Article 92. UNANIMOUS VOTE: That the Town accept an Act passed by the General Court, in the year Nineteen Hundred and Fifty-seven, entitled "An Act re- moving from Civil Service, the positions of Call Fire Fighters, in the Town of Randolph, with respect for ap- pointments thereto hereafter made."
Article 93. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1957 and to issue a note or notes therefor, payable within years, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, of the General Laws.
Article 93. UNANIMOUS VOTE : Amendment. That the Town authorize the Town Treasurer with the ap- proval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1957 and ending December 31, 1957 and extending from January 1, 1958 to the date of conclusion of the Annual Town Meeting of 1958 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, of the General Laws.

Article 94. UNANIMOUS VOTE: That the Town accept the recommendations of the Finance Committee on the following: Moderator-Town Manager-Town Engi- neer - Town Treasurer - Finance Committee - Election and Town Meeting Expense-Town Office Expense- Town Clerk.
Relative to the Selectmen's budget under Engineering Services, Mr. Semensi moved that the amount of $2,000.00 be appropriated for laying out streets. Motion seconded. Motion was lost.
Relative to the Town Accountant's budget under Capital Outlay, Mr. Luddington asked what the $1,100.00 was going to be spent for, Mr. Dacey stated that $700.00 was for a calculating machine, and $400.00 for a perma- nent file. Motion made and seconded that this expenditure be approved. Voted.
Mr. Semensi moved that the sum of $3,120.00 be ap- propriated for a Clerk for the Board of Selectmen. Motion seconded. Motion lost.
Mr. Duffy moved that the sum of $2,100.00 be ap- propriated for the hiring of a Clerk for the Board of Selectmen's Office. Motion seconded. Motion lost.
VOTED: That all Selectmens items be appropriated as recommended by the Finance Committee.
Relative to the Planning Board's budget item of Engineering Service, including Master Plan Study, motion was made to vote on the question of the $10,000.00 ap- propriation as recommended by the Finance Committee. Motion was seconded.

ADJOURNED ANNUAL TOWN MEETING March 26, 1957
The meeting was called to order by Moderator Carr at 8:38 p. m. with a quorum of 127 Town Meeting Mem- bers.
Moderator Carr appointed Mr. Oscar Foote, Mr. Walter Tallafuss and Mr. Harold Heney as Tellers.
Items under Article 94 were continued, beginning with the Town Counsels budget item.
Mr. Luddington made the following amendment: That the salary of the Town Counsel be $2,500.00.
Town Counsel Carr spoke on the above amendment in his own behalf. Town Clerk Clark was appointed Moderator pro-tem by Mr. Carr during this time.
Amendment was lost.
VOTED: To accept the recommendation of the Fi- nance Committee on all Town Counsel items.
Relative to salaries for the Police Department, the following amendment was made:
"That $1,800.00 be aded to the recommendation of the Finance Committee of $81,187.36, making a total of $82,987.36, to add $100.00 to the

recommended salaries of all police officers, in- cluding the Chief and Sergeant." Amendment was lost.
VOTED: To accept the recommendation of the Fi- nance Committee on the Police and Fire Department's budgets.
Under heading of Health and Satitation item "Im- munization Clinic", it was amended by the Finance Com- mittee to read "Immunization Clinic and Chest X-ray." Voted.
Mr. Tucker moved that the salary of the Health Officer be $2,500.00, instead of $2,000.00 as recom- mended by the Finance Committee. Motion seconded.

VOTED: That the Health Officer's salary be in- creased from the recommended sum of $2,000.00 to $2,500.00.

Under the heading of Public Works Department, Mr. Mulhern moved that the Highway Surveyor's salary be changed from the recommended $6,500.00 to $5,000.00. Motion seconded.

"Mr. Moderator: I move you, sir, at this time to ap- point a committee to be called a Joint Personnel Board & Wage Evaluation Survey to compromise a fair and equitable wage ratio for all Town employees. This com- mittee to consist of the Town Manager and the following representatives of both management and labor: Mr. Fran- cis Leahy, Mr. Herbert Murray, Mr. John Green, Mr. John Hoey, Mr. Walter Dunlea, Mr. Frank Every, Mr. William Killoran, Mr. Nick Flynn and Mr. Herbert Pelissier, and any qualified members that the Moderator may see fit. This committee to report their findings and recommenda- tions back to the next Annual Town Meeting."

ARTICLE I. VOTED: That Mr. Kiley's committee appointment be accepted. Mr. George Cullen read the following for a committee appointment as submitted by Mr. Robert A. Howe.
"Mr. Moderator: I move you, sir, at this time, to ap- point a committee to investigate the needs of additional playground facilities for the youth of the town. This com- mittee to consist of the Town Manager, Mr. Joseph Za- pustas, Director of Physical Education, all Presidents of the various Parent Teachers Associations through the town, and any additional citizens you feel qualified. This committee to report their findings and recommendations at the 1957 Annual Town Meeting. (Signed) Robert A. Howe."

AMENDMENT VOTED: That the Town accept as a gift from the American Legion Ambulance Corporation a 1954 Ford Ambulance now owned by it, the same to be used by the Town for ambulance purposes, under the supervision of the Fire Chief, and to transfer $700.00 from the E & D Account. This amount to be restricted to necessary care and upkeep.

To see if the Town will vote to authorize the expenditure of the money raised and appropriated under Article 11 (Little League) of the 1957 Annual Town Meeting (in addition to the purposes set forth therein) for the purchase of bleachers, chain link fence, painting and repairs to field equipment and for any other reasonable purposes connected with the develop- ment of the Little League Field which may be requested by the Board of Directors of the said Little League, as petitioned for by John Figlewicz, and others.

Medeiros of a parcel of land shown as Lot "D" on a plan entitled Plan of Land in Randolph, Norfolk Co., Mass., dated June 3, 1957 made by Eugene J. Mulligan, Town Engineer and which a more particular description of said parcel "D" refer- ence is made to said plan. Said parcel "D" contains 1166.9 square feet more or less. And an exchange there- fore, accept a deed from Edmund T. and Norma R. Medeiros two parcels of land shown as Parcel "B" and "C" on the aforementioned plan. The meeting was called to order by Moderator Carr at 9:20 P. M. with a quorum of 126 Town Meeting Mem- bers. Mr. Klauer made a motion, duly seconded and voted that the adjourned special Town Meeting of June 26, 1957 be concluded before starting Special Town Meet- ing of Sept. 16, 1957.
Article 12. To see if the Town will vote to accept Gloria Road as laid out, as petitioned for by Eugene Bessette and others.
Article 12. VOTED: That this be referred to the Planning Board until they are satisfied that the work has been completed.

Article 13. To see if the Town will vote to take by eminent domain, for the installation, servicing and re- pair of water lines or pipes, an easement on Grove Lane and take the necessary monies from Maturing Debt Account, as petitioned for by the Board of Selectmen.
Article 13. AMENDMENT VOTED UNANIMOUS- LY: That the Town take by eminent domain, for the in- stallation, servicing and repair of water lines or pipes, an easement on Grove Lane and transfer $2925.00 from the Maturing Debt Account, as petitioned for by the Board of Selectmen.
Article 14. To see if the Town will vote to transfer from the Maturing Debt Account, the sum of $1,200.00 to be known as the widows and dependents di ability pension, and if upon passage and acceptance, said .mount to be paid on a weekly basis to the family of the late Mark Sullivan, a former patrolman of the Randolph Police Department who was severely injured : proxi- mately eight years ago, and whose death occurred on May 8, 1957. All previous disability allowances have been paid by the County of Norfolk, Massachusetts, as petitioned for by Joseph F. Brewster, and others.
Article 14. AMENDMENT VOTED : That the Town transfer from the Maturing Debt Account, the sum of $1,250.00 to be known as the Mark Sullivan pension fund and if upon passage and acceptance, said amount to be paid on a weekly basis to the family of the late Mark Sullivan, a former patrolman of the Randolph Police Department who was severely and permanently injured approximately eight years ago, and whose death occurred on May 8, 1957. All previous disability allowances have been paid by the County of Norfolk, Massachusetts, and this pension will be nil and void if approved by Norfolk County Retirement Board. Said Pension to be signed by Legislature, as petitioned for by Joseph F. Brewster, and others. Pension to become effective September 16, 1957.

Article 15. That the Town vote to transfer from the Randolph School Committee to the Town of Randolph the care, custody, management and control of a parcel of land on the southerly side of Turners Lane adjacent to the land owned by the First Congregational Church, running westerly approximately 167' to land owned by the Town of Randolph and occupied by the Randolph High School, then southerly approximately 159' to land owned by Dr. William Sloane, then easterly approxi- mately 176' to land owned by Dr. William Sloane then northerly approximately 175' to point of beginning, and it to be developed as a public parking area, and a suit- able exit be developed onto Memorial Drive, and the Town transfer $9,000.00 from the Maturing Debt Ac- count. This in accordance with Chapter 40, Section 15A of the General laws, as petitioned for by Oscar Foote, and others.
