Pursuant to a Warrant issued by the Selectmen and signed on twenty-seventh day of January, A. D. 1958, duly posted by Patrick T. McDonnell, Constable, the voters of Randolph assembled on the third day of March in Ran- dolph High School for Precincts 1 and 2, in Belcher School for Precinct 3 and in Devine School for Precinct 4.

ANNUAL TOWN MEETING


March 17, 1958


Pursuant to a Warrant issued by the Board of Se- lectmen and dated the twenty-seventh day of January, 1958 A. D., duly posted by Patrick T. McDonnell, Con- stable, the citizens of Randolph assembled at the Ran- dolph High School Auditorium, Memorial Parkway, in Randolph on the seventeenth day of March, 1958.


Meeting called to order at 8:00 P. M. by Moderator Carr. (No quorum.)


Meeting adjourned until 8:15 P. M. reconvened at that time.


The Meeting opened with a brief non-sectarian prayer.


Moderator swore in new town meeting members and then led the assemblage in the singing of "America" with Dr. Philbrook at the organ. Moderator called for a minute of silence in honor of departed Town officials, employees, and citizenry.


Town Clerk Clark read Warrant and return of service.


Moderator welcomed all in attendance and outlined procedure making mention of the fact that students of the Senior Class of Randolph High School were seated at the rear of the hall and extended welcome to them for audience.


Moderator appointed following to act as Tellers: Col. R. McLeod, Paul Klaur, and Edward Hoeg.


Article 1. To hear and act on the report of any committee and choose any Committee the Town may think proper.


Article 1. Reports of Committees :


Chairman Felix Carlino reported for the Sewer Com- mission since they had assumed contro !. It was moved

and seconded that the report be accepted as read. Mo- tion CARRIED by unanimous voice vote.


Wm. Hansen reported for the Swimming Pool Com- mittee. It was moved and seconded that this report be accepted as progressive and that this committee continue in force until further notice. Motion CARRIED by unan- imous voice vote.


Peter Davin reported for the Recreation Committee in the absence of its Chairman. It was moved and sec- onded that the Town Meeting members authorize the Recreation Committee to remain active for another year and that the report be accepted as progressive. Motion CARRIED by unanimous voice vote.


Mr. Murray reported for the Personnel Board. It was moved and seconded that this committee's report be accepted as read and that the committee be continued for another year. Motion CARRIED by unanimous voice vote.


Selectman Luddington submitted a motion calling for the appointment of a committee to work towards a new Post Office building. This motion also contained recommendations for members to be appointed to this committee-written copy of motion submitted to Town Clerk.


Annual Town Meeting adjourned at 9:00 P.M. to take action on articles as contained in the Special Town Meeting Warrant.

Article 1. To see if the Town will vote to amend the zoning by-law ,adding to an existing industrial zone

the following parcels-bounded and described as follows: Commencing at a point 150 ft. east of the side line of No. Main St. in the rear of property now or formerly Catherine Hurley thence easterly 87 ft. to a corner, thence southerly 26 ft. to a corner thence southeasterly 279.65 to a corner thence southerly 50 ft. thence easterly 66.04, thence southeasterly 130, thence westerly 69.93 ft. thence southeasterly 33.55 thence westerly in several courses 298.90 to a corner thence northerly 104.20 to a corner thence westerly 75 thence northerly 79 ft. thence easterly 74 ft. thence northerly 31 ft. thence westerly 80 ft. thence 85 ft. northerly to the point of beginning, as petitioned for by Henry J. Rota, and others.

Article 2. To see if the Town will vote to amend the zoning by-law adding to an existing industrial zone the parcel of land now or formerly in the name of Howard C. Harris containing approximately 16,960 Square feet said parcel lying adjacent to and north of present indus- trial zoned area, as petitioned for by Henry J. Rota and others.


Article 2. Moved and seconded article be ACCEPT- ED as printed in Warrant. CARRIED by hand vote : Ayes-141, Nays-5.


Article 3. To see if the Town will vote for industry the following described parcel of land consisting of ap- proximately five acres, bounded and described as fol- lows: Easterly, by land now or formerly of Mrs. Frederick

Wright; Northerly, by a land or passageway which is an extension of Gold Street; Southerly, by land formerly of Adoniram Smith and Westerly, by land of said Smith and by land formerly of Calib Thayer and the persons whose maiden names were Betsey and Irene Thayer, being the same parcel of land conveyed to Frank Manley by deed of John Meaney dated May 3, 1902 and duly re- corded, as petitioned for by Louis Kmito and others.

To see if the Town will vote to raise and appropriate or borrow under any applicable general laws or transfer from available funds the sum of $10,000 to cover the cost of preparing preliminary plans for a 600 pupil Junior High School or take any other action with reference thereto as petitioned for by the School Planning and Building Committee.


Moved and seconded that article be RECOMMEND- ED and that the sum of ten thousand dollars ($10,000.00) be transferred from the E&D Account therefor. Motion CARRIED by unanimous voice vote.


Article 6. To see if the Town will vote to raise and appropriate or borrow under any applicable general law or transfer from available funds the sum of $1500.00 to cover costs of any necessary expenses of the School Plan- ning and Building Committee or take any other action

Article 5. UNANIMOUS VOTE: That the Town raise an appropriate the sum of $35.00 for the mainte- nance and lighting of the clock in the tower of the First Congregational Church.


Article 6. To see if the Town will vote to instruct the Board of Water Commissioners to install a 6" water main, with necessary gates and fittings, on Linden St., from existing end of main to Amelian Road, a distance of 650 ft., and raise and appropriate money therefor, as petitioned for by the Board of Water Commissioners.


Article 6. UNANIMOUS VOTE: That the Town raise and appropriate the sum of $2,925.00 to install a 6" water main, with necessary gates and fittings, on Linden Street from existing end of main to Amelian Road, a distance of 650 feet.


Article 7. To see if the Town will vote to instruct the Board of Water Commissioners to install a 6" water main, with necessary gates and fittings, on High Street, from Edwin St. to Eugenia St., a distance of 425 ft., and raise and appropriate money therefor, as petitioned for by the Board of Water Commissioners.


Article 7. UNANIMOUS VOTE: Moved and second- ed article be NOT RECOMMENDED.


Article 8. To see if the Town will vote to instruct the Board of Water Commissioners to install a 6" water main, with necessary gates and fittings, on Fitch Terrace, from Highland Ave., to Junior Terrace a distance of 350 ft., and raise and appropriate money therefor, as peti- tioned for by the Board of Water Commissioners.

Article 10. To see if the Town will vote to instruct the Board of Water Commissioners to install a 6" water main, with necessary gates and fittings, on High St., from Billings St., running north to relocated Curtis St., a dis- tance of 400 feet, and raise and appropriate money there- for, as petitioned for by the Board of Water Commis- sioners.


Article 10. UNANIMOUS VOTE: That the Town raise and appropriate the sum of $1,800.00 to install a 6" water main, with necessary gates and fittings, on High St., from Billings St., running north to relocated Curtis St., a distance of 400 feet.
