Article 9. Motion made and seconded to raise and appropriate the sum of $3,000.00 for drainage and road construction on Doris Avenue, westerly end and Duncan Drive. A motion was made, seconded but failed to pass , to defer action until the proposed Committee on drainage has an opportunity to pass on the situation. The main motion was then voted, that is: Voted to raise and appropriate the sum of $3,000.00 for drainage and road construction on Doris Avenue, westerly end and Duncan Drive.


Article 10. Motion made, seconded and voted to raise and appro- priate the sum of $2,000.00 for drainage and road construction on Doris Avenue easterly end and Leigh Road.


Article 11. Motion made, seconded and voted to raise and appro- priate the sum of $3,000.00 for drainge on Washington Park Drive.


Article 12. Motion made, seconded and voted to raise and appro- priate the sum of $3,000.00 for mix and place, surface on Central Street, for a distance of 2500 feet, from Old Oaken Bucket Road.


· Article 13. Motion made, seconded and voted to raise and appro- priate the sum of $1,000.00 for drainage on Pine Street.


Article 14. Motion made, seconded and voted to raise and appro- priate the sum of $750.00 for road construction on Old Meeting House Lane, easterly section, work to be done under Chapter 80, General Laws.


Article 15. Motion made, seconded and voted to raise and appro- priate the sum of $900.00 to replace a snow plow.


Article 16. Motion made to authorize the Board of Selectmen to appoint a committee of three (3) members to be known as a Permanent Drainage Committee, to work with the Board of Selectmen and the Highway Surveyor for the purpose of planning a long term drainage pro- gram and to appropriate the sum of $500.00 for expenses therefore. Motion made, seconded and voted to amend the motion by adding "one of whom shall be a member of the Planning Board and one a member of the Board of Health" to follow the word "Committee" and "to raise and appropriate the sum of $500, therefore in (place) follow "and"

Motion made, seconded and voted to authorize the Board of Select- men to appoint a committee of three (3) members to be known as a Per- manent Drainage Committee, one of whom shall be a member of the Planning Board and one a memebr of the Boar dof Health, to work with the Board of Selectmen and the Highway Surveyor for the purpose of Planning a long term drainge program, and to raise and appropriate the sum of $500.00 therefor.


Article 17. Voted to indefinitely postpone action on Article 17.


Article 18. Motion made seconded and voted to raise and appropriate the sum of $1,000.00 for the purpose of providing parking space in the rear of the Town Hall and Town Hall Annex.


Article 19. Motion made to raise and apropriate the sum of $3,000.00 for the purpose of renovating the Town Hall Annex. Motion made, seconded and voted to amend the motion by substituting the sum ot $1,800.00 for $3,000.00 therein.

Article 20. Motion made, seconded and voted to appropriate the 1957 Dog Tax Refund of $1,046.79 to the School Department Main- tenance Account.


Article 21. Motion made, seconded and voted to authorize the Town Accountant to close out the unexpended balances of the following appro- priations, the purpose of which have been completed :

Article 22. Motion made and seconded to amend Article 111, Sec- tion 3 of the By-Laws of the Town of Norwell by rescinding the first sentence thereof and substituting therefor the following:


"The Annual Meeting shall be held at 7:30 P.M. on the third Mon- day of March of each year and Special Town Meetings shall be held at such times, the Selectmen may order."


After much discussion, the motion was put to vote, but it failed to carry.


Article 23. Motion made, seconded and voted to give the follow- ing instructions to all Elected Town Officers:

That the Annual report include a list of the elected town officers and under each name a list of the amounts of money paid to them from each department or position which they hold.


That the installation of new water pipes in streets be conducted under the competitive sealed bid system; that the contracts be awarded to the lowest qualified bidder, that the contracts be approved by the Town Counsel; and that copies of the bids and contracts awarded be filed with the Town Accountant for public inspection.


That the Annual town report include a list of all contracts given by the town of over $1,000.00 ; a list of all purchases made of over $1,000.00; a list of all persons and companies who received over $1,000.00; except that the salaries of employees of the town may be ommitted; that these lists by departments, showing to whom money was paid and for what purpose.


That a By-Law Committee of three (3) persons be appointed by the Selectmen to study the existing By-Laws and to recommend changes if advisable.


That the Board of Selectmen be instructed to establish a quarterly joint meeting date at which elected and appointed officials of the Town and all Boards or Committees elected or appointed for the discharge of or the study of Town functions, shall discuss current or future problems or plans of the Town and shall entertain suggestions for the best interest of the Town.


That the Water Commissioners prepare and report to the next Annual Town Meeting a plan for extending town water throughout the Town of Norwell within a reasonable time, detailing the streets to which water is to be extended and the year in which it is proposed to extend water to each street, and that the Advisory Board study said plan and report to the next Anual Town Meeting upon possible methods of financing it; and that such plan be made available to the Advisory Board not later than November, 1958.


Two fish rights were auctioned by the Moderator: Fish right No. 1, sold to William C. Bennett for $3.00; Fish right No. 2, sold to Fred H. Hart for $3.00.


The business of the Warrant being finished, a motion to adjourn was made, seconded and voted at 9:57 P.M.

Law Proposed By Initiative Petition


Do you approve of a law summarized below which was disapproved in the House of Representatives by vote of 73 in the affirmative and 132 in the negative and was approved in the Senate by a vote of 21 in the affirmative and 17 in the negative?

The proposed measure that every former public employee, other than a judge, who is pensioned or retired for disability, shall report to his retirement authority, annually, his earnings from gainful occupation dur- ing the preceding year; and that, if such earnings, plus the pension, ex- ceed the regular compensation of the position formerly held, the pensioner shall refund that portion of his pension equal to such excess or the entire pension if such excess is greater than the pension. A refund, if required, shall not include any part of a pension represented by salary deductions from or special purchase by the former employee. The requirement of a refund is not applicable to income received in or prior to 1958.
