CHAPTER XXV.
ETITION, as a right of freemen, has been recognized in Connecticut, from the first as a most sacred foundation of Government. Beginning with this principle, there has been great stability, yet general progress in government and prosperity of the people. While Church and State were closely con- nected in this Colony and State, the right of, and adherence to this principle, not only fostered freedom but saved the community from many, and doubtless deadly, anarchical disturbances. The necessity of petition in order to secure ecclesiastical privileges, although greatly reviled and hated, was a great safeguard to the young and rising Colony, in that it prevented bitter strife, destructive divisions, and always had the effect to unite the efforts of a community in any and every important enterprise. Hence the organization of every church and every ecclesias- tical society, for many years was secured only upon such unity of action as promised, in the minds of the representa- tives of the Colony, as well as those immediately interested, a successful undertaking.
The Society of New Stratford was organized in May, 1762, or 61 years before it was made a township.
In October, 1750, a petition was presented to the legisla- ture, by a portion of the people of North Stratford and Rip- ton, for a Winter parish, but it being strongly opposed, failed.'

In May, 1761, after an Episcopal church had been erected at Tashua, the inhabitants of the same territory petitioned again for Winter privileges. That petition is of interest.'
Edmund Lewis, Jr., Samuel Prindle, Benajah Hurd, Samuel Beardslee, David Hurd, John Keeney, Beriah Dickingson, John Johnson, Thomas Beers, Abiel Beers, Thomas Curtiss, Ebenezer Beers, and Jonathan Curtiss, some of the mem- bers of the society of North Stratford and some of the society of Ripton in Strat- ford, praying liberty of this Assembly to meet among themselves for divine ser- vice four months in the year, viz : December, January, February, and March, for the term of three years from this time, they improving some orthodox preacher among them during said term :
Resolved by this Assembly, and it is enacted and granted, that the memorial- ists have liberty, and the same is hereby granted to them, to meet among them- selves for divine worship four months in each year for the term of three years next coming, viz : in and during the months of December, January, February and March ; provided they employ some orthodox preacher among them. And power and authority is hereby granted to the memorialists to warn and hold their meet- ings for taxing themselves for the support of the charges that may arise in carry- ing on the service aforesaid and to choose their respective officers for gathering the same, &c., as other such like societies by law have in this Colouy ; and that those persons abovenamed that live within the society of North Stratford shall be freed from paying taxes to the society of North Stratford for the said four months during said term of three years, in case the memorialists carry on divine worship among themselves as aforesaid."-Col. "The memorial of John Moss, David Wilcockson, Peter Curtiss, Samuel Beardslee, Henry Hawley and others hereunto subscribed, inhabitants of North- westerly part of ye parish of Ripton, and Nathan Booth, Jonathan Curtiss, Joseph Johnson and John Judson and others, subscribers, inhabitants of ye parish of North Stratford, living in ye Northeasterly part of ye parish, Honorably sheweth, that your Honorble memorialists living at a great distance from ye public worship of God in ye parishes to which we severally belong-the nearest of your memo- rialists to any public worship is about three miles and so upward to seven miles and some more, by reason whereof we are put to great trouble and difficulty in attending public worship ; and many of us large families so that it is altogether impossible for us and our families to attend thereon, especially in ye Winter sea- son and other times without extreme difficulty, by reason whereof ye greater part of our families cannot attend public worship but are thereby debarred of ye bene- fits and privileges of hearing the Gospel preached excepting a very few times in a year, and having many of us labored under burden and hardships for more than twenty years, and ye increase of our families together with ye thought of our children being in a great measure deprived of preaching of ye Gospel, thus con- tinuing any longer seems to be a burden insupportable : Whereupon your Hon. Memorialists humbly beg you to observe that although we are sensible of ye great and heavy charge of public taxes by reason of a distressing and expensive war,

yet considering ye difficulty we labour under, and hopes of our children and fam- ilies attending public worship and receiving ye blessings of ye Gospel, are willing and desirous to be at ye charge of supporting ye Gospel amongst ourselves, there being about seventy families, some part thereof in ye parish of Ripton and some in North Stratford being so situate that we might with some tolerable conveniency attend public worship with our families provided we had ye privilege of being a society by ourselves and should leave the parishes to which we now belong under comfortable circumstances to maintain and support ye Gospel without us ; where- upon your Hon. Memorialists humbly pray that the Honorable Assembly would grant to your memorialists the privilege of being one parish aud distinct ecclesi- astical Society with rights, powers and privileges that other societies ecclesiastical by law have with proper parochial bounds and limits thereto ; which limits your memorialists beg leave to propose, to begin at a line between ye parishes of Rip- ton and North Stratford a little southward of ye south part of Mooshill so-called by ye school house standing in or near ye line, from thence running near a N. E. line including John Fairchild's house, and farm and house of Nathaniel Lewis to ye Northeasterly part of Israel's Hill, so-called, near a place called hog-pen and from thence a little eastward of north so as to include ye house of Zachariah Tom- linson, Jr., a straight line to Stratford River, which said line runs through Ripton parish and then up by said River to ye head of Stratford bounds. And then to begin at ye aforesaid school house and to run in ye line between parish of North Stratford and Ripton, south of that to ye cross highway, thence to run a little southward of ye West so as to include ye house of Samuel Wells and Charles Lane and from thence a straight line to ye road called Newtown road so as to in- clude ye dwelling house of George Oatman and thence running northwardly on ye west side of ye road to ye head of Stratford bounds so as to include all yein- habitants living on ye Newtown road so-called, and their farms or some other lines and limits as your Hon" shall think most convenient ; that your Honors would appoint a committee at ye charge of your memorialists to view ye circum- stances of ye proposed parish and make report thereof or in some other way grant relief to your memorialists as in your great wisdom shall think reasonable and they as in duty bound shall ever pray.

This petition was opposed, as shown from an extract from the North Stratford Society records :
" May 12, 1761. Proposed whether we should oppose Our northern neighbors or not in their memorial to the Assembly. Passed in the affirmative. Mr. James Walker is chosen agent for this Society to represent it at the Assembly respecting the memorial."
In accordance with this petition, the committee was appointed by the General Assembly the next October to view the circumstances and report at the next session, and in view of that North Stratford made the following record : " Novem- ber 17, 1761, Mr. James Walker, Esqr., Mr. John Middlebrook, Jr., and Mr. Elnathan Hubbell, are chosen a committee to ride with the committee appointed to view Flat Rock cir- cumstances and to report this society to said committee."
The committee consisted of Elisha Sheldon, Increase Mosely and Timothy Judd, and upon their report at the May Session, 1762, the inhabitants within the specified bounds were made a distinct ecclesiastical society by the name of New Stratford. Most unfortunately the records of this Society are lost.
This Society was organized into a town in 1823 and called Monroe, and the first town meeting was held June 16, 1823, when the following officers were elected : Capt. Levi Edwards, Moderator of the meeting; Daniel B. Hubbell, Samuel Beardsley, and August Lewis, Selectmen; Samuel Wheeler, Town Clerk; August Lewis, Treasurer; Fred. Nichols, Asa B. Beardsley, Alonzo Chapman, Wm. Beach, and Roswell Wells, Constables; Wm. Richards and Geo. L. Sherman, Jurors; Nathan Sherman, James Clark, Abel Haw- ley, A. Sherman, and Henry Lane, Tythingmen ; Benjamin French and Andrew Judson, Haywardens'; John Curtis, Sealer of Weights and Measures.
