderator, and Tree Warden for one year; one Member of the Board of Health, two Mem- bers of the School Committee, Tax and Town Collector, one Member of the Board of Water Commissioners, and one Trustee of William J. Leonard Memorial Library for three years; one Member of the School Committee for one year; and one Mem- ber of the Planning Board for five years.

Annual Town Meeting March 5, 1956
The meeting was called to order at 7:48 p.m. by Moder- ator Joseph M. Silvia who announced that a recorder would be used to make a record of the meeting, unless objection was raised. None raised.
A quorum was declared, 309 having checked in at the door.
Rev. Harold V. Stockman of St. Helen's Parish offered prayer.
Permission was granted to admit Supt. of Schools, Clifton E. Bradley, Town Counsel Walter Kiernan and Lewis Wells all of whom were given the privilege of speaking.
The Moderator appointed Harry L. Chase, Jr., Donald C. Wilder, Edmund Anderson, Jr., Lawrence Rauch and Spencer Joseph, Tellers and swore in same.
Voted to omit reading of the warrant and return thereof.
Voted to admit non voters and seat them in that part of gallery nearest the street.
Spencer Joseph made a report of progress for the Special Building Code Committee.
Article 1. Voted unanimously, to accept the reports of Town Officers and Committees as printed in the Town Report.
Article 2. Motion made and seconded that the Town raise and appropriate the sums of money as indicated in the recom- mended column of the transcript of the warrant and for the purpose therein noted OF ALL ITEMS in Article 2, excepting items 2, 3, 4, 5, 8, 11, 12, 14, 16, 17, 18, 19, 20, 22, 24, 28, 29, 33, 39, 53, 54, 55, 57, 62, 73, 75, 81, 85, 89, 90, 91, 92, 93, 94, 95, 96, 97, 100, 103, 104, 121, 124 and that the town fix the "per diem" Compensation at the rate of $14.00 per day under items 55 Tree Warden, 75 Highway Surveyor and 103 Water Commissions' Supervision.
Motion made, seconded and voted to amend the foregoing motion by adding "January 1, 1956" be the effective date for beginning of Salaries.
