The Board of Selectmen meeting jointly with the School Board appointed the following members to act as a High School Planning and Building Committee: John B. Arnold, Robert H. Kroeger, Richard D. McMullan, Arthur H. Oman, and Nellie L. Sparrell.
H. Phillip Causer resigned as a member of the Planning Board having served with great credit on the Board since 1954.
The following citizens were appointed to a committee to study and make suggestions for revision of the Town by-laws: Herbert A. Lincoln, W. Brewster Southworth, and Sanborn Vincent.
GENERAL
The Board of Selectmen regrets to report that Mrs. Edith Devine resigned as Town Hall Clerk after having served very efficiently dur- ing the past few years.

We are pleased to report a new Town Counsel has been appointed, a local resident and a close neighbor to the Town Hall, Mr. Joseph K. Collins.
The administration of the new Town by-law, controlling gravel pits resulted this year in sixteen hearings and a total of fifteen gravel removal permits were issued and one denied. In all cases the gravel permits were for the renewal of operations which had been started prior to the passage of the new by-law, also, the permits were issued in a manner to insure the control of the operations by the Selectmen and in order to insure maintenance of grades and methods of operations in the best interest of the Town.
The Board of Selectmen, in accordance with the vote of the Town, held two quarterly meetings of the elected and appointed Town officials and Boards and Committees at which time the various Town problems were discussed.
The Old Colony transportation problem continues to be discussed by the various authorities concerned without any major decision having been made.
UNION BRIDGE
As a result of a hearing at the County Commissioners' office on June 3, 1958 at which the Town of Norwell was represented by Select- man Earle F. Allen, Highway Surveyor Perry Osborn and James H. Barnard and Dr. Ruth Warwick, the County laid out the approaches to the bridge in new alignment which resulted in the taking of only 770 square feet from James H. Barnard.
The bridge engineers advise that the bids for the reconstruction of this span will be issued shortly after the first of the year, and it is expected that the project will go on to completion during the follow- ing months.

To see if the Town will vote to instruct a Committee, to be known as the Cole School Addition Committee, consisting of the School Committee and four other persons chosen by the Selectmen and the School Committee jointly, to engage an architect to prepare and submit plans and specifica- tions for constructing and furnishing an addition of six rooms with neces- sary facilities and alterations to the Grace Farrar Cole School; to apro- priate $400., or any other sum, for the Committee's expenses and $8,000 .. or any other sum, for architectual and other fees, or act on anything relative thereto.

ARTICLE 8.
To see if the Town will vote to re-establish the Permanent School Building Committee, discontinued on December 31, 1957 pursuant to the vote under Article 10 of the Special Town Meeting of November 14, 1956, as it was constituted on December 31, 1957, until December 31, 1958, or act on anything relative thereto.
You are directed to serve this Warrant by posting a copy thereof. attested to by you in writing at each of five public places in the Town seven days at least before the time for holding the meeting called for in the Warrant. SPECIAL TOWN MEETING January 13, 1958
The meeting was called to order at 7:35 P.M. by the Moderator, Joseph M. Silvia. The Constable reported 235 as checked in and 72 wait- ing to be checked. Final registration 599.
The following were appointed by the Moderator to serve as tellers and were, sworn in: Edmund Anderson, Roderick Young, Robert Brod- erick, Arthur Yonge, Douglas Donahue, George Whitcher, Ruth Mur- ray, Carol Marsh, Minna Senger and Julia Rosebach.
Harry L. Chase, Jr., was appointed Assistant Moderator and sworn to the faithful performance of his duties. Rev. Fr. Robert Mooney of St. Helen's Parish offered prayer.
A motion to dispense with the reading of the Warrant and return thereof was made, seconded and unanimously voted.
Article 1. A motion was made and seconded that the Town accept the provisions of sections sixteen to sixteen I inclusive, of Chapter 71 of the General Laws, providing for the establishment of a regional school dis- trict, together with the Town of Hanover, and the construction, main- tenance and operation of a regional school by the said district in accordance with the provisions of a proposed agreement filed with the Selectmen.
Chairman DiNardo presented the positive side of the question and Chester Rimmer spoke against the idea.
The meeting voted by secret ballot 374 against, 225 for.
The Hanover Board of Selectmen sent a written report of the result of the Hanover vote on the question. Hanover voted 332 for, 144 against.
John Bond offered the following resolution which was duly seconded and executed, "Be it resolved that this meeting, regardless of the outcome of the vote, express its confidence in the members of the Regional School District Planning Board and appreciation for their unselfish contribution by giving them a rising vote of thanks." Unanimously voted.
Motion made, seconded and so voted to take up Article 8 out of its proper order.

Article 8. Motion made, seconded and voted to re-establish the perma- nent School Building Committee, discontinued on December 31, 1957 pur- suant to the vote under Article 10 of the Special Town Meeting of No- vember 14, 1956, as it was constituted on December 31, 1957 until De- cember 31, 1958.
Motion made, seconded and voted 288 for, 12 against to take up Article 4 out of its regular order.
Article 4. Motion made and seconded but failed to carry, 167 against, 152 for, to postpone consideration on Article 4 until the next Town Meeting, with sufficient time to enter into the Warrant.
A motion was made, seconded and voted, 198 for, 124 against to appropriate the sum of $33,000 for the purpose of laying water mains of not less than six inches, but less than sixteen inches in diameter in River Street from Main Street to a point approximately one-third of the distance to the junction of Tiffany Road and River Street and to meet such appro- priation by appropriating a sum of $30,620.13 from available funds from the remaining appropriations under the following articles :

SPECIAL TOWN MEETING January 27, 1958
Pursuant to the foregoing Warrant, duly executed and return there- of made to the Town Clerk by George Cavanagh, a duly appointed and qualified Constable of Norwell, the qualified voters met at the time and place and for the purpose therein stated and took the following action :
The meeting was called to order at 8:05 P. M. by the Town Clerk, Nellie L. Sparrell, acting as Moderator Pro Tem.
The call of the meeting was read from the printed Warrant after which a motion was made, seconded and unanimously voted to waive the reading of the articles until taken up for action.
It was announced that since the Warrant was drawn, the office of Moderator had become vacant by the resignation of Joseph M. Silvia, therefor the first article to be acted upon in the meeting was the election of a Moderator to serve until Town Election.
A motion was made, seconded and voted that Herbert A. Lincoln be nominated to fill vacancy in term of Moderator until the March Town Election. Motion made, seconded and voted to close nominations and to instruct the Clerk to cast one ballot for Herbert A. Lincoln, Moderator, until Town Election. The Clerk cast one ballot for Herbert A. Lincoln and he was sworn in by the Town Clerk, Nellie L. Sparrell.
Rev. Napoleon W. Lovely, Pastor of the First Parish, Unitarian Church, offered prayer.
The Moderator appointed John Clark, Donald C. Wilder and Gustav Roubound to serve as tellers and swore in same.
A request to admit Supt. of Schools, Clifton A. Bradley, Town Counsel Walter Kiernan and his assistant, Mr. Featherstone, was granted by a motion made, seconded and unanimously voted.
Article 1. Chairman George H. Whitcher, Jr., of the School Ad- dition Committee made this motion, "I move that the Town vote to ap- propriate the sum of $150,000 for the purpose of constructing and original- ly equipping and furnishing an addition to the present Elementary School on Main Street, and to meet such appropriation by appropriating $45,000 from available funds in the Treasury and by authorizing the Treasurer, with the approval of the Selectmen, to borrow for and on behalf of the Town of Norwell the sum of $85,000 under the provisions of Chapter 645 of the Acts of 1948 as amended, and to issue bonds or notes of the

Town therefor, payable in accordance with the provisions of said Chapter, as amended, so that the entire amount borrowed shall be paid not more than one year from the date of issue of the first bond or note and by raising from the tax levy of 1958 the sum of $20,000."
After explanation of the proposed work by Mr. Whitcher and Robert Kroeger, it was voted 183 to 9 to appropriate the sum of $150,000 for the purpose of constructing and originally equipping and furnishing an addition to the present Elementary School on Main Street, and to meet such appropriation by appropriating $45,000 from available funds in the Treasury and by authorizing the Treasurer, with the approval of the Selectmen, to borrow for and on behalf of the Town of Norwell, the sum of $85,000 under the provisions of Chapter 645 of the Acts of 1948 as amended, and to issue bonds or notes of the Town therefor pay- able in accordance with the provisions of said Chapter, as amended, so that the entire amount borrowed shall be paid not more than one year from the date of issue of the first bond or note and by raising from the tax levy of 1958 the sum of $20,000.
At this time, it was voted to allow non-voting taxpayers to enter the Hall and be seated in the balcony nearest the street.
Article 2. Chairman Whitcher of the School Addition Committee made a motion which was seconded and unanimously voted that the Town "vote to appropriate the sum of $15.000. from available funds in the Treas- ury for the purpose of remodeling, reconstructing and making repairs to the present Elementary School on Main Street, including the construction of a heating plant and additional kitchen equipment and facilities."
Article 3. Motion made, seconded and voted that the Elementary School Addition Committee appointed pursuant to the vote of the Town under Article 36 of the 1957 Annual Town Meeting be authorized to execute and deliver for and on behalf of the Town all contracts and agree- ments it shall consider necessary to construct, originally equip and furnish an addition to the present Elementary School on Main Street and for the purpose of remodeling, reconstructing and making repairs to that Ele- mentary School.
