The Board of Registrars submits its annual report for the year 1958. During the past year, 745 new voters were registered, the total number of registered voters now be- ing 8197 which includes the following :

They street listed 10,243 people and have on file, cards with names, addresses and occupations of same. Books were also printed with this information. Also listed were 1593 dogs, these being turned over to the dog officer.


Since the last street listing, the town has many new streets with more than 200 homes added.

Report of Planning Board


The Planning Board submits herewith the annual report for the year 1958.


The Master Plan Study of the Community by the firm of Shurcliff and Merrill is going well and will be completed in the Fall of this year. Preliminary reports. on land use, school needs, drainage, water, parking and traffic have been received and are being reviewed. A

Public Meeting to explain the various phases of these pre- liminary reports was held on January 28, 1959 in the High School Auditorium. The Planning Board welcomes suggestions and recommendations on these reports and will be pleased to discuss them at any time. The Master Plan for the Town is intended to be a flexible guideline to insure the healthy progressive growth of the commun- ity providing the schools, recreation areas, roads, drain- age and other public improvements needed by the com- munity at a capital outlay rate that the Town can afford.


The Board has presented for your consideration at ; the Annual Town Meeting several articles which they believe are in the best interest of the Community.


The Planning Board wishes to sincerely thank the Town officials and citizens of Randolph for their con- tinued courtesy and cooperation.

Your Board of Selectmen submits herewith their Annual Report of the year 1958.


We regret the loss to the Town of such dedicated personnel as Leslie Post, Ashley Smythe and John Welch.

Their efforts for a better Randolph will be sadly missed.


A broad increase in population necessitated the ex- panding of many public services in the town to the needs and demands of a fast growing community that has nearly doubled in population within the past ten years.


We, as a Board, are always cognizant of the fact that much has to be done to keep pace with this rapid growth and are trying our utmost to attract industry so as to lessen the burden for the homeowner. We feel sure that with the new highway program, Randolph will be a center of attraction for industrial growth.


Some of the accomplishments which have been wit. nessed during the past year are as follows:


Through the assistance of the State Dept. of Public Works, speed zones were established on North and South Sts .;


We are still trying to expedite additional traffic lights at Stoughton St., Oak St., Liberty St., and Vesey Rd. to alleviate probable accident causes on Rte. 28;


Held hearings on all public matters covering gravel removal, license violations and all types of complaints ;


Are trying every method within our powers to bring about a settlement in the Eastern Mass. bus situation.


We are fully aware of the many problems facing us and ask your participation as we go forward into the year 1959.

Report of Business and Industrial Commission


"We must have more business and industry in Ran- dolph."


That statement is familiar to us all.


This business or industry however must be located where it will disturb no one with noise, traffic, or mere proximity, because if it does, sleep will be impaired, life will be endangered, and homes will lose their value.


Everyone agrees to tax revenue derived from com- mrcial property is necessary to help pay for the schools, sewer lines and other services needed by a growing com- munity, but only if they are located 'somewhere else'.


Now, a Master Plan for the town is being completed. This plan recommends the creation of two new indus- trial areas, and further recommends these areas be zoned for industry only.


Your Business and Industrial Commission unanimous- ly regard these recommendations as sound planning for Randolph's future.


The first area, now known as Bear Swamp, can be drained and developed; is accessable to the Fall River Expressway, Routes 28, 128 and 139; is of sufficient size to construct an industrial park, and is adjacent to pre- sently used industrial land. The second area would have frontage on the expressway; is now partially zoned; and should create no drainage or fill problems.


Before a developer of industrial parks will interest himself in any location, he must be certain the land will be used only for the purpose zoned. Without this guar-

antee industrial realtors will look elsewhere, and indi- vidual builders will act with extreme caution, if at all.


Before our presently zoned area on North Street will be attractive as a commercial location, the Cochato River will have to be lowered for a distance of several miles. When a Federally aided project will do this work is unknown. At present this is our only large zoned area.


This year, and the years just ahead, industries and businesses will seek locations in the Randolph area.


Will they choose Randolph, or this vicinity? The answer will be Randolph if we have the desired loca- tions, properly zoned. In the last analysis, the answer is in the votes of the Town Meeting Members. If this 'answer' continues negative and we find ourselves without a desirable location, taxpayers will change their question to, "Why didn't somebody do something?"


In the meantime, your commission will continue ad- vertising, contacting, compiling, checking progress of local, area and State projects that will effect our future, and in general working to keep Randolph attractive to industry.


The commission welcomes the interest being shown by the Chamber of Commerce in this selling task, import- ant to us all. We wish also to express our appreciation to the Town Manager and town departments who have cooperated with the commission, particularly the assist- ance of Miss Geneva Nunes and Frank Teed of the assess- ing office.

During 1958 the following improvements were com- pleted at the Town Hall.


1. Partitioning of upstairs offices was finished


2. Town Clerk's Office was renovated


3. Tax Collector's Office was renovated


4. Additional accommodations were finished for the Police Dept.


5. The Registrars were moved to new quarters next to the Town Clerk.


With the help of money provided through special articles and in co-operation with the Town Manager the following were accomplished :


1. The Town Hall was painted


2. The Town Hall roof was newly shingled


3. The Water Dept. garages were moved


4. The parking lot at the rear of the Town Hall was built.
