Article 18. To see if the town will vote to instruct the Selectmen to appoint a committee of five (5) to hold meetings with the Highway Surveyor, the Water Department, and the Tree Warden and work out a plan for storage of supplies and materials,-including sand-and study the advisability of setting up a full time Highway Department, and make such recommendations as the committee may deem advisable to the next regular or special town meeting, and insert such articles for action by the town as they consider advisable, or act on anything relative thereto.
Article 19. To see if the town will vote to change the day and hour of the Town Forum to Monday evening at 7:30 P.M. one week prior to the regular or special Town Meeting or at such other day or hour as may be deemed advisable, or act on anything relative thereto.
Article 20. To see if the town will vote to amend Article VI, Section 2, Paragraph 3 of the by-laws by striking out the words in line 2 "financial propositions" and inserting the words "articles in the warrant," so that the paragraph will read:
"The duty of the Advisory Board shall be to investigate and consider all articles in the warrant to be brought before the town and to report and advise thereon in Town Meetings before any action shall be taken."
Article 21. To see if the town will vote to amend Section One of Article III of the by-laws by striking out said section and inserting the following in its place, or act on anything relative thereto.
Article III, Section 1. A copy of the warrant for all town meetings shall be posted in five or more public places in the town seven days prior to the meeting and a notice under the seal of the town shall be published in one or more papers circulated in the town seven days prior to the meeting, but it shall be suffi- cient notice if the newspaper states only that a meeting is to be held giving place, date, and hour.
Article 22. To see if the town will vote to adopt the following by-law, or act on anything relative thereto.
ARTICLE XI
Building Permits
Section 1. Before erecting, altering, moving, adding to, or making any changes in use or type of occupancy of any building or structure, the owner or his agent shall file an application for a permit with the Board of Selectmen, and no work shall begin until a permit is granted.
Section 2. The application shall be on a form furnished by the Selectmen. Plan of the lot shall be furnished with application if requested by the Board of Selectmen.
Section 3. The permit shall be posted in a conspicuous place on the work.
Section 4. The fee for permits shall be $1.00 for each build- ing to be built, altered or razed.

Section 5. Whoever violates any provisions of this article shall forfeit and pay for each offense, a fine of not less than ten dollars ($10.00) and not more than one hundred dollars ($100.00).
Article 23. To see if the town will vote to amend Sections 2 and 3 of Article VII of the Town By-Laws, by striking out the same and inserting the following sections:
Section 2. Before any proposed new street or way is laid out, a plan and profile showing the adjoining property shall be sub- mitted to the Selectmen, and no work shall be started on said layout before approval is granted by the Selectmen.
(a) The traveled width of all roads shall be 24 feet or more if so required. Loam, stumps, brush, roots, and like material shall be removed and gravel or such material as may be approved by the Highway Surveyor shall be used to a depth and grade as determined by the Highway Surveyor.
(b) Such drainage as may be required shall be installed as directed by the Highway Surveyor.
(c) All corners of the intersecting streets or ways shall be rounded to the approval of the Highway Surveyor.
Section 3. No street or private way shall be accepted unless laid out and constructed as required in Section 2 of this article. Section 4. Each petition for the acceptance of a street or way at any annual town meeting shall be presented to the Selectmen not later than the first day of December next preceding such meeting and the Selectmen and Highway Surveyor shall attach thereto an affidavit stating that the road is or is not satisfactory in width and so constructed as to be acceptable.
Article 24. To see if the town will vote to adopt the following section to the Town By-Laws, or act on anything relative thereto.
ARTICLE VII
Section 5. The Board of Selectmen shall determine and designate numbers of the buildings on such streets or portions of streets as they think best and no person shall neglect to affix to any building owned by him the street number designated to him by said board, nor shall any person affix or suffer to remain on any building owned by him a street number other than the one designated by said board.
Article 25. To see if the town will vote to have the 1951 valuation lists printed and published and raise and appropriate a sum of money therefor, or act on anything relative thereto.

Article 31. To determine whether the town will raise and appropriate the sum of $1200. or such sum as may be determined at the meeting, for the purpose of providing a gravel packed well at the High School and the necessary pump and connections at the Elementary School, or act on anything relative thereto.

Article 32. To see if the town will vote to raise and appropriate the sum of $3,000.00 to surface with black top the front drive and sidewalks of the High School together with the approaches to the playground doors in the rear of the building, or act on anything relative thereto.

You are hereby required to notify and warn said inhabitants of Norwell qualified to vote in Town Affairs, in case all the articles in the foregoing warrant shall not be acted upon at the meeting called for the third day of March, to meet in adjourned session at the Cushing Memorial Town Hall, Monday, the tenth day of March, 1952, at seven-thirty o'clock in the evening, then and there to act upon such of the foregoing articles as shall not have been acted upon on March 3, 1952, or act upon such other articles in said Warrant as the meeting may deem advisable.
You are directed to serve this Warrant by posting a copy thereof, attested to by you in writing, at each of five public places in the Town, seven days at least, before the time for holding the first meeting called for in the warrant. Hereof fail not, and make due return of this Warrant with your doings thereon to the Town Clerk of said Town on or before the 3rd day of March, 1952. Annual Meeting
Pursuant to the foregoing Warrant duly executed and return thereof made to the Town Clerk by Lloyd B. Henderson, a duly appointed and qualified Constable of Norwell, the qualified voters met at the time and place and for the purpose therein stated and took the following action:
The meeting was called to order at 7:45 p.m. by the Moderator, Fred- erick A. Small. Spectators were admitted to the left section of the gallery. The Warrant was read by the Town Clerk and it was voted to omit reading the articles until taken up for action. The return of the Warrant by the Constable was then read. John Dickman and Donald Wilder were sworn in as tellers by the Moderator.
Article 1. Unanimously voted to accept the reports of officers and committees as printed in the town report.
Article 2. Motion made and seconded "to fix salaries and compensa- tion of elected officers in No. 1 through 10 as printed in the transcript of the Warrant and recommended by the Advisory Board, said amounts to be retroactive to January 1st, 1952. Motion made to amend the main motion by substituting $300 under No. 2, $100 under No. 3, $300 under No. 5, $100 under No. 6, $300 under No. 8, $100 under No. 9, and $1000 under No. 10.
Motion made to amend the amendment by elimination of $10 per day for extra days in Nos. 3 and 6. This amendment to the amendment was lost.
The amendment to the main motion was voted.

Motion as amended was unanimously voted, that is, No. 1, $20; No. 2, $300; No. 3, $100; No. 5, $300; No. 6, $100; No. 8, $300; No. 9, $100; No. 10, $1,000. pay for extra days for Assessors and Inspections and extra work of Selectmen $10 per day.
No. 11 Motion made, seconded, and put to vote that the salary of the Collector be fixed at $2,000. The Moderator being in doubt as to the result called for a standing vote. At this point, James P. Hall was sworn in as teller, as Mr. Wilder was disqualified as teller concerning a vote relative to his salary as Collector. It was voted 99 for and 166 against this motion.

Article 3. Motion made, seconded and put to vote under No. 1, to raise and appropriate the sum of $900 for Selectmen expense. The vote was declared in the affirmative but was challenged by seven voters. The Moderator called for a standing vote, when 111 voted in favor and 128 against.
