REPORT OF THE TOWN CLERK


SPECIAL TOWN MEETING


February 4, 1957


The Meeting was called to order at 8:25 p.m. by Moderator William Carr with a quorum (164) present. Moderator Carr gave the opening prayer.


Call of the Meeting and Return of the Warrant was read by Town Clerk Edward T. Clark.


The Moderator appointed the following tellers: Mr. Arthur Pelletier, Mr. Antonio Fiorentini and Mr. Mitchell Goodhue.


Article 1. To see whether the Town will raise and appropriate $325,000.00 to supplement a sum of money appropriated by the Town under Article 2 of the Special Town Meeting held March 21, 1955 for the con- struction, original equipping and furnishing of an eighteen-room elementary school building on land owned by the Town off Vesey Road; to determine how any such appropriation shall be raised, whether by appropriation from available funds, by taxation, by borrowing under Chapter 645 of the Acts of 1948 as amended, by borrow- ing under G. L. Ter. Ed. Chapter 44 or otherwise, and if by borrowing to authorize the issuance and sale of bonds or notes and to take such further action as may be deemed necessary or advisable in connection with or incidental to the foregoing matters, as petitioned for by the School Planning and Building Committee.


The Finance Committee recommended favorable action on this Article.

ADJOURNED SPECIAL TOWN MEETING


February 11, 1957


The Meeting was called to order at 8:24 p.m. by Moderator William Carr with a quorum present. (168 Town Meeting Members)


Before the business of the meeting was taken up Moderator Carr reminded the Town Meeting Members that they should take their places below the break in the center of the Hall. He stated that any person not a duly elected Town Meeting Member or a duly qualified officer of the Town seated below the break should move behind the break in the center of the Hall. Moderator Carr requested that officers of the Town who are not Town Meeting Members refrain from voting, if for cer- tain purposes they must be in the front of the Hall.


Moderator Carr appointed the following tellers: Mr. Willard Powers, Mr. Roland Evans and Mr. Mitchell Goodhue.


Article 2. To see if the Town will instruct the Selectmen to purchase or take by eminent domain the following described parcel of land for school purposes being the greater portion of parcel 18 on Plan 500 of the Randolph Assessors Plans containing 16.1 acres more or less and to raise and appropriate money therefor, as petitioned for by the Randolph School Planning and Build- ing Committee.


Article 2. VOTED: That the Town instruct the Selectmen to purchase or take by eminent domain the

following described parcel of land for School purposes being the greater portion of parcel 18 on Plan 500 of the Randolph Assessors Plans containing 16.1 acres more or less and to raise and appropriate the sum of $4200.00 therefor, as petitioned for by the Randolph School Plan- ning and Building Committee.


Mr. Dacey of the Finance Committee made this motion which was duly seconded.

Article 1. VOTED: No Action. That the sum of $325,000.00 be hereby appropriated to supplement the sum appropriated under Article 2 of the Special Town Meeting of March 21, 1955, to meet the cost of site de- velopment, originally equipping and furnishing an 18 room elementary school building on land now owned by the Town, off Vesey Road, and to meet said appropriation the Town Treasurer, with the approal of the Selectmen is hereby authorized and directed to borrow said $325,000.00 in conformity with Chapter 645 of the Massachusetts Acts of 1948, as amended thereof and addition thereto, is authorized to issue bonds or notes of

To see if the Town will instruct the Selectmen to purchase or take by eminent domain the following described parcel of land for school purposes, being shown as parcel 1 on plan 500 of the Randolph Assessors Plans containing 17 acres more or less together with the right of way over Reed Street as shown on said plan for all purposes for which streets in the town are commonly used and to raise and appropriate money there- for as petitioned for by the Randolph School Planning and Building Committee.


Article 3. VOTED: That the town instruct the Selectmen to purchase or take by eminent domain the following described parcel of land for school purposes, as being shown as parcel 1 on plan 500 of the Randolph Assessors Plans containing 17 acres more or less together with the right of way over Reed Street as shown on said plan for all purposes for which streets in the town are commonly used and to raise and appropriate the sum of $2,125.00 therefor, as petitioned for by the Randolph School Planning and Building Committee.


Voice Vote: 1 Opposed.


Town Clerk made the folowing statement at this time: "Before we proceed any further, I think it only fitting and proper, when we take into consideration the endless hours that have been spent with the School Plan- ning and Building Committee, that a rising vote of thanks should be extended them here tonight." Article 4. To see if the Town will vote to accept an act passed by the General Court, in the year Nineteen Hundred and Fifty Seven, entitled "An Act removing from Civil Service, the positions of Call Fire Fighters, in the Town of Randolph, with respect for appointments thereto hereafter made," as petitioned for by Carlton P. Harris, Chief of the Randolph Fire Department.


This Article was withdrawn, and will be taken up under another article in the Annual Town Warrant.


Article 5. To see if the Town will vote to accept Edwin Street from North Main to High Street as laid out, as petitioned for by the Board of Selectmen.

ANNUAL TOWN MEETING March 18, 1957


Pursuant to a Warrant issued by the Selectmen and dated the twenty-fifth day of January A. D. 1957, duly posted by Patrick T. McDonnell, Constable, the citizens of Randolph assembled at the Randolph High School Auditorium, Memorial Parkway, in Randolph on the eighteenth day of March, 1957. The meeting was called to order by Moderator Carr at 8:23 p. m. with a quorum present. (199 Town Meeting Members).


The Meeting opened with a brief non-sectarian prayer.


Newly elected Town Meeting Members were sworn in by Moderator Carr. The Call of the Meeting and Re- turn of the Warrant was read by Town Clerk Edward T. Clark.


Moderator Carr appointed Joseph Zapustas, John Green and Eddy Young as Tellers.


Moderator Carr welcomed exchange students from Cambridge Latin High School and Rindge Technical School.


Moderator Carr ruled that motions and amendments made from the floor are to be handed to the Town Clerk in writing for recording.

ONE HUNDRED AND TWENTY-SECOND ANNUAL REPORT


VOTED: That Articles 1 and 2 be taken up after completion of Article 94.


Article 3. To see if the Town will vote to raise and appropriate money for unpaid bills of previous years of various departments.


Article 3. UNANIMOUS VOTE: That the Town raise and appropriate the sum of ten thousand seven hundred and fifty-two dollars and eighty-six cents ($10,752.86) for unpaid bills of previous years of various departments. (School Dept. $9,337.09 - Joint Water Boards $1,336.26 - Veterans Dept. $79.51).
