Article 53. To see if the Town will authorize the Town Treasurer, with the approval of the Board of Select- men to borrow money from time to time in anticipation of the revenue of the financial year, beginning January 1, 1960, and to issue notes therefor, payable within one year,

all in accordance with the General Laws Chapter 44, as petitioned for by Edward T. Clark.


Article 54. To see if the Town will vote to raise and appropriate the sum of $15,000 to establish a Reserve Fund in accordance with Chapter 40, Section 6 of the Massachusetts General Laws, said sum to be transferred from the E and D Account, as petitioned for by the Town Manager and others.


Article 55. To see if the Town will vote to approve in all structures used for residential purposes herein- efter constructed a permanently installed approved heat activated home fire detection alarm system. Rules and regulations to be set up by a board consisting of the Chief of Fire Dept., Inspector of Buildings and Inspector of Wires, as petitioned for by Alton F. Lebreque.


Article 56. To see if the Town will vote to provide that all streets which are hereafter constructed, recon- structed or repaired by any department, board, officer or agent, or as a result of a contract entered into on behalf of the Town, shall be constructed, reconstructed or re- paired in accordance with the rules and regulations of the Planning Board relating to the construction of street and ways by developers of land, or take any other action in relation thereto, as petitioned for by Donald B. Adams and others.


Article 57. To see if the Town will vote to raise and appropriate the sum of $10,000 for the construction of a combination tennis courts and skating area on the High School grounds as petitioned for by the Recreation Com- mittee and others.


Article 58. To see if the Town will vote to recom- mend that the Town Manager adopt the recommendations of the Personnel Board as policy.

Article 59. To see if the Town will vote to amend the Town By-Laws by amending Article 14 of March 18, 1957, by striking out "shall be fifteen (15) days per cal- endar year" and inserting in place thereof "shall be one and one-fourth (11/4) days per calendar month of com- pleted employment" as petitioned for by the Personnel Board and the Town Manager.


Article 60. To see if the Town will vote to appro- priate (or transfer from the E&D Account) the sum of $3000 to be used for the maintenance of unaccepted streets in accordance with Chapter 386 Acts of 1953, as petitioned for the Town Manager and others.


Article 61. To see if the Town wil vote to transfer from the E&D Account the sum of $2000 (1) to connect a generator set up in the old fire station to the Town Hall power line and (2) to make repairs to and paint the old fire station, provided that State and/or Federal Civil De- fense participation can be secured as petitioned for by the Civil Defense Agency and the Town Manager.


Article 62. To see if the Town will vote to transfer from the E&D Account the sum of $10,000 to improve ac- cepted streets as petitioned for by the Town Manager and others.


Article 63. To see if the Town will vote to raise and appropriate the sum of $4000 to construct a retaining wall on the southerly side of Upham Street at the corner of North Main Street, as petitioned for by Albert T. Powers.


Article 64. To see if the Town will vote to raise and appropriate or borrow under Chapter 44 of the General Laws or under authority of any applicable law, the sum of $22,000 for a new fire truck equipped with a 1000 G.P.M. pump; the 1923 Maxim truck to be disposed of, as petitioned for by the Fire Department and others.

Article 65. To see if the Town will vote to authorize the Selectmen to purchase or take by Eminent Domain 8 acres at the Northwest corner of the interesection of Pleasant Street and North Street as shown on Assessors Plan No. 170 part of parcel No. 62 owned by Peter J. Collins, and to raise and appropriate or transfer from available funds the sum of $2,500 in connection there- with, as petitioned for by the Sewer Commissioners and the Town Manager.


Article 66. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $00,000 to tar and sand Clark Circle for approximately 400 feet, as petitioned for by Lewis Salens.


Article 67. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $6000 to construct a road on School Lane from No. Main St. to Belcher St. as petitioned for by the Belcher P.T.A., Samuel Wasserman and others.


Article 68. To see if the Town will vote to raise and appropriate the sum of $8000 to pave Castleton Avenue, as petitioned for by Edward F. Heim and others.


Article 69. To see if the Town will vote to raise and appropriate the sum of $2000 to help on improving and building at the Little League Field area on North Street, as petitioned for by John P. Figlewicz and others.


Article 70. To see if the Town will vote to raise and appropriate the sum of $11,400 for a $600 increase in pay for the 19 permanent members of the Randolph Police Department as petitioned for by Russell F. Thompson, M.D., and others.


Article 71. To see if the Town will appropriate the sum of $1000 to be used for Christmas lighting in the North Randolph business area as petitioned for by John Canavan and others.

Article 72. To see if the Town will vote to raise and appropriate a sum of money to resurface Clark Street from Bartlett Road to Porter Street as petitioned for by Herbert E. Murray and others.


Article 73. To see if the Town will vote to transfer from available funds a sum of money to construct Ox Bow Lane as petitioned for by George E. Prue and others


Article 74. To see if the Town will vote to raise and appropriate the sum of $5,800 for the purpose of a billing machine to be used for the Assessors and Treas- urer Divisions as petitioned for by the Board of Assessors and Treasurers.


Article 75. To see if the Town will vote to instruct the Town Manager to appoint as members to the Plan- ning Board only qualified personnel which shall con- sist of 1 engineer, 1 builder, 1 realtor, 1 banker and 1 local businessman, as petitioned for by Paul V. Scally and others.


Article 76. To see if the Town will raise and appro- priate $7,600 for drainage on Canton Street, from High Street to Old Street, as petitioned for by S. Russo and others.


Article 77. To see if the Town will vote to amend the Town By-Law concerning gravel removal, the same having been passed as Article 46 of the Annual Town Meeting of 1954, by striking therefrom the words "not in public use", as petitioned for by the Board of Select- men.


Article 78. To see if the Town will vote to take by Eminent Domain for the installation, servicing and re- pair of water lines or pipes, an easement on OxBow Lane, so-called, an unaccepted street or way, and raise and ap- propriate money therefore as petitioned for by the Board cf Selectmen.

Article 79. To see if the Town will vote to instruct the Board of Water Commissioners to install a 6" water main on OxBow Lane with necessary gates and valves and hydrants and raise and appropriate or transfer from available funds, the necessary sum of money therefor, or take any other action relating thereto as petitioned for by the Board of Selectmen.


Article 80. To see if the Town will vote to raise and appropriate or transfer from available funds, a sum of money to publish 5,000 pamphlets listing every real states assessment assessed by the Town and/or its agents as of 1-1-59 and the name of the person, persons or firm owning said property and address of said property; this pamphlet to be available for distribution by October 1, 1959; a committee of seven to be appointed by the Mod- erator to carry out this duty, as petitioned for by the Board of Selectmen.


Article 81. To see if the Town will vote the fol- lowing :


The Board of Selectmen is hereby authorized and dir- ected to grant three five hundred dollar ($500.) scholar- ships to be known as the Randolph Scholarships, subject to appropriation made for such purpose, to worthy stu- dents who are residents of the Town, possess the re- quisite ability and are in need of finincial assistance. The scholarships must be to an accredited college or univer- sity located within the Commonwealth, and raise and appropriate $1,500 for this purpose, or take any other action in relation thereto, as petitioned for by the Board of Selectmen.


Article 82. To see if the Town will vote to raise and appropriate money to defray the General Town Ex- penses for the current year, as recommended by the Town Manager, the Selectmen and Heads of the various de- partments.

REPORT OF THE TOWN CLERK


SPECIAL TOWN MEETING


January 19, 1959


Meeting called to order at 8:25 P.M. with a quo- rum present. A brief non-sectarian prayer by Moder- ator Carr opened the meeting. Call of meeting and re- turn of service were read by Town Clerk Edward T. Clark.


Moderator appointed the following to act as Tell- ers : Edward Roycroft, Robert Corey, and Frank Linfield.


Article 1. To see if the Town will vote to amend the Zoning By-Laws changing the area listed from residential to business: Beginning at the northerly junction of For- est St., and No. Main St., continuing northerly along No. Main St., approximately 84.84 feet then westerly for approximately 90 feet along former Leon Mann property Parcel No. 20, then southerly for approximately 86.50 feet along property of Victor and Katherine Kroll, then easterly for approximately 90 feet along Forest St. Title of which is in the name of Victor and Katharine Kroll, as petitioned for by Victor J. Kroll and others.


Article 1. Planning Board voted 4-0 not to hear article.
