Report of The Town Manager


Citizens of Randolph :


1958 was a year of substantial achievement - the Elizabeth G. Lyons School was finished and occupied construction of the sewer system was started-several sidewalk, drainage and highway projects were completed -and many improvements at the several school buildings and grounds and the Town Hall were accomplished. De- tails of the foregoing will be found in the reports of the Department Heads, Boards and Committees.


The effort to improve services and build projects which will contribute to the education, health, safety, wel- fare and convenience of the people of Randolph goes on unceasingly.


Recognizing that the construction of new schools, the sewer system and other urgently needed projects, im- poses a heavy burden on the taxpayers; we are constant- ly seeking ways and means of alleviating the burden. Apropos of this, our energies are presently directed to- ward securing the answers to the following :-


(a) How can we attract industry to Randolph?


(b) Should the Town have a Municipal Light and Power Dept. of its own?


(c) Should the Town own and operate school buses?


(d) Can we obtain Federal aid for new school con- struction ?


(e) Can we obtain Federal aid for sewer construc- tion ?

(f) Can we obtain Federal payment in lieu of taxes on the Capehart Housing Project?


(g) Can we obtain State and/or Federal aid for im- proving surface drainage?

(i) Should we build a Municipal Incinerator (jointly with another town or towns) ?


(j) Should the Town "self-insure" Workman's Com- pensation Insurance ?


The accomplishments of 1958 were possible because of the "team-work" between Department Heads, Boards, Committees, employees and citizens. My sincere thanks are hereby extended to you all for your splendid effort. Let's continue that way.

Article 3. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $374.04 to pay an unpaid bill for a previous year as peti- tioned for by the Board of Selectmen.


Article 4. To see if the Town will vote to raise and appropriate the sum of $35.00 for the maintenance and lighting of the clock in the tower of the First Baptist Church, as petitioned for by the Board of Selectmen.

To see if the Town will vote to instruct the Board of Water Commisisoners to install a 6" water main, with necessary gates and fittings, on Rockefeller Street from Gould Street to existing end, a distance of 375 feet and raise and appropriate money therefor, as peti- tioned for by the Board of Water Commissioners.


Article 8. To see if the Town will vote to take by eminent domain, for the installation, servicing and repair of water lines, an easement on the following unaccepted street or way so called, Rockefeller Street from Gould Street to the present existing end, and raise and appro- priate money therefor, as petitioned for by the Board of Water Commissioners.


Article 9. To see if the Town will vote to instruct the Board of Water Commissioners to install a 6" water main, with necessary gates and fillings, on Gould Street from Morgan Street to Rockefeller Street, a distance of 225 feet and raise and appropriate money therefor, as peti- tioned for by the Board of Water Commissioners.


Article 10. To see if the Town will vote to take by eminent domain for the installation, servicing and repair of water lines, an easement of the following unaccepted street or way so called; Gould Street, from Morgan Street to Rockefeller Street, and raise and appropriate money therefor, as petitioned for by the Board of Water Com- missioners.


Article 11. To see if the Town will vote to instruct the Board of Water Commissioners to install a 6" Water main, with necessary gates and fittings, on Harriet Street (north) from Pond Street, a distance of 1050 feet and raise and appropriate money therefor, as petitioned for by the Board of Water Commissioners.

To see if the Town will vote to instruct the Board of Water Commissioners to install a 6" water main, with necessary gates and fittings, on High Street from Edwin Street to Eugenia Street, a distance of 425 feet and raise and appropriate money therefor, as peti- tioned for by the Board of Water Commissioners.


Article 13. To see if the Town will vote to instruct the Board of Water Commissioners to extend the present 6" main on Hall Street a distance of 650 feet, with neces- sary gates and fittings, and raise and appropriate money therefor, as petitioned for by the Board of Water Com- missioners.


Article 14. To see if the Town will vote to instruct the Board of Water Commissioners to install a 6" water main, with necessary gates and fittings, on Stoughton Street, between existing dead ends, a distance of 275 feet, and raise and appropriate money therefor, as peti- tioned for by the Board of Water Commissioners.


Article 15. To see if the Town will vote to appro- priate sufficient funds to tie-in the Town of Randolph water system with the MDC Water System before the completion of the Fall River Expressway and 128 Route Junction is completed by the State of Massachusetts as petitioned for by Paul V. Scally and others.


Article 16. To see if the Town will appropriate sufficient funds to install adequate facilities to insure Randolph receiving their full one-third share of availa- ble water in the reservoir, as petitioned for by Paul V. Scally and others.


Article 17. To see if the Town will vote to raise and appropriate the sum of $15,000 to install, renew and re- place the water main from 315 North Main St. to 305 North Main Street approximately 600 feet, more or less as petitioned for by Joseph L. Pace and others.

Article 18. To see if the Town will vote to raise and appropriate a sum of money to construct a complete or a section of a drainage system on West Street, as petitioned for by Edward Hylen and others.


Article 19. To see if the Town will vote to raise and appropriate the sum of $12,000 to improve surface drain- age, as peitioned for by Town Manager and others.


Article 20. To see if the Town will vote to raise and appropriate or borrow the sum of $00,000 for drainage work on Mary Lee Brook under Chapter 91. The Town's share of expense under this article will be $00,000, as peii- tioned for by the Board of Selectmen and the Town Man- ager.


Article 21. To see if the Town will vote to raise and appropriate a sum of money to install a drainage system on Clark Street from Bartlett Road to Porter St., as peti- tioned for by Herbert E. Murray and others.


Article 22. To see if the Town will vote to raise and appropriate a sum of money to continue the Old Street main drain from the culvert on Mitchell St., at the property of Mr. Beggs to the catch basin on Stacy St., between house No. 82 and No. 86 as petitioned for by Walter Ochs and others.


Article 23. To see if the Town will vote to transfer from available funds a sum of money to install a drainage system on Oxbow Lane, as petitioned for by George E. Prue and others.


Article 24. To see if the Town will apporpirate the sum of $600 for drainage pipe to be laid in existing trench on East end of Reed St. and open the East end of Reed St. approximately 300 feet to McDonald Square as peti- tioned for by Guy Scibetta and others.

Article 26. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money to construct a sidewalk on the westerly side of North St. beginning at its present end at Stetson Park and running southerly to Liberty Street, as petitioned for by the Board of Selectmen.


Article 27. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money to construct a sidewalk on the northerly side of South St., beginning at the junction of South and Center Sts., and running westerly toward Castleton Ave .. as peti- tioned for by the Board of Selectmen.


Article 28. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $00,000 to construct a sidewalk on the southerly side of School Lane from No. Main St. to Belcher St., as petitioned for by the Belcher P.T.A., Samuel Wasserman and others.

Article 32. To see if the Town will vote to appro- priate the sum of $2000 for the rebuilding of the side- walk on the westerly side of Main St., beginning at Grove St., and running south toward Wales Ave., as petitioned for by Neil School and others.


CHAPTER 90


Article 33. To see if the Town will vote to raise and appropriate or borrow the sum of $14,000 to construct a section of Chestnut Street, a section of Oak Street, a sec- tion of Old Street, and a section of Canton Street under Chapter 90. The Town's share of expense under this article will be $3500, as petitioned for by the Board of Selectmen and the Town Manager.


Article 34. To see if the Town will vote to raise and appropriate or borrow the sum of $6000 for maintenance work under Chapter 90, the Town's share of expense un- der this article will be $2000 as petitioned for by the Board of Selectmen and the Town Manager.


ZONING


Article 35. To see if the Town will vote to delete Section 3B Use Regulations-Business Districts of the Zon- ing By-Laws adopted on March 20, 1939, and replace with the following :

(1) Permitteed uses.


The following uses are permitted in a Business Dis- trict :


(a) Any use permitted in a Residential District or Zone, except as a single family house or any other type of dwelling and


(b) Retail or wholesale stores and any and all establishments wherein goods and servcies, or either of them, are sold, rented or offered directly to the consumer. customer or other patron, as the primary function of the business, including among others, garages, tailor shops, plumbing and heating establishments, professional offices, restaurants, and the like, as petitioned for by the Plan- ning Board.


Article 36. (To see if the Town will vote to delete Section 3A Use Regulations-Residential District of the Zoning By-Law adopted on March 20, 1939, and replace with the following: Section 3. Use Regulations.


A. Residential Districts.


No building or structure shall be erected, or land utilized, in a Residential District or Zone which is used or intended to be used for mercantile, mechanical, manu- facturing or other commercial use except as hereinafter provided :


Permitted uses.


The following uses are permitted in a Residential District :


Single family detached houses, municipal, education- al, religious uses, agricultral, greenhouses or nursery, in-

cluding the sale of produce similar to that raised on the premises; cemetery charitable, philanthropic, hospital, sanitorium ; club not conducted for a profit; public utility buildings and structures; licensed inns; single family de- tached houses wherein an incidental use is the manufac- ture, processing and sale, or any of them, of services per- formed or articles made or processed upon the premises ; and necessary uses on the same lot with and customarily incidental to any of the above permitted uses, except as provided below :


(a) Limitations on accessory uses.


The following are expressly declared not to be acces- sory uses in Residential Districts or zones and are forbid- den herein ;


1. Furnishings, advertising or maintaining accommo- dations for more than four boarders, lodgers or paying guests, except as a licensed inn-holder, as petitioned for by the Planning Board.


Article 37. To see if the Town will vote to delete Section 3C Use Regulations-Industrial Districts of the Zon- ing By-Laws adopted on March 20, 1939, and replace with the following :


C. Industrial Districts


No building or structure shall be erected, or land utilized, in an Industrial District or Zone which is used or intended to be used as a residence or for any business use or injurious, noxious or offensive trade or industry.


Permitted Uses


The following uses are permitted in an Industrial District:


1. Any research, experimental or testing laboratory.


2. Any industry manufacturing electronic devices or elec- tricai appliances or supplies.

C. Any construction company requiring large storage areas for heavy machinery and materials.


Uses permitted on Appeal.


Any other lawful storage, distribution, manufactur- ing or industrial use if authorized by the Board of Ap- peals, provided that such use is not dangerous to the vicinty through fire, explosion, omission of wastes or other cause, and provided further that such use is not likely to create more noise, vibration, dust, heat, smoke, fumes, odor or glare that the minimum amount normally resulting from any of the uses specifically listed herein- before, as petitioned for by the Planning Board.


Article 38. To see if the Town will vote to accept Section 8 of the General Laws, Chapter 40A, which pro- vides :


Reconsideration of Proposed Change in Ordinance or B-Law after unfavorable action. After accept- ance of this section or corresponding provisions of earlier laws as provided in Section four of Chapter four, no proposed ordinance or by-lay making a change in any existing zoning ordinance or by-law, which has been unfavorably acted upon by a city council or town meeting, shall be considered on its merits by the city council or town meeting within two years after the date of such unfavorable action unless the adoption of such proposed ordinance or by-law is recommended in the final report of the
