Town of Norwell Commonwealth of Massachusetts Warrant for Special Town Meeting Wednesday, November 14, 1956 at seven thirty o'clock in the afternoon at Cushing Memorial Town Hall
Plymouth, ss.
To either of the Constables of the Town of Norwell, in said County of Plymouth and Commonwealth of Massachusetts. GREETINGS.
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Norwell qualified to vote in elections and Town affairs, to meet at the Cushing Memorial Town Hall in said Norwell, on Wednesday, the fourteenth day of November, 1956, at 7:30 p.m., then and there to act upon the following articles, to wit :
Article 1. To see if the Town will vote to withdraw from the Washington Street Cemetery Fund, and refund to Ernest and Louise Knight, the sum of $50. paid by them for the right of burial, in Lot No. 35, Section "F", of the Washington Street Cemetery, or act on anything relative thereto.

Article 2. To see if the Town will vote to instruct the Selectmen, as Trustees of the Cemetery Perpetual Care Fund, to withdraw and refund to Ernest and Louise Knight the sum of $200., now held in trust for Perpetual Care of Lot No. 35, Section "F", Washington Street Cemetery, or act on anything relative thereto.
Article 3. To see if the Town will vote to appropriate from available funds, the sum of $2,650., or any other sum, for the repair of a culvert on River Street, near the junction of Green Street, in anticipation of reimbursement by the Common- wealth of Massachusetts Flood Relief Board, or act on any- thing relative thereto.
Article 4. To see if the Town will vote to appropriate from available funds, the sum of $5,000., or any other sum, in anti- cipation of repayment by the Commonwealth of Massachusetts and the County of Plymouth for Chapter 90, work on the highways, or act on anything relative thereto.
Article 5. To see if the Town will vote to appropriate from available funds, the sum of $383.50, or any other sum, for the payment of interest due November 1, 1956, on the water loan of May 1, 1956, or act on anything relative thereto.
Article 6. To see if the Town will vote to appropriate from available funds, the sum of $3500., or any other sum, for snow removal, or act on anything relative thereto.
Article 7. To see if the Town will vote to appropriate from available funds, the sum of $1,771., or any other sum, for the purchase of a sand spreader, or act on anything relative thereto.
Requested by the Highway Surveyor.
Article 8. To see if the Town will vote to appropriate from available funds, or to raise from the tax levy of the year 1957, the sum of $14,000., or any other sum, to purchase a new fire truck, or act on anything relative thereto.
Article 9. To see if the Town will vote to appropriate from available funds, the sum of $2,300., or any other sum, for alterations to Fire Station No. 1, or act on anything relative thereto.
Article 10. To see if the Town will vote to discontinue and dissolve the existing permanent School Building Committee, as such, originally established by vote of the Town March 10, 1952, and continued in its function by vote of the Town March 10, 1953; said discontinuance and dissolution to become effec-

tive one year from the date of completion of the Elementary School at Ridge Hill and in any event on December 31, 1957, or act on anything relative thereto.
Article 11. To see if the Town will vote to accept the pre- liminary report of the Norwell School Study Committee, or act on anything relative thereto.
Article 12. To see if the Town will vote to instruct the Board of Selectmen and the School Committee, acting jointly, to appoint a committee, to be known as the Norwell Elemen- tary School Addition Committee, to consist of five persons, one to be a member of the School Committee, and four to be chosen from civil engineering, business, construction or education fields, for the purpose of bringing in plans and specifications at the next annual or special town meeting for constructing and furnishing an addition with the necessary facilities and alterations to Norwell Elementary School ; to appropriate from available funds $400. for the expenses thereof, and $8,000. to engage an architect to prepare such plans and specifications, this committee to be dissolved one year after completion of addition, or act on anything relative thereto.
Article 13. To see if the Town will vote to instruct the Board of Selectmen and the School Committee, acting jointly, to appoint a committee, to be known as the so-called Ridge Hill School Addition Committee, to consist of five persons, one to be a member of the School Committee and four to be chosen from civil engineering, business, construction or education fields, for the purpose of bringing in plans and specifications at the next annual or special town meeting for constructing and furnishing an addition with the necessary facilities and altera- tions to the so-called Ridge Hill School; to appropriate from available funds $300. for the expenses thereof, and $8,000. to engage an architect to prepare such plans and specifications, this committee to be dissolved one year after completion of addition, or act on anything relative thereto.
Article 14. To see if the Town will vote to instruct the School Study Committee to consider and to recommend to the Town, sites suitable for a high school building, playground and athletic field, or act on anything relative thereto.
Article 15. To see if the Town will vote to authorize the Recreation Commission, established pursuant to the vote under Article 7 of the Special Town Meeting, September 12, 1955, to execute for and on behalf of the Town a lease containing such terms and conditions as said Commission shall deem appropriate of a parcel of land south of Main Street, and

opposite Jacobs Lane, consisting of sixteen (16) acres, more or less, for a recreation area, or act on anything relative thereto.
Requested by the Recreation Commission.
Article 16. To see if the Town will vote to appropriate from available funds, the sum of $6,000., or any other sum, for the purpose of completing the laying of the water mains in Main Street, or act on anything relative thereto.
Article 17. To see if the Town will vote to appropriate from available funds, the sum of $600., or any other sum, for the purpose of completing the laying of the water mains in Oak Street, or act on anything relative thereto.
Article 18. To see if the Town will vote to appropriate the sum of $100,000 , or any other sum, for the purpose of laying water mains of not less than six inches, but less than sixteen inches in diameter in River Street, between Main Street and Tiffany Road and to meet such appropriation by appropri- ating a sum from available funds or by authorizing the Treas- urer, with the approval of the Selectmen, to borrow a sum of money for such purpose by the issuance of bonds and notes under the provisions of Chapter 44 of the General Laws and acts in amendment thereof or in addition thereto, or both, or' act on anything relative thereto.
Article 19. To see if the Town will vote to amend the Re- vised By-Laws of the Town of Norwell, as amended, by adding thereto Article XI which provides rules and regulations deal- ing with the inspection, materials, construction, alteration, repair, demolition, removal, height, area, location and use of buildings and other structures and rules and regulations deal- ing with the installation, alteration or extension of electric wiring and wiring systems, or act on anything relative thereto.
Article 20. To see if the Town will vote to accept Sections 1, 3, 6, 7, and 11 through 16 inclusive, of General Laws (Ter. Ed.) Chapter 142, as amended, or any of them, or act on any- thing relative thereto.
Article 21. To see if the Town will vote to amend the Revised By-Laws of the Town of Norwell, as amended, by adding thereto Article XII which prescribes regulations for the materials, construction, alteration and inspection of pipes, tanks, faucets, valves and other fixtures by or through which water or sewage is used and carried, or act on anything rela- tive thereto.

Article 22. To see what sum or sums the Town will vote as compensation for the Building Inspector, the Inspector of Wires and the Plumbing Inspector, or act on anything relative thereto.
You are hereby required to notify and warn said inhabi- tants of Norwell qualified to vote in Town affairs, in case all the articles in the foregoing Warrant shall not be acted upon at the meeting called for the fourteenth day of November to meet in adjourned session at the Cushing Memorial Town Hall
FRIDAY, THE SIXTEENTH DAY OF NOVEMBER, 1956 at seven-thirty o'clock in the afternoon, then and there to act upon such of the foregoing articles as shall not have been acted upon November 14, 1956, or act upon such other articles in said Warrant as the meeting may deem advisable.
You are directed to serve this Warrant by posting a copy thereof, attested to by you in writing at each of five public places in the Town seven days at least before the time for hold- ing the first meeting called for in the Warrant. Hereof fail not, and make due return of this Warrant with your doing thereon to the Town Clerk of said Town on or before the four- teenth day of November, 1956. Given under our hands at Norwell this twenty-ninth day of October in the year of our Lord, 1956.

Special Town Meeting November 14, 1956
Pursuant to the foregoing Warrant, duly executed and return thereof made to the Town Clerk by George F. Cavanagh a duly appointed and qualified Constable of Norwell, the qual- ified voters met at the time and place and for the purpose therein stated and took the following action
The Meeting was called to order at 7:45 P.M. by the Mod- erator Joseph Silvia with 253 voters in attendance.
Rev. Lawrence Hinshaw offered prayer.
The privilege of the floor was granted to Supt. of Schools, Clifton E. Bradley, to John Lindsay a member of the School Survey Committee and to Town Counsel Walter Kiernan. It was voted to admit non voters who were to sit in the balcony nearest the street.
