Report of School Planning and Building Committee
The new 14 member School Planning and Building Committee as appointed by the Town Moderator, at the direction of the Town Meeting in March 1957, released from contract the original architect, at a cost to the town of $53,697.00, because the first two bids submitted on his specifications and drawings were in excess of $1,000,- 000.00, far exceeding the $78,000.00 raised and appro- priated at the direction of the vote at the Special Town Meeting on March 21, 1955.
The plans and specifications for a 540-pupil school, to consist of 18 classrooms, a cafeteria, physical education room, two all-purpose rooms, library, conference room, a health suite, teachers' room, principal's office, and several storage areas, were submitted by the firm of Korslund, LeNormand & Quann for approval to the School Building Assistance Commission and the School Committee. Their approval released the school for bid and the bid was awarded on October 11, 1957 to the J. L. Marshall Company, Inc., whose low bid was $562,550.00. The estimated architects' fees, landscaping and furnish- ings will bring the total to approximately $705,000.00. The bid was the lowest of bids ranging from $552,550.00 to $634,150.00.
This figure constituted a saving of approximately $500,000.00 over the bids received on original architect's plans. Work has been started and is proceeding satis-

Court litigation has touched on such subjects as suits on account of land takings, appeals from Planning Board directly to the Superior Court, suits concerning welfare matters, tort claims on account of drainage, Appellate Tax Board hearings, suits involving collection of taxes, and suits on bonds.
Practically every department of the Town during the course of the year has questions of various legal rami- fications which must be serviced, and it would be im- possible in a report of this nature to specifically touch on each of them.
The tremendous growth of the Town over the past few years has necessarily increased the attendant legal problems.

There has been a large increase in dog licenses this year.
As of January 1st there were 1,239 licenses issued.
There are also 17 Kennel licenses issued to this date.
An average of three telephone calls per day have been investigated.

Although I have served in the Highway Department for twenty years, this is my first Annual Report as head of the department. My appointment to this position occured October 26, 1957, so I was actually in charge of the department only two months of the year being reported.
I am happy to have the opportunity to serve the Town in this new position of increased responsibilities. The following is a condensed outline of 1957 work:

Report of The Town Manager
Citizens of Randolph:
My oath of office as your Town Manager was taken on the morning of November 4th, 1957. From that moment the fulfillment of the duties and responsibilities of this position has imposed an exacting schedule on me. In spite of these time and energy demands, I have thoroughly enjoyed serving as your Manager.
From the beginning I have sought and obtained co- operation from the Citizens, the Boards and Committees, the Department Heads and the Employees. In other words, we are functioning as a "team." Because of the teamwork, services are being provided more effectively and effici- ently and progress has been made toward alleviating some of the major problems such as the need of additional water

supply, more school classrooms, sewer construction and road improvements.
Information concerning specific accomplishments has undoubtedly been brought to your attention through the press and may also be found in the Annual Reports of the several departments.
My detailed recommendations will be forthcoming at appropriate times throughout the year.
We have an atmosphere in which, willingness-to-co- operate and desire for team-work supercede personal dif- ferences without stifling conscientious principle. Con- tinuance of this atmosphere, under your fine charter, will provide the ideal medium thru which the best interests of the Town can be realized in the coming years. I shall unceasingly work toward this end.
I wish to extend my sincere thanks and appreciation to all who have helped thus far.

Report of The Board of Selectmen
To the Citizens of Randolph:
During the past year we have encountered the same problems which have confronted other towns of rapid growth. A broad increase in population necessitated the expanding of many public services in the Town to meet the needs and demands of a fast growing community.

We, as a Board, are very cognizant of the fact that much is to be done to keep pace with a growing com- munity and are ready to aid you at all times.
Some of the accomplishments which have been wit- nessed during this past year are as follows:
Provided for angle parking to relieve traffic con- gestion on Memorial Drive.
Through the assistance of the State Dept. of Pub- lic Works, had traffic light installed in front of Papp Building in North Randolph.
Expedited additional street lighting and sign erections.
Requested State survey for additional traffic . lights at Stoughton Street, Oak Street, and Liberty Street to alleviate the accident situation on Route 28.
Held hearings on all public matters covering gravel removal, license violations and all type complaints.
In compliance with the Town charter, elected a new Town Manager, Mr. Robert A. Hancock formerly of Randolph, Vermont and Bedford, Mass.
We are fully aware of the many problems facing us and ask the humble patience of all the citizens as we go forward into the year 1958.
Our deepest thanks to all that have assisted us in any manner.
