Report of The Board of Selectmen


To the Citizens of the Town of Randolph:


Your Board of Selectmen submits herewith the An- nual Report of their year 1955.


PERSONNEL


Our report begins with a note of sadness, the loss to the Town of their newly elected Selectman, John M. Sullivan. Although his term of office was a comparative short one, his sudden death was sincerely felt by the re- mainder of your Board. His ideals left with us a chal- lenge not too easily won, but worthy of the best works wc can perform.


As soon as was practicable and possible, Henry J. Rota was appointed to fill the existing vacancy.


After many interviews and after much study, Charles R. Iovino was appointed Town Manager. His selection was from a score of applicants.


Your Board viewed with much regret the resignation of George N. Welch as Town Counsel. He has given much to his community. William J. Carr, our new Town Counsel, has been most efficient, and we sincerely hope he re- mains with us.


During this past year, we lost the services of Ray- mond E. Lyons, Town Accountant, and Mrs. Clara M. Nickerson, our secretary for many years. We wish them good health and good fortune in their new positions.


In accordance with the type of government now in effect, Selectman Joseph J. Semensi resigned as a Trustee of the Stetson School Fund.

Your Board was extremely pleased that Dr. F. Ran- dolf Philbrook reconsidered his resignation, as we feel he is doing an outstanding job for the Town while serving on our Board of Health.


We welcome Mrs. Elizabeth Connolly as Secretary to the Town Manager and the Board of Selectmen.


All appointments necessary under the powers of our office have been made, and are listed elsewhere in this booklet for the information and guidance of every one.


BUSINESS


Your Board has concerned itself with all matters placed before them, even to the point of overstepping our duties as outlined in the General Laws, Town By-Laws, and the Selectmen-Town Manager Form of Government Plan.


We have earnestly tried to serve the people in all ways and we feel we have accomplished much. Your Board takes an Active part in All Town affairs. Full cooperation with all other Town agencies, department heads, Town employees, townspeople, business firms, and business, professional, and general groups has been our practice.


We have endeavored to benefit the citizens at every opportunity and carry out their every wish and desire.


Your Board is a harmonious, hardworking group. Needless to say, our opinions vary, but this is for the best, as we get each others views for the question before us. The majority rules, however, which is truly the "American way".


The Board has been represented at all functions to which we were invited. We have met in session at any and all hours beyond our regular schedule. These meet-

ings have taken place in many different places, both in and out of town, to handle emergency and routine mat- ters. Our attendance has been above question.


Some of our duties have been distasteful to accom- plish, but we sincerely hope that these decisions have been accepted as right and just. This has always been the measure by which we have governed our decisions.


Some of our accomplishments are listed here:


* Completed all matters voted by the citizens at the An- nual and Special Town Meetings, and prepared all new Warrants.


* Improved upon the plan of additional and better street lighting.


* Widened streets and constructed same that are under our jurisdiction. (Work still in progress).


* Improved unaccepted streets as far as legally possible, at least.


Corrected some drainage problems, if only minor in most instances.


Sold land to put it back into tax paying property, and otherwise disposed of land by vote of the Townspeople.


* Took land, as voted for school purposes and for ease- ments.


* Faced budget problems with a positive attitude, which in itself is always a matter of debate.


Handled Corporation papers with the utmost speed so as to avoid delaying plans of others.


* Recommended to the Town Manager plans for further- ing the safety and comfort of the townspeople and for securing additional revenue for the Town treasury.


* Sponsored additional land for business and industrial zones.

* Completed our phases relative to the Hurricane reim- bursements of last year.


* Studied parking, traffic, and general problems for our citizens and taxpaying business groups and afforded some assistance in most cases.


Discharged claims and assessments for and against the Town, with a view towards economy and practicability.


* Continued the Insurance program and further protect- ed the Town and its inhabitants.


Held hearings on varied subjects, always respecting the concern of proponents and opponents.


* Processed applications for various licenses, granting and transferring as many as was practicable and just.
