Completed the engineering for some streets, planning to continue this necessary work for the future.


* Assisted in correcting land problems for the Town, some of which are still pending.


Concerned ourselves directly with the road and drain- age situations, and are jointly sponsoring a ten year road plan, and overall general drainage survey, which we will try to carry out as soon as the town makes it possible.


# Followed up the Piggery situation as voted by the Town, and tried to assist the Board of Health on this matter.


Cooperated fully with the public utilities, so that they may better serve our citizenry, while not jeopardizing the rights of the Town.


* Originated some and aided in carrying out some chang- es in office space and use of Town property to facilitate and economize on Town expenses.


Assisted all Townspeople in all emergencies and in all ways to better existing conditions, if not solving all their problems.


* Granted permission and permits for many things to assist all, and only when not in the best interests of the community have requests been turned down.


Acted on all petitions after due deliberation.


* Completed the problems at the old No. 2 Fire Station.


* Kept informed of the other departments and on all general matters.


* Forced the clearing up of many troublesome items by the originators of these general nuisances.

* Worked at (not completed as yet) a plan for having the Fire Insurance rates, both for the Town and the townspeople, lowered.


* Encouraged the use of Belcher Park by various groups, supplying the staff as voted by the Town. Much can be done to bring this park up to the status of a park, but appropriations have been kept to a minimum, so that more necessary work could be accomplished.


Assisted in the result of having additional police and fire-fighting personnel appointed as voted by the Town, and handled all other safety precautions brought to our attention and that we can legally take care of.


In closing we should like to state that we are well aware of most of the needs of the Town, and we are also aware that most situations can be corrected by one thing -MONEY. To get problems corrected and to do it economically is the only problem we face. We realize the Sewerage Program is in its infancy. The field survey is being done now. We realize the need of a Town dump. or some place where the citizens can dispose of the extra refuse that once in a while accumulates. We realize the cost of modernizing the equipment of the Town, both ad- ministrative and non-administrative. These problems and many more shall be met, and eventually beaten. We commend the townspeople for bringing some new equip- ment into the Town's list of property. They will cause some savings and a smoother flow of normal business pro- cedures.


We commend all Town personnel for carrying on their duties, sometimes even under hardship. We admire all the committees for their unselfish devotion to their duties, picking out in particular the Finance Committee which has met and worked almost nightly for many months now.

We are deeply appreciative and thankful to the late Ellen F. Bennett for her remembrance to the Town; to the C. Corkin and Sons, Incorporated firm for their gen- erous desire to give the Town their building for use as a clinic; to the Randolph Manufacturing Company, Incor- porated, and the firm of Frank Diauto for jointly spon- soring a weekly hour long radio program benefitting the Town of Randolph; to the Bay State Raceways, which yearly makes donations to some of our Town's worthy causes; to the M. B. Claff Company, Incorporated for their generous gifts, to the firm of Good Brothers for supplying a car to the Visiting Nurses; and to all the Townspeople who have assisted us in any way. We com- mend them all, and add to that list, the various depart- ments, groups, and organizations for their programs of betterment for the general public. All we can do is sin · cerely thank you and pledge our continued support to you, one and all.


This department is the least costly one in the Town we feel, for the services rendered. Our only employee is a secretary which we share with the Town Manager.


We have met all problems squarely and remedied many. Your comments and constructive criticisms are always welcomed. Only in this way can we know of the particular problem facing a minority of our neighbors. We earnestly solicit your assistance and cooperation. Let us say we are honored to have served you and thank you for having given us the privilege of holding this high office.
